APRIL 4th. 1955
The Board of County Commissioners met in regular session on Monday, April
4th. 1955 with all members present. Also present were the County attorney, the
Auditor and the Clerk to Board.
The report of Elizabeth F. Matthews, Clerk Superior Court, was approved and
ordered filed.
The report of D. P. lay, Tax Collector, was approved and ordered filed.
The report of Inez Harrington, Register of Deeds, was approved and ordered
filed.
The report of L. B. McLean, Veteran's Service Officer, was approved and ordered
filed.
The reports of B. H. Sellers and Roy Godwin, County Electrical Inspectors, were
approved and ordered filed.
Commissioner B. P. Ingram moved, seconded by Commissioner J. E. Womble, that
Harnett County Representative in the General Assembly be requested to enact legis-
lation incleasing the number of Rural Policemen authorized by law be increased from
5 to 7. Motion carried.
Commissioner Johnson moved, seconded by Commissioner R. D. Pate, that the janitors
be paid 41;10.00 extra per week for cleaning the Health Center on the Court House
square. Motion carried.

KNOW ALL MEN BY THESE PRESENTS, That, Frances Ramona O'Quinn, Erwin', North
Carolina, as Principal (hereinafter called Principal), and the Maryland Casualty
Company, a corporation of the State of Maryland,having its principal office in the
City of Baltimore, Maryland, as Surety, (hereinafter called Surety), are held and
firmly bound unto the
STATE OF NORTH CAROLINA
(hereinafter called Obligee) in the penalty of Two Thousand and no /100
Dollars ($2,000.00); to the payment whereof, well and truly to be made and done, the
said Principal binds himself, his heirs, executors and administrators, and the said
Surety binds itself, its successors and assigns, jointly and severally, firmly by
these presents:
THE CONDITION OF THE AFOBEGOING OBLIGATION IS SUCH, that Whereas, the said
Principal was appointed Deputy Sheriff, Harnett County, N. C., and Secretary to
Sheriff of Harnett County, N. C., for the term beginning on the 6th day of Dec. 1954,
and ending on the 6th day of Dec. 1955.
NOW, THEREFORE, if the said Principal shall, during the term of this bond, well .
and faithfully perform all and singular the dutiesincumbent upon him by reason of his
election or appointment to saidoffice, except as here inafter limited, and honestly
account for all moneys coming into his hand, according to law,then this obligation
shall be null and void; it is otherwise to be and remain in full force and virtue.
This bond is executed by the Surety upon the following express condition, which
shall be a condition precedent to the right of recovery hereunder;
IT IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HERETO that if the
Surety shall so elect, this bond may be cancelled by giving thirty (30) days' notice
in writing to the said Obligee and this bond shall be deemed cancelled at the expir-
ation of said thirty (30) days, the said Surety remaining liable for all or any act
or acts covered by this bond, which may have been Silted by the Principal up to
the date of such cancellation, under the terms, conditions and provisions of this
bond, and the Surety shall, upon surrender of this bond and its release.'from all
liability thereunder, refund the premium paid, luss a pro rata part thereof, for the
time this bond shall have been in force.

The Board ordered an extension telephone line installed from the Sheriff's
office to the jail.
Upon motionof Lommissioner Pate, seconded by Commissioner Johnson, Commissioner
Womble was authorized to work with the 'Town Board in mgr kna- iirk�;;a2k #xmad pre-
paring a parking lot. Motion carried.
The board ordered the County Offices to be closed on Saturday A. M. April 9th.
through Monday April llth. for the Easter Holiday.
The following road petitions were approved:
(1) to improve and add to the State Highway system and provide maintenance for
that certain road in Black River Township which runs from Highway 210 to a point
near the home of Lacoma Adams, and a house owned by Max Denning, a distance of
7/10 miles. (Petition given to Max Denning for Presentation)
(2) 'lb black top that road in Luke township, which runs from Highway 421
through to Old Field Church and streets combined in Wonder Town, a distance of
5.3 miles.
(Petition given to Dock Pope for presentation)
(3) '10 maintain and place on Highway system in Stewart's Creek and Anderson
Creek- Townships, which runs from McLamb's store to the Old Wire road by Stephenson's
Pond known as a neighborhood road, a distance of 2 miles.
(Petition given to Z. V. Coats to present to State Highway Com.)
(4) To work up and improve that road in Anderson creeklownship, wnich
leads from the residence of A. K. Darroch's BrldgeixatmeUpper Little River, a
distance of 9 /10 miles. (Petition given to Hubert Womack to present to State High-
way Commission)
Commissioner Pate moved that Rural Policemen receive no guard fees and no
travel allowance on trips within 40 miles radius of Lillington, and that on
trips exceeding 40 miles radius Rural Policemen shall receive travel allowance
of 10¢ per mile for all mileage in excess of 80 miles.
Seconded by Commissioner J. E. Womble and unanimously passed.

WHEREAS, Leon Smith, one of the rural policemen for Harnett County.is.- presently
unable to fulfill his duties by reason of physical incapacity, and will not, accord-
ing to the best information now available be able to resume such duties for some
time; And,
WHEREAS, in order to provide sufficient law enforcement in Harnett County it is
necessary to appoint someone to serve as rural policeman in place of the said Leon
Smith during his incapacity and it is the opinion of theboard of Commissioners that
Emery Smith be so appointed.
NOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County
that Emery Smith be and he is hereby appointed as a rural policeman to. serve in the
place of Leon Smith until such time as the said Leon Smith is able to resume his

d.ities, or until the first Monday in December, 1955, whichever date shall first
occur, and the said Emery Smith shall receive the same salary and travel allowance
as was bein;-: received by Leon Smith; provided however, the said Emery Smith shall
not enter upon his duties until he has taken the oath and given the bond required
by law.
Upon motion of Commissioner Johnson, seconded by Commissioner Womble, the fore-
going resolution was unanimously adopted.

of Commissioners for the County of Harnett, North Carolina, met in
on at the Courthouse in Lillington, the regular place of Meeting at
. M., on April Li, 1955.
Chairman L. A. 'Tart, and Commissioners R. L. Pate, R. Glenn Johnson,
and B. P. Ingram.
Absent: None
The Chairman announced that this was the date and hour fixed by the Board for
the public hearing upon the order entitled:
"ORDER AUTHCRIZING 42,000,000 SCHOOL BUILDING BONDS"
and that the Board would immediately hear any and all citizens and taxpayers who
might desire to protest against the issuance of said bonds.
No citizen or taxpayer of the County appeared, either in person or by
attorney, to protest against the issuance of any of said bonds, and the Clerk
announced that no protest in writing, signed by any citizen or taxpayer, had been
presented.
Thereupon, upon motion of Commissioner Womble seconded by Commissioner Johnson
and carried, the order introduced and passed on first reading on March 7, 1955,
entitled:
"ORDER AUTHORIZING $2,000,000 SCHOOL BUILDING BONDS ", was read a second time and
placed upon its final passage. The vote upon the final passage of said order was:
AYES: Commissioners Pate, Ingram, Johnson and womble
NOES: None
The Chairman then announced that the order entitled:
"CRDER ALTHCHIZING 42,000,000 SCHOOL BUILDING BONDS ", had passed.
The Clerk was thereupon directed to publish said order in the Harnett County
News, once in each of two successive weeks, and to publish at the foot of said
order the appended note as required by The County Finance Act, as amended.
Thereupon Commissioner Womble introduced the following resolution which was
read:
RESOLUTION CALLING A SFECIAL BOND ELECTION
BE IT RESOLVED by the board of Commissioners for the county of Harnett:
Section 1. That a special bend election is hereby called to be held on
Saturday, May 28, 1955, between 6:30 A.M. and 6:30 P. M., astern Standard Time,
at which there shall be submitted to the qualified voters of Harnett County the
following questions:
Shall an order finally passed on April 4i 1955, authorizing the
County of Harnett, North Carolina, to contract a debt, in addition
to any and all other debt which said County may now or hereafter
have power or authority to contract, and in evidence thereof to
issue -School Building bonds in an aggregate principal amount not
exceeding p2,000,000 for the purpose of providing funds, with any
other funds available for such purpose, for erecting additional
school buildings, remodeling and enlarging existing school build -
ings, and acquiring necessary land and equipment therefor in order
to provide additional elementary and secondary school facilities
in the County of Harnett, and authorizing the levy and collection
of a sufficient tax for the payment of the principal of and the
interest on said bonds, be approved?

Section 2. That for said election the regular registration books /electionsin
said County shall be used and such books shall be open for the registration of

voters, not theretofore registered, from 9 A.M. until sunset on each day, be-
ginning Saturday, April 30, 1955, and closing Saturday, May 14, 1955. On each
Saturday during such registration period such books shall be open at the polling
places. Saturday, May 21, 1955, shall be Challenge Day.
Section 3. That the Clerk of the Board of Commissioners shall cause a notice
to be published in the Harnett County News, at least thirty days before the elec-
tion, and thereafter twice before the election at intervale of at least one week
between publications, reading substantially as follows:

IN THE
COUNTY OF HARNETT, NORTH CAROLINA
A special bond election will be held throughout Harnett County between 6 :30
A.M. and 6 :30 P. M., Eastern Standard Time, .on Saturday, May 28, 1955,. at which
there will be submitted to the qualified voters of said County the following
question:
Shall an order finally passed on April 4, 1955, authorizing the
County of Harnett, North Carolina, to contract a debt, in addition,

The question hereinabove set forth contains a statement of the purpose for
which the bonds are authorized" by the order referred to in said question.
If said bonds are issued a tax will be levied for the payment of the principal
and interest thereof on alitaxable property in Harnett County.
For said election the regular registration books for elections in said County
will be used; and such books will be open for the registrationof voters, not there-
tofore registered, from 9 A.M. until sunset on each day beginning Saturday, April
30, 1955, and closing Saturday, May 14, 1955, On each Saturday, during such reg-
istration period said booke_will be open at the polling places. Saturday, May
21, 1955, is Challenge Day.
