The Board of County Commissioners met in a regular session on Monday, February
7th., at 10:00 A. M., with all members present. Also present were the Attorney,
The Clerk to the Board and the Auditor.
The report of Inez Harrington, Register of Deeds, was ap_roved and ordered
filed.
The report of D. P. Ray, Tax Collector, was approved and ordered filed.
The report of Elizabeth F. Matthews, Clerk Superior Court, was approved and
ordered filed.
the report of L. B. McLean, Veteran Service Orficer, was approved and ordered
filed.
The report of Roy Godwin, and B. H. Sellers, County Electrical Inspectors,

Now, Therefore, The Condition of the Foregoing Obligation is such that if the
said Principal shall well and truly perform all the duties of his said office or
position, and shall pay over and account for all funds coming into his hands by
virtue of his said office or position 'as required by law, then this obligation
shall be null and void, otherwise it shall be and remain in full force. -
THIS BOND is executed r.nd delivered to be effective only upon the following
express conditions, which shall be conditions precedent to the right of recovery
hereunder:
FIRST: If the Surety shall so elect this bond may be cancelled by giving
thirty (30) dyys' notice in writing to the Harnett County Board of Commissioners
and this bond shall be deemed cancelled at the expiration of said thirty (30)
days, the Surety remaining liable feral' acts .covered by this bond, which may have
been committed by the 'Principal up to the effective date of such cancellation,
subject to the terms, - conditions and provisionsof this bond.
SECOND: The Surety shall not be liable hereunder for any loss sustained by
reason of the failure,suspension or restricted operation of any bank or banks,
depository or depositories, in which public moneys are now on general or special -'
deposit or amy hereafter be placed on general or special deposit by or on behalf
of the said Principal, any law, decision, statute or ordinance to the contrary
notwithstanding.
THIRD: The liability under this bond shall commence on the 22 day 'of Dec.
1954, and the Surety shall in no event be liable in respect to any act or acts
of the Principal committed prior to the said date nor for any shortage existing
prior to the said date, nor for funds or property used or applied towards any
such shortage.
FOURTH: The Surety shall not be liable hereunder for any loss or losses re-
sulting by reason of the failure of the said Principal to collect any taxes with
which he may be chargeable by reason of his election or appointment to the office
or postition aforesaid.

Commissioner J. E. Womble moved that Constables and Deputy sheriffs receive
450.00, for each man arrested and Convicted of__ operating illicit liquor stills,
for each still cap brought in and $5.00 for each condenser brought in,
seconded by Commissioner Johnson and unanimously carried.
The following road petitions were approved and ordered forwarded to the
Highway Commission.
(1) to make an all- weather road of that road in Black River Township
known as Kennebee Road a distance of 1 mile.
(2) To Black top that road in itewrt's Creek Township known as Fender -
graphs Road, a distance of 3.7 miles.
(3) To make an all - weather surface of that road known as Monllister
Road in Black River Township, andis a distance of 1.7 miles.
(4} To rake over and maintain that certain road in Barbecue Township
which runs from Swann Station near Mt. Pisgah road intersection to John Lewis
Clark's home a distance of 2Z miles.
(5) 1'o repair and maintain that certain road in Anderson's Creek Town-
ship. Beginning at or near the home of Ldison Hayesin Anderson's Creek Township,
and running thence in a northenly direction two miles to the junction with the
Blacktown road near the home of Lemuel black.

The Board-of Education met
the Following Resolution:
NORTH CAROLINA
HARNETT COUNTY
with the Board of Commissioners and presented
RESOLUTION OF HARNETT COUNTY BOARD OF EDUCATION
WHEREAS, it appears to the satisfactibn of the Harnett County Board of
Education that for the conduct and maintanance of the Harnett County Public
School System, as required by law, it is necessary to raise and expend
$2,000,000.00 for the erection of needed school buildings, additions to exist -
ing school buildings, and to purchase land to be used by the said Public School
System, and to provide needed equipment for said buildings;' and
WHEREAS., it is the opinion of said Harnett County Board of Education that
said funds might be advantageously obtained by a county; wide bond issue for
said purposes in lieu of attempting to raise so large a sum by direct and imme-
diate taxation during the ensuing fiscal year; and

WHEREAS, it appears that a special election should be called for the purpose
of submitting to the voters of Harnett County the question of issuing Harnett
County bonds in the amount of 42,000,000.00.
NOW, THEREFORE , BE IT RESOLVED by the Harnett County Board of Education as
follows:
No. 1 That the Board of County Commissioners of Harnett County be, and the
same are hereby requested to cause proper steps to be taken to the end that the
question of issuing bonds of Harnett County in the sum of 42,000,000.00 be sub-
mitted to the voters of said county for their approval or rejection at a special
election to be held for that purpose.
No. 2 That it is hereby declared necessary for the maintenance and conduct
of the Public School System of Harnett County, as required by law, that the said
sum of 42,000,000.00 be raised and expended to provide the necessary land, erection
of necessary school buildings,additions tc existing school buildings and equipment
for same, in the below named school districts of said county:
District No. 1. Anderson Creek- Additions to present buildings; additional
building. Consolidate McLean's Chapel and Norrington; build new buildings and
equip same.
District No4 2. Dunn - Additions to present buildings; additional building.
Harnett High- Additions to present buildings; additional building.
District No. j. Benhaven- Additions to present buildings; additional building.
District No. 4. Angier- Additions or renovatings to present buildings; addition-
al building. Consolidate Angier, Bethlehem and Cedar Grove; build new building
and equip same.
District No. 5. Irwin- additions or renovating to present buildings; additional
building. Gentry - Additions to present buildings; additional building.
District No. 6. Coats - Additional to present building; additional ouilding.
District No. 7. LaFayette- Additions to present buildings; additional building.
District No. 8. Lillington- Additions to present buildings; additional building.
Shawtown- Additions to present buildins; additional building.
District No. 9. Buie's Creek- Addition to present building; additional building,

Thereupon, upon motion of Commissioner Ingram, seconded by Commissioner
Womble, the County Attorney was instructed to begin plans for the calling of
an election ur-on the question of w}ether the County should issue its bonds in
the Amount of $2,000,000.00 for school purposes, and said Attorney was further
instructed to contact Mitchell and Pershing, Bond Counsel, and have ready for
presentation to the Board at its next regular meeting suggested Order and other
items necessary and incident to calling said election.
There being no further business, the Board adj•• ed.
