Board of County Commissioners net ,present, G.K.Grantham,T.A.Harrington, J.A.Smith,W.H.Turlington and D.P.vcDonald. • Mr T.A.Harrington introduced the following resolutions and moves its adoption by the Board Theemotion' was seconded : -waft. J.A.Smtth. The resolution as follows: - ! IT RESOLVED by the Board of Commissioners of Harnett County,North Carolinaythat for the. purpose of funding the indebtedness of Harnett County incurred for the necessary expenses, there are hereby authorized and- directed to be issued Funding Bonds of said County to the amount''of Thirty4Thousand Dollars 036,000) dated the first day of July,1907,and becoming due thirty years after date,which said bonds shall bear interest evidenced by coupons at the rate of five (5) per centujn per annum,payable semi - annually on the first day of January and of July in each year.Both principaland interest of said bonds shall be made payable at the Importers & Traders National Bank in the City of New York,State of New York.Said Bonds shall be in the. denomination of One Thousand Dollars ($1,000) and numbered from (1) to thirty six (36) in. clusi ve. Be it further reeolved,That the bonds hereby authorized shall be in substantially the following form: UNITED STATES OF AMERIRA STATE OF NORTH CAROLINA COUNTY OF HARNETT FUNDING BOND. !NON ALL MEN BY THESE PRESENTS,That the County of Barnett,in the State of North Carolina,acknowledges to owe for value received hereby promises to pay to bearer One Thousand Dollard $1,000) on the first day of July,19O7with interest thereon from the date hereof at the rate of five (5)per centum per annum,payable semi - annually on the first day of January and July in each year on presentation and surrender of the annexed interest coupons as they sew erally beoome due.Both principal and interest of this bond are hereby made payable at the Im- porters & Traders National Bank in the City of New York,State of New York,and for the prompt payment of this bond and the interest thereon,the full faith,credit and resources of Harnett County are hereby irrevocably pledged.This bond is exempt from all county taxation and is is- sued for the purpose of funding the indebtedness,of Harnett County incurred for the necessary expenses thereof under the authority of an act of the General Assembly of the State of North Carolina entitled: :An Act to authorize the Commissioners of Harnett County to issue bonds to pay and fund its bonded and floating debt and to aid in the construction of a bridge between Harnett and Cumberland Counties ",ratified March 4,1907. And it is hereby certified and recited that all ac$s,conditions and things required to be done precedent to and in the issuance of this bond have been done,happened and been, performed in regular and due form as required by Law;that the indebtednesa•funded into this bond was and is a valid and binding obligations of Harnett County incurred•for necessary expenses,and that the total indebtedness of Harnett County,in- eluding this bond does not exceed any of the constitutional or stationary limitations. IN TESTIMONY, WHEREOF the Board of County Commissioners of Harnett County,North Carolina,have caused this bond to be signed by its chairman and countersigned by its Clerk with the County Seal affixed,and have caused the annexed interestcoupons to be executed with the fac- simile signature of said Chairman this first day of July,1907. Be it further resolved,that the Board of County Commissioners of Harnett County hereby covenant to and with the holders of laid bonde,and each of them,that they will cause to be annually levied and collected a direct annual tax upon all the taxable property in said County sufficient to provide for the payment of the principal and interest of these bonds as they respectively become due. Ordered that D.P.McDonald be. appointed a committee to let repairing of bridges across Andersoned‘ Creek op McNeill road and Murchisons bridge on U.L.River. Ordered that J.E.Elliott be appointed a committee to confer with Cumberland county Board of commissioners and let the building of Elliott bridge across L.L.River. Ordered thtt A.F.Johnson be appointed List taker for Lillington Township to fill vacancy caused by the resignation of Prof.J.E.Crutchfield. Ordered that an order passed by Board at March meeting,granting an election on the working of public roads,in Stewarts creek township by taxation,be and the same is herebyrecinded. On motion of J.A.Smith a resolution was passed by the board of County Commissioners of Harnett county that all persons are hereby restrained from dumping saw dust in any stream of water in Harnett County wherever there is an objection by any person concerned.Said resolution to take effect the first day of June 1908. Ordered by the Board of Commissioners of Harnett County,that A.Arenson be relieved of any ccun county tax as a peddler,as we think that he was not acting as a peddler in offering to sell a lot of shoes to the students at Buies Creek Academy. Ordered that J.J.Lane be relieved of ?"7.50 taxes improperly listed in Averasboro Ordered that Frank McLeod col.of Grove Ts.be relieved of poll tax for the year 1 Ordered that Sherman McKay of Grove Ts.be relieved of poll tax for the year 1907 Ordered that be placed on Ordered that taxes to the Ts. 907. J.A.Wicker of U.L.R.Ts.be relieved of poll tax for the year 1900 and that he the roll of permanent releases. Mrs.Lula Motley of Dunn be allowed to list her property•for year 1906 and pay the Chairman of the Board. Ordered that Jack Matthews be allowed t5. for support 1 month. Ordered that W.H.Stephenson be allowed1250. repairing Averasboro Steel Bridge. Ordered that J.B.Lanier be al.lowedt31.10 for service as Jailor. Ordered thst Jno.A.Rogers be allowed $1.25 for medicine for prisoners & paupers. Ordered that M.R.Morgan be allowed 132.50 for keeping County Home 1 month. Ordered that R.V.Moulton be allowed 19.30 for repairing Averasboro steel bridge. Ordered that E.S.Smith be allowed *254.19 for building Williams bridge on L.L.River. Ordered that H.C.Stewart be allowed $12.75 for service as clerk. Ordered that J.M.Hodges be allowed 65. for letting and receiving Williams Bridge on L.L.R. Ordered that &.M.Johnson be allowed*67. for building House at County Home. Ordered that Bank of Lillington be allowed $21.50 for brick for County Home. Ordered that McAlister Ross Lumber Co. be allowed $60.50 for lumber .fo r County home. Ordered that J.P.Ross er be allowed $3.50 for arrest4of Dan Morris.
