HomeMy WebLinkAbout11131956nfCVEMRER 13th. 1956 The Board of Commissioners met in a call session on Tuesday, November 13th., 1956, at 2 :00 P. M. with all members present. Also present were the County Attorney and the Clerk to Board. Commissioner Womble moved, seconded by Commissioner Pate, that the Sheriff of Harnett County be and he is hereby authorized to move or convey mentally ill patients in the County upon the request of the Welfare Deaprtment of Harnett County. Motion carried. Miss Lela Hall, Superintendent of the Harnett County Welfare Department, and Honorable Earl Westbrook, member of the Harnett County Board of Public Welfare, appeared before the Board of Commissioners with respect to certain matters re- lating to the Welfare Department, Miss Hall and Mr. Westbrook called to the Board's attention the need to furnish a room to be used by Welfare Department employees in the 'Town of Dunn, North Carolina, end further advised the Board that in their opinion the materials needed to preepre such room for use would not cost in ex- cess of $300. Miss Hall and Mr. Westbrook further advised the Board that in their opinion the sum of 4300 appropriated in the Welfare Department Budget to be used for rent of facilities in Dunn, North Carolina would not be needed provided such room could be made available and requested that theBoard of Commissioners authorize said appropriations for eebnt to be transferred and made available for thepurchase of materials to be used for the above set forth purpose. Thereupon, upon motion of Commissioner Ingram, seconded by Commissioner Womble, the following resolution was unanimously adopted: WHEREAS, the Harnett County Board of Commissioners has heretofore appropriated ir, the welfare Department Budget the sum 6f $300 to be used in renting Welfare Depart/ ment facilities in the Town of Dunn, North Carolina; and WHEREAS, it now appears to the satisfaction of the Harnett County Board of Commissioners that such facilities can be made available by the expenditure of'the sum of approximately 44300 and the necessity for renting said facilites thereby eliminated, and it is the opinion of the Board of Commissioners of Harnett County that it is for the best interest of said County to expend said sum for the pur- chase of materiels to be used, with the cooperation of the Town of Dunn, in pre- paring such facilities; NOM, THERPFCRE, be it resolved by the Board of Commissioners of Harnett County that said sum of 4300 heretofore appropriated for rent as hereinabove set out be and the same is hereoy transferred within the welfare Department Budget to be used in purchasing materials to provide such facilities in the Town of Dunn, North Carolina, and said sum if hereby appropriated for said purpose. Upon motion of Commissioner Pate, seconded by Commissioner Ingram, the Board voted unanimously to allow the Superintendent of the Harnett County Welfare Depart- ment and the Harnett County Board of Public Welfare to re- classify Welfare Depart- ment employees and fix the salaries for such employees so long as the salaries so fixed and determined are within the Welfare Department Budget as approved by the Board of County Commissioners. Miss Hall and Mr. Westbrook then called the Board's attentionto the urgent need for an appropriation to supplement the administrative budget appropriation heretofore adopted for the Welfare Department for the year 1°56- 1957. They pointed out to the Board that such aupplemental appropriation was necessary to enable the Welfare Department to purchase additional equipment and employ additions personnel to permit the department to adequately cope with problems not anticipated at the time the 1956 -57 Welfare Department budget was prepared and :adopted as a par o' the 1956 -57 Budget Resolution. Miss Hall and Mr. Westbrook furt`-er stated to theEoerd that it was impossible to purchase such equipment and employ such additional personnel within the funds presently appropriated and available for such purposes and that the failure to make such additional funds available would very likely result in severe financial loss to the County, Whereas the availability of such funds would in all probability enable the County to avoid all, or practically all, of such potential loss. Miss Hall stated that the sum of 41545.00 would be required for the purchase of needed additional equipment and that the sum of $3Ub5.D0 would be required for salary and travel, ,nd the sum of 4262.e0 required to pay car depreciation, for such additional