OCTOBER 17, 1955
The Board of Commissioners met in a call session on Monday, October, 17, 1955,
at 7.00 P.M. with all members present.
Commissioner Johnson moved seconded by Commissioner Ingram, that the County
lease the Town Hall for 450.00 per month, for the purpose of holding Recorder s
_.CourS and the office of the :Recorders Clerk.
The Board of Commissioners for the County of Harnett, North Carolina, net in
adjourned regular session at 7 o.'clock, P.M., October 17, 1955, at the County
Courthouse in Lillington,. North- Carolina; the usual place of meeting.'
Present: Chairman L. A. Tart, and Commissioners B. P. Ingram, R. L. Pate,
J. E..Womble, and R. Glenn Johnson.

Commissioner Ingram introduced the following resolution which was
RESOLUTION FIXING THE DETAILS AND FORM
AND MANNER OF EXECUTION OF 52,000,000
SCHOOL BUILDING BONDS
BE IT RESOLVED by the Board of Commissioners for the County of
Section 1. That the Board of Commissioners has determined and does hereby
find and declare;
(a) That an order authorizing '2,000,000 School Building Bonds of the
of Harnett was finally passed on April 4, 1955, which order was approved
vote of a majority of the qualified voters of said County who voted at an
duly called and held on May 28, 1955.
(b) That it is necessary to fix the details and
of said bonds.

(c) That -the period of the life of the school buildings to be erected, re
modeled :and enlarged pursuant to said order is estimated as a period of thirty
years from April 14, 1956, being a date not later than one year after the final
.passage of said order, and that said period expires April 4, 1986.
Section 2..'That for_the purpose of providing the school improvements pursu-
ant to-said order, such school improvements being necessary in order to maintain
the constitutional six months' school term in Harnett County, the negotiable
coupon bonds of Harnett County shall be issued in the aggregate principal amount
of 42,000,000, consisting of 42,000 bonds of the denomination of 41,000 each,
dated November, 1, 1955, maturing annually, May 1, 540,000 1957, $40,000 1958;
150,000 1959 ;- S60,000 1960, 560,000 1961, 565,000 1962 to 1971, inclusive, and
$100,000 1972 to 1982, inclusive, without option of -prior payment, and bearing
interest from their date at a rate or rates not exceeding 6% per annum to be
determined by the Local Government %mmission at the time the bonds are s old, whrh-
interest, to the maturity thereof shall be payable semi- annually on the first days
of May and November -of each year, and both the principal of and -the interest one
said bonds shall be payable at The Chase Manhattan Bank, in the Borough of Man -
hattan, City and -State of New York, in<.nny coin or currency of the United States
of ameriea,which, at the respective dates of payment thereof, is legal tender for
the payment of public and private debts.
Section 3. That said 42,000,000 School Building Bonds maybe issued from time
to time in amounts as may determined by resolution of the 'board of Commission0
ers for the Countyof Harnett and said bonds shall be designated "School Building
Bonds, Series ", the bonds to be issued at any one time to be designated by
a different series letter.
Section 4: That said '2,000,000 School Building Bonds shall be signed by the
Chairman of the Board of Commissioners and the Register of Deeds and ex officio
'lerk of said Board, under the corporate seal of said Board, and the interest cou-
pons to be attached to said bonds shall be executed with the facsimile signature
of said Register of Deeds and ex officio Clerk of the Boxed of Commissioners.
Said bonds and coupons and the endorsements to be printed upon the reverse of said
bonds shall be in substantially the following forms:

The County of Harnett, in the State of North Carolina, is justly indebted
and for value received hereby promises to pay to the bearer or, if this bond be
registered, to the registered owner hereof, on the 1st day of May, 19, the
principal sum of
One Thousand Dollars
and to pay interest thereon from the date hereof at the rate of per
centum per annum until payment of such principal sum, such interest to the
maturity hereof being payable semi - annually on the first days of May and November
in each year upon the presentation and surrender of the coupons representing such
interest as the same respectively fall due. Both the principal of and the interest
on this bond are payable at The Chase Manhattan Bank, in the Borough of Manhattan,
City and State of New York, in any coin or currency of the United States of America
which, at the respective dates of payment thereof, is legal tender for the pay-
ment of public and private debts. For the prompt payment hereof, both principal
and interest as the same shall fall due, the full faith and credit of said County
of Harnett are hereby irrevocably pledged.
This bond is one of a series issued by said County, acting as an administra-
tive agent of the State of North Carolina in providing a State system of public
schools, pursuant to and in full compliance with The County Finance Act, as
amended, and the Local Government Act, as amended, and an order which was approv-
ed by the vote of a majority of the qualified voters of said County who voted at
an election duly called and held and resolutions duly passed by the Board of
Commissioners for said County for the purpose of providing funds, with any other
funds available for such purpose, for erecting additional school buildings, remod-
eling and enlarging existing school buildings, and acquiring necessary land and
equipment therefor in order to provide additional elementary and secondary school
facilities in the County of Harnett to maintain the six months' school term in
said County as required by the Constitution.
It is hereby certified and recited that all acts, conditions and things re-
quired to happen, exist and be performed precedent to and in the issuance of this
bond by the gonstitution and laws of North Carolina have happened, exist and have
been performed in regular and due form and time as so required; that provision has
been made for the levy and collection of a direct annual tax upon all taxable proper
ty within said County sufficient to pay the principal of and the interest on this
bond as the same shall fall due; and that the total indebtedness of said County,
including this bond, does not exceed any constitutional or statutory limitation
thereon.
This bond may be registered as to principal alone in accordance with the pro-
visions endorsed hereon.
In Witness Whereof, said County of Harnett, by order of its Board of Commissioners
has caused this bond to be signed by the Chairman of said board and by the Register
of Deeds and ex officio Clerk of said Board, under the corporate seal of said Board,
and has caused the interest coupons attached hereto to be executed with the facsi-
mile signature of said Register of Deeds and ex officio Clerk, all as of the 1st
day of November, 1955.

This bond may be registered as, to principal -along in the Bond Registercof the
County of Harnett by the Register of Deeds and ex off,icio.Clerk of the Board of
Commissioners as Bond Registrar, at hiscoffice in LillingAon, or by such other
Bond Registrar as may be legally designated by the governing body of said County
upon presentation hereof. to the Bond Registrar who shall make notation of such •
registration in the: registration blank below., and this bond may thereafter be trans-
ferred only upon e duly executed assignment of the registered owner or his attorney,
in such form as shall be satisfactory to the Bond Registrar, such transfer to, be
made on such bond Register and endorsed hereon by the Bond Registrar. Spch trans-
fer may be to bearer and thereby transferability by delivery shall be restored, but
this bond shall again be subject:to successive registrations and transfers -as be-
fore. The principal of -this bond, if registered, unless registered to bearer,
shall be payable only to or upon the order of the registered owner or his legal
representative. Notwithstanding :the registration of this bond as to principal a-
lone, the coupons shall remain payable to bearer and shall continue to be trans-
ferable by delivery.

Commissioners of the County of Harnett hereafter to designate another Bond Reg -

tion herein granted.
Upon motion of Commissioner Pate, seconded by C.ommissioner,Ingram, the fore-

RESOLUTION PROVIDING FOR THE ISSUANCE OF
41,000,000 SCHOOL BUILDING BONDS, SERIES A
BE IT RESOLVED by the Board of Commissioners for the County of Harnett:
Section 1, That the Board of Commissioners has determined and does hereby find
and d eclare:
(a) That on October 17, 1955 the Board of Commissioners for the County of
Harnett passed a resolution entitled: "Resolution Fixing The Details And Form And
Manner of Execution of 42,000,000 School Building Bonds , which bonds were author-
ized by an order finally passed on April 4, 1955.
(b) That none of said bonds has been issued and no notes have been issued in .
anticipation of the receipt of the proceeds of said bonds.
(c) Tnat it is necessary tnat Harnett County, acting as an administrative agent
of the State in providing a State system of public schools, issue at this time
41,000,000 of said 42,000,000 School building Bonds.

At the request of the County Board of Commissioners, Mr. J. A. Senter, Mr.
Selwyn O'duinn and Mr. John Womble, members of the Board of Commissioners of the
Town of Lillington appeared before the Board of Commissioners with respect to the
County's desire to lease the second floor of the Lillington 'Town Hall for county
purposes. after some discussion, the Board was advised by this delegation that
the 'sown would lease such space to the county for a term of two years at a rental
of Sixty (460) Dollars per month, or for a term of five years at a rental of Fifty
_(450) Dollars per month. After considerable discussion, Commissioner Johnson in-
troduced the following resolution:
WHEREAS the existing facilities of Harnett County are not adequate to accommo-
date all of the offices and officers of said county and the county does not have
any facilities in which to conduct the recorder's Court of narnett County when
SuieriorCourt is in session and it is necessary to obtain suitable facilites in
which to conduct and (tarry on the recorder's Court of Harnett County;
WHEREAS the 'Sown of Lillington has agreed to rent the second floor of the Town
Hall to the county for a term of two years at a rental of Sixty ( *60) Lollars per
month or for a term of five years at a rental of fifty (450) Dollars per month, and
has likewise agreed that the county may make changes and alternations in such space
to accommodate certain offices and employees of the county; and
WHEREAS, the county is presently expending the sum of Fifty ($50) Dollars per
month as rental for office space for the Veteran Service Officer and the County
Auditor, which offices could be transferred to the Town Hall and the rental now
being expended for the same will be sufficient to pay all of the rent of the Town
Hall space;
WHEREAS the Board of Commissioners of Harnett County finds as a fact that it
is necessary to rent space for such officers and employees and for the Recorder's
Court of Harnett County and that it will be fors the best interest of the county to
rent. the Town Hall space for a term of five years at a rental of Fifty ($5o) Dollars
per month, it being the opinion of the Board of Commissioners that it will be at
least five years before the county owns facilities in which to accommodate the here-
in mentioned officers and employees of the county and the Recorder's Court of
Harnett County;
NOW, ThEREFORE be it resolved by the Board of Commissioners of the County of
Harnett that said'county rent from the Town of Lillington the second floor of the
Town Hall building for a term of five years at a rental of Fifty (450) Dollars
per month;
Be It further resolved that the County of Harnett shall make such changes and
alternations in such space and likewise purchase such equipment, as may be necess-
ary to accommodate the Recorder's Court of Harnett County, the Clerkcof:-suchLCourt,
the Veteran Service Officer and -the County Auditor.
Upon motion of Commissioner Johnson, seconded by Commissioner Ingram the fore-
going resolution was unanimously adopted.
