The Harnett County Planning Board met on Monday, May 5, 2014 at 6:30 p.m. in the Administration
Building in Lillington, NC. Board Members present were: Kathy Wood; Vice Chairman; Jay Smith and
Alternate Rachel Ray Webb. Planning Services staff members present were: Jay Sikes, Manger of Planning
Services; Matt Talbott, Planner I and Teresa Byrd, Planner I and Recording Secretary.
Vice Chairman Kathy Wood called the meeting to order and Board member Jay Smith gave the
invocation.
April minutes were presented for approval. Jay Smith made a motion to approve the minutes as written
with a second by Rachel Webb. There was a unanimous vote to approve the minutes as submitted.
Proposed Zoning Change: Landowner /Applicant: Calvin R Hardee Jr. / Pat Ellis; 1.1 +/- acres; From
Commercial to RA -20R Zoning; NC Hwy 87 North; Barbecue Township. Jay Sikes presented the
application to the board noting the site was contiguous to commercial zoning and therefore would not
have to be evaluated as a small scale rezoning. Mr. Sikes noted that the impact to the adjacent and
surrounding community was reasonable, because the requested zoning district was similar in nature to
much of the existing development in the area. Mr Sikes stated that the requested zoning was compatible
with the existing land use classification of Rural Development Node and changing the property to
residential would not be an inconvenience to the surrounding properties, due to other residential uses in
that area.
Steven Ellis, husband to Pat Ellis came forth in favor and to represent the application. Mr. Ellis stated that
his father in law had passed away and they wanted the property changed back to residential.
Chairman Kathy Wood closed the public hearing and proceeded through the Standard of Review worksheet.
A motion was made by Jay Smith, to rezone the property as requested, due to the Standard of Review being
in the affirmative. Rachel Webb seconded the motion and there was a unanimous vote to change the zoning
to RA -20R.
Proposed Zoning Change: Landowner /Applicant: Linda Marie Natole; 1.0 +/- acres; From RA -20R to
Commercial; Intersection of Elliott Bridge Road and Bethel Baptist Road; Anderson Creek Township.
Jay Sikes presented the application to the board noting the site was contiguous to commercial zoning
and therefore would not have to be evaluated as a small scale rezoning. Mr. Sikes noted that the impact
to the adjacent and surrounding community was reasonable, as the requested zoning district was similar
in nature to neighboring zoning, but it was not compatible with the existing land use classification of
Medium Density Residential. Mr. Sikes stated changing the property to commercial would not be an
inconvenience to the surrounding properties and it would maintain the public health, safety and general
welfare.
Betty and David Hamilton, William Stewart all came forth with their concerns for the property being
changed to commercial and the problems that had been going on at the property.
After hearing the concerns of the neighbors, Vice Chairman Kathy Wood presented an option to table
until the June Meeting. Mrs. Wood stated that all three board members present would have to vote in
favor for it to pass. Linda Natole stated that she wanted to do something with the building and never
intended to harass her neighbors. Ms. Natole then asked the board to table until the June 2, 2014
meeting.

Jay Smith made a motion to table the request until the June meeting. Rachel Webb seconded the motion
and there was a unanimous vote to table.
There being no further business, the Planning Board adjourned at 7:50 p.m.