personnel for t..e remainder of the current fiscal year. Miss Hall then .advised the Board that such needs and additional budget re- quirements had.oeen fully discussed with the State Board of Welfare and the State Board had agreed to furnish forty (40) per cent of said additional "'funds, excepting funds for automobile depreciation which would hive to be furnished ex- exclusively by the County. Miss Hall pointed cat that because of this, and the n84 fact that she has availab as originally adopted the for the payment of salari such additional personnel of $2000.00 from County f After fully discussing satisfied with respect to the Board, upon motion of adopted by unanimous vote le in the 1956 -57 Welfare Department Administrative Budget unencumbered sum of $3000.00 in State and County funds es, the purchase of such equipment and the employment of could be accomplished with a supplemental appropriation unds. and considering all aspects of such request and being the Welfare Department's urgent need for such funds, Commissioner Johnson, seconded by Commissioner Ingram, the following resolutions: WHEREAS, the Harnett County Board of Welfare has made known to the Harnett County Board of Commissioners the urgent need of the Welfare Department to pur- chase additional equipment and employ additional personnel to properly carry out the duties of said Department; and WHEREAS, it appears to the satisfaction of Harnett County Board of Commissioners that the - purchase of such additional equipment and the employment of additional personnel is necessary to enable said Welfare Department to properly perform its duties, and it appears to the satisfaction of the Harnett County Board of Commiss- ioners that the County will very likely suffer severe financial loss if such addi- tional equipment is not purchased and such additional personnel employed; and WHEREAS' the, funds heretofore appropriated by the Harnett County Board of Commissioners for the administratve budget of the Harnett County Welfare Depart- ment are inadequate to permit the purchase of such additional equipment and em- ployment of additional personnel and that it will be necessary for the Harnett County Board of Commissioners to supplement the administrative budget appropria- tion for the Harnett County Department of Public Welfare for the year 1956 -57 by amending the 1956 -57 budget resolution in order to make available funds with which to purchase such equipment and employ such personnel; and WHEREAS, the sum of approximately $1945.00 will be of needed additional equipment and the sum of $3465 wi salary and travel expense of such additional personnel of $262.50 being required to pay the automobile deprec personnel for the remainder of the current fiscal year and requited for the purchase 11 be requited for the , with the additional sum iation of such additional , making a total of $4692.50; WHEREAS, the North Carolina Board of Public Welfare has agreed to furnish forty (40) per cent of such amount, with the exception of the automobile depre- ciation.item which must be borne solely by Harnett County; and WHEREAS, the Harnett County Welfare Department Administrative Budget as originally adopted contains the appropriated but unencumbered sum of $3000.00 in State and County funds available for the payment of salaries, with the result that, taking into consideration the funds furnished by the State as hereinabove set out, the County will be required to furnish only the additional sum of $2000.00 in order to_permit the purchase of such additional equipment and the employment of said additional personnel; and WHEREAS' the unappropriated and unemcumbered General Fund surplus on hand at the end of the fiscal year 1955 -56 was and is far in excess of said sum of $2000.00 and the County therefore has on hand unappropriated funds in the General Fund sur- plus which can be used for sudh supplemental appropriation, and that it is the opinion of the Board of Commissioners of Harnett County that it is for the best interest of said County to appropriate out of the heretofore unappropriated por- tion of bte General Fund surplus said sum of $2000.00; NOW, THEREFORE' be it resolved by the Board of Commissioners of Harnett County: Section 1. That the sppropriation for the Harnett County Welfare Department Administrative Budget as the same appears in the 1956 -57 Budget Resolution be amended and increased as follows: A. That the appropriation for the purchase of equipment be increased in the sum of .1200; and B. That the appropriation for the payment of salaries, travel and automobile depreciation of the welfare department employees increased in the amount of $1300. Section 2. That this total increase of $2000.00 be financed out of and by surplus funds on hand on July 1, 1956 in the Harnett County General Fund and not used in the original Budget Resolution for the year 1956 -57 to meet expen- ditures in said fiscal year, and not otherwise heretofore appropriated or en- cumbered. 