NOVEMBER 7th. 1955
The Board of Commissioners met in regular session on Monday, November 7th.,
1955 at 10 :00 A.M. with all members present. Also present were the County Attorney
and the Clerk to Board.
The report of Inez Harrington, negister of Deeds. was approved and ordered
filed.
the report of Elizabeth F. Matthews, Clerk Superior Court, was approved and
ordered filed.
The report of D. P. nay, Tax Collector, was approved and ordered filed.
The report of Kyle Harrington, Clerk of Recorders Court was approved and
ordered filed.
The report of L. B. McLean, Veteran Service Officer, was approved and ordered
filed.
The report of Roy Godwin, County Electrical Inspector, was approved and order-
ed filed.
The report of Earl H. Wells, Harnett County Dog W ,,rden, was approved and filed.
The Board ordered that the amount of $60.00 be allowed to C. H. Avery for
patrolling the School Zone in the town of Erwin.
Commissioner Womble moved, seconded by Commissioner Johnson, that Pearl
McLamb, Secretary to the Harnett County Health Repartment, be raised from 4110.00
to $160.00 per month.
Commissioner Ingram moved, seconded by Commissioner Womble, that the travelling
expenses allowed to Earl Wells, Dog Warden, of Harnett County be the same as the
travel allowance for the Rural Policemen for nis out of county travel.
Motion carried.
Commissioner Ingram, moved, seconded by Commissioner 'Nomble, that W. B.
Castleberry, Lonstable, be allowed 4130.00 for capturing of stills in Harnett Co.
for the month of February and :larch 1955, and for which he has not heretofore
been paid. Motion carried.
Upon motion of Commissioner Womble, seconded by Commissioner Johnson, the
Board approved the lease with the town of Lillington dated Nov. 1, 1955, and
covering the second story of the Town Hall and authorized the chairman to execute
the same on behalf of the countyattested by the Cleric and ordered the Clerk to
record the same and cross index it upon the public records of the office of the
Register of peeds of Harnett County. Motion carried.
Bond 1 92- 369871 with Maryland Casualty Company with John J. West as Principal
Deputy Sheriff of Harnett County was approved and ordered filed with Clerk of
Superior Court.

KNOW ALL MEN BY THESE PRESENTS, That John J. West as Principal (hereinafter
called Principal), and the Maryland Casualty Company, a corporation of the State
of Maryland, having its principal office inthe City of Baltimore, Maryland, as
Surety (hereinafter called Surety,) are held and firmly bound unto the
State of North Carolina
(hereinafter called Obligee) in the penalty of One Thousand and no /100
Dollars (41,000.00); to the payment whereof, well and truly to be made and done,
the said Principal binds himself, his heirs, executors and administrators, and the
said Surety binds itself, its successorsand assigns, jointly and severally, firm-
ly by these presents:
THE CONDITION OF THE AFCREGOING OBLIFATION IS SUCH, that Whereas, the said
Principal was appointed Special Deputy Sheriff, Harnett County, North Carolina for
the term beginning on the 10th day of Oct. 1955, and ending on the 10 th day of
October, 1956.
NOW, THEREFORE, if the said Principal shall, during the term of this bond, well.
and faithfully perform all and singular the duties incumbent upon him by reason if
his election or appointment to said office, except ashereinafter limited, and hon-
estly account for all moneys coming into nis hand, according to law, then this ob-
ligation shall be null add void; it is otherwise to be and remain in full force
and virtue.

This bond is executed bythe Surety upon he following express condition, which-
shall be a condition precedent to the right of recovery hereunder;
IT .IS MUTUALLY UNDERSTOOD AND AGREE` BETWEEN ALL PARTIES HERETO that if the
Surety shall -so elect, this bond may be cancelled by giving thirty (30) days'
/notice in writing`to the said Obligee and this bond shall be deemed cancelled at the
expiration of said thirty (30) days, the said Surety remaining liable for all or an
act or acts covered by this bond, which may have been committed by the Principal up
to the date .of such cancellation, under the terms, conditions and provisions -of this
bond, and the Surety shall, upon surrender of this bond and its release from all lip
ability thereunder, refund the premium paid, less a pro rata part thereof, for the
time this bond shall have been in force.

Commissioner Pate moved, seconded by Commissioner Womble, that the Columbian
Bank - :.Note Company having submitted the lowest bid be awarded the contract for
printing Harnett County School Bonds at a cost of *357.50, with an additional cost
of 622.50 for each, change in the interest rate. Motion carried.
The Beard ordered the County offices to be closed Friday, November llth, and
Saturday A.M. November 12, for Armistice Day. The Board also - ordered the County
offices to be closed November 26th for Thanksgiving Day.

in Lillington, North Carolina, the usual place of meeting.

Commissioner Pate introduced the following resolution which
RESOLUTION AMENDING A RESOLUTION ADOPTED
ON OCTOBER 17, 1955, ENTITLED: "RESOLUTION
FIXING THE DETAILS AND FORM AND MANNER OF
EXECUTION OF $2,000,000 SCHOOL BUILDING
BONDS,,
as read:
BE IT RESOLVED by the Board of Commissioners for the County of Harnett
Section 1. That a resolution adopted on October 17, 1955, entitled:
"Resolution Fixing The Details and Form and Manner Of Execution of $2,000,000
School Building Bonds" be and the same is hereby amended by inserting the words -
"or, at the optionof the holder or registered owner, at the Wachovia Bank and
Trust Company, in the City of Raleigh, North Carolina, " after the words "City
and State of New York," in Section 2 of said resolution and in the first Paragraph
of the bond form set forth in Section 4 of said resolution, and by inserting the
words' "or,nat the option of the bearer, at the Wachovia Bank and Trust Company, in
the City of Raleigh, North Carolina, after the words "City and State of New
York," in the coupon form set forth in said Section 4, so that the places of pay-
ment of the principal of and the - interest on the $2,000,000 School Building Bonds
to be issued under date of November 1, 1955, shall be The Chase Manhattan Bank, in
the Borough of Aanhattan, City afd State of New York, and the Wachovia Bank and
Trust Company, in the City of Raleigh, North Carolina.

SECTION 2. That this resolution shall take effect upon its passage.
Upon motion of Commissioner Womble, seconded by Commissioner Pate, the fore-
going resolution entitled: "Resolution Amending A Resolution Adopted on October
17, 1955, Entitled: 'RESOLUTICN FIXING THE DETAILS AND FORM ANDMANNER OF
EXECUTION OF $2,000,000 SCHOOL BUILDING BONDS'" was passed by the following vote:
