MARCH 7th. 1955
THE BOARD OF Commissioners met in regular session on Maonday, March 7th., 1955,
at 10 :00 A. M., with all members present. Also present were the Clerk to the Board,
and the County Attorney.
The monthly report of Elizabeth F. Matthews, Clerk of Superior Court, was
approved and ordered filed.
The report of D. P. Ray:, Tax Collector, was approved and ordered filed.
The report of Inez Harrington, Register of Deeds, was approved and ordered
filed.
The report of L. B. McLean, Veteran Service •Officer, was approved and ordered
filed.
The report of B. H. Sellers and Roy Godwin, County Electrical Inspectors, -were
approved and ordered filed.
Commissioner Womble moved, seconded by Commissioner B. P. Ingram, that the
County purchase the Lamar Simmons lot on the corner of Front and Ninth Streets and
erect thereon a County Library Building. Motion carried. .
The following committee was named.by the Board of Commissioners as a planning
committee to make plans for the building, James Spence, Chairman, G. T. Proffitt,
L. A. Tart, J. E. Womble, Mrs. Alton Johnson, Mrs. S. R. McKay and Mrs. Walter Gray
of the North Carolina Library Commission. This Committee will plan the Building
and report to the Board of Commissioners.
Commissioner Pate moved, seconded by Commissioner Womble, that Betty Cannon,
Junior Clerk in the Welfare Department, whose salary is now 4160.00 per month,
be raised to $180.00 per month as a Senior cleric effective as of July lst. 1955.
Motion carried.

Carolina, as Principal (hereinafter called Principal), and the Maryland Casualty
Company, a corporation of the State of Maryland, having its principal office in the
City of Baltimore, Maryland, as Surety, (hereinafter called Surety), are held and
firmly bound unto the

THE CONDITION OF THE AFORESOING OBLIGATION IS SUCH, that Whereas, the said
Principal was appointed Jailer and Deputy Sheriff,fHarnett:County, North Carolina,
for the term beginning on the 6th, day of Dec. 1954, and ending on the 6th day of
Dec. 1955.
NOW, THEREFORE, if the said Principal shall, during the term of this bond, well
and faithfully perform all and singular the duties incumbent upon him by reason
of his election or appointment to said office, except as hereinafter limited, and
honestly account for all moneys coming into his hand, according to law, then this
obligation shall be null and void; it is otherwise to be and remain in full force
and virtue.
This bond is executed by the Surety upon the following express condition, which
shall be a condition prececent to the right of recovery hereunder;
IT IS MUTUALLY UNDERSTOOD AND AGREED BETWEEN ALL PARTIES HERETO that if the
Surety shall so elect, this bond may be cancelled by giveing thirty (30) days'
notice in writing to the said Obligee and this bond shall be deemed cancelled at
the expiration of said thirty (30) days, the said Surety remaining liable for all
or act or acts covered by this bond, which may have been committed by the Princi-
pal up to the date of such cancellation, under the terms, conditions and provisions
of this bond, and theSurety shall, upon surrencer of this bond and its release from
all liability thereunder, refund the premium paid, less a pro rate part thereof, for
the time this bond shall have been in force.

The County Attorney reported that pursuant to the boards instructions he
advertised the sale of the County Library Building for two weeks in the Harnett
County News, and there pursuant to said notice offered the same at public auction
to the highest bidder for cash at 11 o'clock A. M., on baturday, 'March 5th
1955, when and where Dou;ald Mchae became the last and highest bidder at the price
of *350.00
Thereupon, upon motion of Commissioner Jonnson, seconded by Commissioner Ingram,
the Board being of the opinion tnat tie said price was inadequate, rejected said

STATEMENT CONCERNING SCHOOL INDEBTEDNESS
I, H. D. Carson, Jr., County Accountant of the County of Harnett, North
Carolina, do make and file the following statement of the financial: condition of
Said County,hhaving been designated by the Board bf Commissioners for that pur
pose. Said statement includes a statement of debt incurred and to be incurred for
school purposes under orders either introduced or passed, whether 'evidenced by
bonds, notes, or otherwise, and whether incurred by original creation of the debt
or by assumption of debt (Harnett County having assumed all outstanding indebted-
ness for school purposes of every city, town, school district, school taxing dis-
trict, township or other - political subdivision in the County), including debt in-
curred by the County Board of Education, and including debt to the State or any
department thereof, but not including obligations incurred to meet appropriations.in
anticipation of revenues to an amount not exceeding the amount of the last preceding
tax levy for school purposes or debt incurred in anticipation of the sale of any
kind of bonds except funding and refunding bonds;

The Board of Commissioners for the County of Harnett, North Carolina, met in
regular session at the County Courthouse in Lillington, the regular place of meet-
ing at 10 o'clock A. M., March 7, 1955.
Present: Chariman L. A. Tart and Commissioners J. E. Womble, R. L. Pate,
R. Glenn Johnson and B. P. Ingram.
Absent: alone
Commissioner Womble introduced the following order authorizing bonds which
which was read:

SCHOOL BUILDING BONDS
WHERB S, The board of Education of Harnett County has certified to this Board a
resolution passed on February 7, 1955, finding that it is necessary in order to
comply with the constitutional requirement for the maintenance of school in Harnett
County six months in each year to erect additional school buildings, remodel and
enlarge existing school buildings, and acquire necessary land and equipment therefor
in order to provide additional elementary and secondary school facilities, the es-
timated cost of which is :2,000,000; and
WHEREAS, said resolution requosts the Board of Commissioners to take all necess-
ary steps, by the issuance of bonds or otnerwise, so that such school facilities may
be provided; and
WHEREAS, the Board of Commissioners has carefully examined the facts and has de-
termined and does hereby find as a fact that said statements of tae above ,a:entioned
resolution are true and that it has become the duty of said Board of Commissioners,
acting as an administrative agent of the State in providing a State system of public
schools, to order the issuance of bonds of the County of Harnett so that the school
facilities mentioned in paragraph 1 of this order and in said resolution may be pro-
vided in order to maintain the six months' school term in the County of Harnett as
required by the Constitution; now, therefore,
BE IT ORDERED -ND RESOLVED by the Board of Commissioners for the County of
Harnett:
1. That, pursuant to The County Finance Act, as amended, and in order to main-
tain the six months' school term in said County of harnett as required by the Con-
stitution, the County of Harnett, North Carolina, is hereby authorized to contract
a debt, in addition to any and all other debt which said County may now or hereafter
have power or authority to contract, and in evidence thereof to issue School Build-
ing Bonds in an aggregate principal amount not exceeding 42,000,000 for the purpose
of providing funds,with any other funds available for such purpose, for erecting
additional school buildings, remodeling and enlarging existing school buildings, and
acquiring necessary land and equipment therefor in order to provide additional ele-
mentary and secondary school facilities in the County of Harnett.
2. That a tax sufficient to pay the principal of and the interest on said
bonds when due shall be annually levied and collected.
3. That a statement of the County debt has been filed with the Clerk and is
open to public inspection.
L. That this order shall take effect when approved by the voters of the
County at an election as provided in said Act.
Tne Board thereupon designated the County Accountant as the officer to make and
file with the Clerk the statement of debt and assessed valuation of the County as
required by The County Finance Act, as amended, to be filed before the final passage
of the order which was introduced at this meeting.
Thereupon the County accountant filed with the clerk in the presence of the
Board the statement of debt and assessed valuation as so required, which statement
shown (a) that the percentage wnich the net school debt bears to the assessed val-
uation of the County is 5.24 %, and (b) that the County has assumed all outstanding
indebtedness for school purposes of every city, town, school district, school tax-
ing district, township or other political subdivision in the County.
The Clerk thereupon confirmed the recital in the statement of the County
Accountant with reference to the assumption by the County of school indebtedness
add stated that a county wide tax had been levied in each year since 1953 for the
payment of such indebtedness.
The Clerk also called to the attention of the Board the follo
of The County Finance Act, as amended:
"Provided, further, that if any cthunty shall
assume all outstanding indebtedness for
scil.00l purposes of every city, town, school
district, school taxing district, township or
other political subdivision therein, the limit
of the net debt of such county for school pur
poses, - including the debt so assumed, shall be
eight per cent (8%)'
Thereupon the order entitled: "Order Authorizing
2,000,000 School Building Bonds" was passed on first reading.