580 Section a. That the Harnett County Auditor and the Superintendent of the Harnett County Department of Public 'Welfare be furnished with copies of this resolution. Honorable R. L. Pate tendered to the Board of County Commissioners his. resignation as a member of said Board. Such resignation to be effective upon acceptance by the Board. Thereupon, upon motion of Commissioner Ingram, seconded by Commissioner Womble, the Board voted unanimously to accept the re- resignation of Mr. Pate, effective immediately. Nr. R. L. Pate then presented to the Board his written application for appoint- ment of Harnett County Coroner to fill the unexpired term of Honorable Grover Henderson, deceased. Mr. Pate's application was accompanied by the endorsement and recommendation of the Honorable A. R. Taylor, Honorable D. P. Ray, Jr. and Honorable Henderson Steele, Chairman, Treasurer and Secretary, respectively, of the Harnett County Democratic Executive Committee and was likewise accompanied by a petition signed by eighteen additional members of the Harnett County DemLperat4..� e Committee requesting the appointment of Honorable R. L. Pate as Harnett County i Coroner to fill the unexpired term of Honorable Grover henderson, deceased. Upon the receipt of such application and recommendation, upon motion of Commissioner Ingram, seconded by Commissioner Jbhnson, the Board voted unanimously to appoint Honorable R. L. Pate as Coroner of Harnett County to fill the vacancy created by the death of Honorable Grover Henderson, to serve until his successor is duly elected and qualified. UPCN MOTIOiN DULY MATE AND SECONDED, THE FOLLCWI`TG RESOLUTION WAS UNANIMOUSLY ADOPTED: WHEREAS, Honora le Grover Henderson, Harnett County Coroner, was recently called to receive eternal reward; and WHEREAS' the said Honorable Grover Henderson rendered faithful and outstanding service to Harnett County and its citizenship in his official capacity as Harnett Col t�yy Coroner and as a private citizen, and the Board of Commissioners feels thatliis passing Harnett County has lost one of its most faithful public servants and outstanding citizens, and said Board desires to express publicly its regret over his untimely passing; NOW, THEREFORE, be it resolved by the Harnett County Board of Commissioners that said Board, for its self and the citizenship of Harnett County does hereby acknowledge the outstanding service rendered to Harnett County by Honorable Grover Henderson, and expresses its deep regret over his untimely passing; And be it further resolved by said Harnett County Board of Commissioners that said Board does hereby express its deepest sympathy to the members of the family of Coroner Henderson; and be it further resolved that a copy of these minutes be certified and furnished to the family of Honorable Grover Henderson and that cer- tified copies hereof likewise he furnished to each newspaper published in Harnett County. UPON MOTION DULY MADE AND SECONDED, THE FOLLCWING RESOLUTION WAS UNANIMOUSLY ADOPTED: WHEREAS, Honorable R. L. Pate has today tendered the Board of Commissioners of Harnett County his resignation as a member of said Board, and said resignation has been accepted by the Board with its deep regret; and HEREAS, the said Honorable R. L. Pate has rendered long and faithful service to Harnett County as a member of the Board of Commissioners of said County, and his fellow Commissioners desire to publicly express to his their deep apprecia- tion for the diligent and faithful service rendered to said County as a member of its Board of Commissioners; IOW, THEREFORE, be it resolved by the Board of Commissioners of Harnett County that said Board does hereby acknowledge the diligent, valuable and faith- ful service rendered to Harnett County and its citizens by Honorable R. L. Pate as d member of the Harnett County Board of Commissioners; And be it further resolved that a certified copy of these minutes be fur- nished to Honorable R. L. Pate and that certified copies hereof likewise be furnished to each newspaper published in Herne-tr. County.
