August 2nd. 1954
The Board of County Commissioners met in regular session on Monday August 2,
1954, at 9:00 A.M., with L. A. Tart, Chairman, Worth Lee Byrd, B. P. Ingram,
Glenn Johnson, and D. E. Lasater, Jr, present. Also present were the Clerk to
the Board, the Auditor and the County Attorney.
The monthly report of rtobert B. Morgan, Clerk Superior Court was approved and
ordered filed.
The report of D. P. stay, Tax Collector, was approved and ordered filed.
The report of Inez Harrington, hegister of Deeds, was approved and ordered
filed.
The report of L. B. McLean, Veteran service Officer, was approved and ordered
filed.
The report of Roy Godwin, Electrical Inspector was approved and ordered filed.
The following road petitions were received and placed on file:
(1) to hard surface that road in Upper Little River 'Township which runs
from the Spring Hill - Mamers hoed to a point near E. M. O'Quinn's residence to the
Layton Hoed near the residence of Z. J. Womack a distance of 7/10 miles.

(2) To construct a dirt road which begins at ni_hway # 87 and runs through to a
dirt road intersecting with Lillington- Olivia noad and highway 1 87 a distance of
12 miles. (placed on file)
The following road petition was approved and given to C. C. Bass to be
presented to the State highway Commission.
That road from Antioch Church to the old Post Road to Erwin in Duke township
a distance of 1 -110 mile. Said road running by The home of Ed Bass, W. 0.
Warren, Prank Norris, and others.
Thurman C. Ennis appeared before the board and presented the Audit Report of
the County offices for the year 1953 -1954
whichw as accepted.
Com. Worth Lee Byrd moved, seconded E. E. Lasater, Jr., that Thurman C. Ennis be
paid the sum of *2416.00 for accounting services for the year 1953 -54. Motion
carried.
Com..D. E. Lasater moved, seconded by Com. Glenn Johnson, that the county
ffices be closed on Saturday S ptember Lath. and Monday Sept. 6th. for Labor Day.
Motion carried.

To: HONORABLE D. P. hay, Jr. Harnett County Tax Collector:
You are hereby authorized, empowered and commanded to collect the
taxes set forth in the tax books filed in the office of the Harnett County
Tax Supervisor and in the receipts herewith delivered to you, andin the
amount and from the taxpayers therein set forth, (and Also, all other tax-
payers and taxes represented by official tax receipts for years other than
the current year) and such taxes are hereby declared to be a first lien on
all real property of the respective taxpayers in harnett County and this order
shall be a full and sufficient authority to direct, require and enable you to
levy on and sell any real or personal property of said taxpayers, for and on
account thereof in accordance with law.

Upon motion duly made and seconded, the foregoing Resolution was unanimously
adopted.
WHEREAS, D: P. Ray, Jr., was appointed and duly qualified as.Harnett County
Tax Collector for the 1953 levy of County taxes and was charged with the duty
of collecting -all current and delinquent taxes and revenues due the County of
Harnett for the period beginning July 1, 1953, and ending June 30, 1954; And,
WHEREAS the said D. P. Ray, Jr., Harnett County Tax Colledtor for the 1953
levy has submitted his list of insolvents who were charged with the payment of
taxes due Harnett County under said 1953 levy,and has made settlemtn as provided
by law for all items with which keswas charged in connection with the said 1953
levy; And,
WHEREAS, The recoff ds of the said D. P. Ray, Jr., Harnett County Tax Collector,
covered the collection of all taxes and revenues he was charged with the duty
of collecting during said term have been audited by Thurman C. Ennis, and Company,
Certified Public Accountants and found to be correct;
NOW, THEREFORE, BE IT RESOLVED by the Boardrnof County Commissioners of Harnett
County that the final settlement of D. P. Ray, Jr., Tax Collector for the 1953
County levy be, and the same is hereby accepted and approaed and the said D.P.
Ray, Jr., Tax Collector, together with the surety on his official bond covering
the 1953 levy and the collection of delinquent taxes for the period between July
1, 1953, and June 30, 1954, be, and they -are, °subject to the provisions of law,
hereby relieved of liability during said period.
Upon motion duly made and seconded, the foregoing Resolution was unanimously
adopted.
