OCTOBER Jrd. 1955
The Board of Commissioners met in regular session on Monday, October 3, 1955,
at 10:00 A.M., with all members present. Also present were the County Attorney,
W. A. Johnson, and the Clerk to the Board, Inez Harrington.
The report of blizabeth Matthews, Clerk Superior Court, was approved and
ordered filed.
The report of D. P. Ray, Tax Collector, was approved and ordered filed.
The report of Inez Harrington, Register of Deeds, was approved and ordered
filed.
The report of Kyle Harrington, Clerk of Recorder'sCourt, was approved and
ordered filed.
The report of Roy Godwin, Electrical Inspector, was approved and ordered filed.
The report of B. H. Sellars, Electrical Inspector, was approved and ordered
filed.
The report of L. B. McLean, Veteran Service Officer, was approved and ordered
filed.
Upon motion of Commissioner Womble, seconded by Commissioner Ingram, the Board
was unanimousf‘to change the milage allowance for Rural Policeman on their official
travel out of Harnett County and to provide that said Rural Policemen shall compute
their milage to and from Harnett County -4,K Motion carried.
The Board ordered that Annie Ashley, cook at County Jail be raised from $18.00,
per week, to Ii20.00 per week, beginning as of this month.
The Board ordered that Kenneth Miller, Norfolk, Va., a disabled war veteran, be
exempt from Peddlers License in accordance with General Statute as provided by law
in such cases.
The following road Petitions wre approved:
(1) To take over and maintain that road in Grove Township, which
Coats - Bailey Cross roads, to Bethea Church Road, a distance of 9/10

(2) To take over and maintain that road in Grove Township, which
highway known as Old Fair Ground Road, leads off of Highway running

Commissioner Womble moved, seconded by Commissioner Johnson, that all lost or
stray dogs pounded must be impounded for a period of seven days before• being
disposed of. Motion carried.
Commissioner Johnson moved, seconded by Commissioner Womble, that all dogs
that have bitten any one must be impounded for a period of ten days if currently
vaccinated, And for a period of fifteen days if such dog has not been vaccinated.
If such dog- is suspected of having Rabies he shall be impounded for a period of
fifteen days and then disposed of as provided by law. Motion carried.
Commissioner Womble moved, seconded by Commissioner Johnson, that the Board Of
Commissioners adopt the following fee schedule in connection of with the dog
warden program.
Picking up stray dog or 'dogs, each ;2.00
Board for dog per day 50¢
Motion carried.
Commissioner Johnson movve�d, seconded by Commissione, Pate, the the $2,Og0.00
in the budget for outside poor relief fund be transferred to the Stivenile Court
Fund. Motion carried.
Upon motion of Commissioner Johnson, seconded by Commissioner Pate, the
following resolution was unanimously adopted:
WHEREAS, the sum of Two Thousand ($2000) Dollars was intended to be appropri-
ated by the Harnett County Board of Commissioners for the care of juvenile del-
inquents during the fiscal year 1955 -1956; and
WHEREAS, said fund was actually appropriated and set up in the budget adopted
by the Harnett County Board of Commissioners for said fiscal year, but said sum
was, through an oversight and inadvertence, incorrectly designated as Child
Boarding Home Care when the said funds should have in fact been designated as
Care For Juvenile Delinquents: And
WHEREAS, the Board of Commissioners, having been advised of said inadver-
tence by the Harnett County Auditor, do now desire to transfer said appropriation
from Child Boarding Home Care to Care For Juvenile Delinquents in order that said
appropriation may be correctly designated in accourd with the original intent of
said Board of County Commissioners;
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett
County that the sum of Two Thousand ($2000) Dollars heretofore appropriated and
budgeted by the Harnett County Board of Commissioners for the care of juvenile
delinquents, but incorrectly designated in the budget as Child Boarding Home
Care, be and the same is hereby transferred from the Child Boarding Home Care
fund to the fund for the care of Juvenile Delinquents, and the Harnett County
Auditor is hereby authorized and directed to make such transfer upon the records
in his office to the end that said sum of Two Thousand ($2000) Dollars may be
properly and correctly designated and disbursed for the purpose for which it was
originally intended.
