HomeMy WebLinkAbout2014/07/21 RESOLUTION "BOND ORDER AUTHORIZING THE ISSUANCE OF $100,000,00 OF GENERAL OBLIGATION SCHOOL BONDS OF THE COUNTY OF HARNETTEXTRACT FROM MINUTES OF BOARD OF COMMISSIONERS A regular meeting of the Board of Commissioners of the County of Harnett, North Carolina (the "Board") was held at the County Commissioners' Meeting Room, Harnett County Administration Building, 102 East Front Street, Lillington, North Carolina, at 7:00 p.m. on July 21, 2014 (the "Meeting"), after proper notice, and was called to order by Chairman Joe Miller, and upon the roll being called, the following members of the Board answered present: Joe Miller, Chairman Gary House, Vice Chairman Jim Burgin, Commissioner Beatrice B. Hill, Commissioner Gordon Springle, Commissioner The following members of the Board were absent: none Also present: Tommy Burns, County Manager Jennifer Slusser, Senior Staff Attorney Margaret Regina Wheeler, Clerk s s s s s s The Clerk to the Board reported to the Board that a bond order entitled, `BOND ORDER AUTHORIZING THE ISSUANCE OF 5100,000,000 OF GENERAL OBLIGATION SCHOOL BONDS OF THE COUNTY OF HARNETT, NORTH CAROLINA," which was introduced at a meeting of the Board on June 16, 2014, was published on July 11, 2014, with notice that the Board would hold a public hearing thereon on July 21, 2014 at 7:00 p.m. The Clerk to the Board also reported that there had been filed in her office a statement of debt complying with provisions of the Local Government Bond Act, and such statement as filed showed the net indebtedness of the County to be 2.91% of the assessed valuation of property in the County subject to taxation. At 7:07 p.m., the Chairman announced that the Board would hear anyone who wished to be heard on the questions of validity of the General Obligation School Bond Order and the advisability of issuing the General Obligation School Bonds. After the Board had heard all persons who requested to be heard in connection with the foregoing questions, Chairman Miller closed the public hearing be closed. Vice Chairman House moved that the Board adopt without change or amendment and direct the Clerk to the Board to publish a notice of adoption, as prescribed by The Local Government Bond Act, of the bond order entitled, `BOND ORDER AUTHORIZING THE ISSUANCE OF $100,000,000 OF GENERAL OBLIGATION SCHOOL BONDS OF THE COUNTY OF HARNETT, NORTH CAROLINA," as introduced at the meeting of the Board held on June 16, 2014. The motion was seconded by Commissioner Hill and was adopted by the following vote: AYES: 5 NAYS: 0
