HomeMy WebLinkAbout01071957fANUARY 7th. 1957 The Board of Commissioners met in regular session on Monday January 7th., 1957 at 10 :00 A. M., with J. M. Pleasant,Vice- Chairman, J. E. Womble and Alex Cameron present. L. A. Tart, Chairman, was absent on account of illness and Joe Currin was unable to be present. Also present were the County Attorney the Clerk to the Board and the Auditor. Commissioner J. M.Pleasant presided over the meeting and the minutes of the last meeting were read and approved. The report of Elizabeth F. Matthews, Clerk Superior Court, was approved and filed. The report of Kyle Harrington,Clerk Recorders Court, was approved and filed. The report of D. P. Ray, Tax Collector, was approved and filed. 'The report of Inez Harrington, Register of Deeds, was approved and filed. The report of L. B. McLean, Veteran Service Officer, was approved and filed. The report of B. H. Sellars and Roy Godwin, Electrical Inspectors, were approved and filed. The report of Earl H. Wells, Dog Warden, was approved and filed. The following Road Petitions were approved: ('1) To black top that road in Stewart's Creek Township, which runs from I• C. highway 210 to road running from Bunnlevel known as Temple Road, a distance of 2 miles (Petition given to W. E. Temple for presentation) - (2) To black top that road which is extension of South 12th Street in Erwin linking Cld Post Road and East C. Street a distance of 1 /10 miles. (Petition given to J. M. Pleasant for presentation) (Sam Woodruff) Commissioner Womble moved, seconded by Commissioner Cameron, that the 2.03 tobacco acreage on Cornelius Harnett Boarding Home tract be rented to Hector Atkins for the sum of $125,00, per acre for the year 1957. Motion carried. Commissioner Cameron moved, seconded by Commissioner Womble that W. B. Castleberry be and he is hereby appointed constable in Barbecue Township for the term ending the First Monday in December, 1958. Motion carried. Upon motion by Commissioner Womble, seconded by Commissioner Cameron, the i3oard authorized the county Auditor to pay the witness fees and the ex- penses allowable to non residents in the case of State vs Heslip upon the presentation of the statement properly certified by the presiding Judge. Motion carried. Commissioner Womble moved, seconded by Commissioner Cameron, that Mr's. Lee Upchurch, Matron, at the County Jail be authorized to rotate the buying of groceries for the jail inmates at the local stores exclusive of the chain stores as long as the price remains the same er in line. Motion carried. Commissioner Womble moved, seconded by Commissioner Cameron, that Miss Lela Hall Supt. of Public Welfare, be authorized to dispense with giving to Theboard of Commissioners that form known as D P W 55 -3. Buckhorn Upper Little River Neill's Creek Anderson Creek Averasboro A delegation of citizens appeared before the Board with Earl H. Wells, County Dog Warden and presented a petition signed by approximately three hundred Harnett County citizens wherein the Board was requested to-secure the appointment of the County Dog Warden and his Assistant as Rabies Inspector for Harnett County. The members of the delegation orally joined in such request and stated that in their opinion a more effective rabies controlled program could be carried oit at a smaller cost to dog owners if such request should be allowed. The County Dog Warden gave the Board a schedule showing the estimated cost of vaccinating the dogs in -the County and pointed out that in his opinion the vaccine could be administered at a cost of approximately fifty cents per dog - in the event he and his assistant should be authorized to administer the, vaccine. Thereupon, upon motion of Commissioner Womble, seconded by Commissioner'"'Cameron, the following resolution was unanimously adopted: WHEREAS, a large number of Harnett County citizens have requested tie Board of County Commissioners to secure the appointment of the CountyDog Warden and his. Assistant as Rabies Inspectors for Harnett County andthe Board of Commissioners is of the opinion that the appointment of the County Dog Warden and his Assistant as Rabies Inspector will assure a more effective immunization and rabies control pro- gram for the County at,lwss cost and with greated- convenience to the - taxpayer than has been true in the past; and WHEREAS, Dr. W B Hunter, Harnett County Health Officer, said Health Officer being the individual vested by law with the authority to appoint Rabies Inspectors, has bdvised the Board that he will appoint the County Dog Warden and his- Assistant 615 as such Rabies Inspector upon being requested to do so by the Board of County Commissioners; and WHEREAS, it is the opinion of the Board of Commissioners that it is fnr the best interest of Harnett County and the citizens thereof for said Harnett County Dog Warden and his Assistant to be appointed as Rabies Inspectors; NOW, THEREFORE, Be it resolved by the Board of Commissioners of Harnett County that W. B.Hunter, Harnett County Health Orficer, be and he is hereby requested to appoint the Harnett County Dog Warden as Rabies Inspector for said County and to likewise appoint the Assistant Harnett County Dog Warden as Assistant Rabies Inspector and that upon said appointments being so made the same will be approved by the Harnett Board of Commissicners.
