County Comissioners met in adjourned session present V.C. MathewwsChm D.P. McDonald. J.E. Wilson
B.F. Williams full board present.
The Bond of J.B. Lanier Sheriff was presented in the Sum of Eight Thousand Dollars $8000.00
for the State taxes and Twenty Thousand Dollars $20,000.00 for the county taxes with the
National Surety Company of New York and was accepted and ordered filed and recorded.
The Register of Deeds was directed to turn over the tax books for 1911 to the Sheriff for the
colection og taxes upon hid signing the receipt for them made out by the Chairman and Clerk of
this board in the amountof Seventy Two Thousand seven Hundred seventy one and eighty one cts
($72,771.81).
V.C. Mathews Chm J.E. Wilson, and J.C. Clifford were appointed a comittee to meet with J.A.
Weeks and enter into a contract with said 'Weeks to take charge of the county home for not
more than Seven Hundred and eighty ($780.00) Dollars ,for one year for J.A. Weeks and son
for the year 1912.
The board of County Comissioners revised the Jury list for the Years 1911 and 1912

Monday November 6th 1911, County Comissioners met in regular session V.C. Mathews Chm,D.P. Mc-
Donald, B.F._Williams, J.N. Fuquay J.E. Wilson, J.C. Clifford Atty, full board present.
Ordered by the Board of County comissioners of Harnett county That W.L. McLeod of said county be and
is hereby authorized to peddle without license.
It ordered by.the Hoard upon recomendation of His Honer R.B. Peebbles Judge that a Court Stenog-
rapher be employed for the Court beginning November 13th 1911 ,such Stenographer may be employed by
the Chairman of this Board or the Chairman may Authorize the Presiding Judge to employ the same.
Wheeeas , there was levied on the 1st Monday of August 1911 by this Board a tax of 30cts on each
$100 valuation of property and 90 cts on each taxable Polls in the Linden Public School District, that
is upon so much of said District, as lies in Harnett county; with the Understanding that the Supt of
Schools of Cumberland county shpuld certify to the/ Clerk of this board a list of Property and sub-
jects of taxsttaa valuation within said District: And Whereas said Supt failed to certify the same
within time for the Clerk to enter the same upon the tax lists, which have been delivered to the
Sheriff? And Whereas said lists has now been furnished the Clerk, but the Sheriff/ declines to be
Responsible for the collection of said Special taxes: Now Therefore it is ordered that the Clerk
be and he is directed to enter said Taxes in a Special list and to turn the same over to J.H. Willi -
ems, for collection , Who is here by appointed Special tax Collector for the purpose of Collecting
said Special taxes upon his giving Bond in the Sum of $200,
It is ordered. by the Board that the call for an election to be held on December 12 1911 upon the
Question of Issuing Bonds for the purpose of Improving the roads of Harnett county be and the same
is hereby revoked, It is further ordered that the Clerk give due notice hereof in the public press of

This contract made and entefed into on this the 10th day
of October 1911, by and between the county of Harnett, Through its duly appointed comittee, V.C. Mathews
J.E. Wilson, and J.C. Clifford, party of the first part, and J.A. Weeks and W.W. Weeks parties of the
Second part, Wignesseth: That Whereas , The board of County Comissioners of Harnett county by
a resolution of said Board has determined to establish and maintain a county home and farm primarily
for the care of the aged and Infirm of said county, And to that end have dertermined to employ a suit-
able Superintendent to have charge of said home and farm; and whereas by a resolution said Board
of Comissioners did authorize and empower two of its comissioners, V.C. Mathews and J.E. Wilson and
its Attorney, J.C. Clifford, to employ a suitable Superintendent or Superintendents: and Whereas
Pursurant to said Resolution, said Comittee has contracted with J.A. Weeks and his Son W.W. Weeks to
take charge of said Farm and home; now ,therefore this contract Witnesseth:
1st.
That the county of Harnett does hereby employ J.A. Weeks as Superintendent, and his Son W.W. Weeks
,as assistant Supertendent of said home and farm, said employment to comence the let day of January
1912, and to continue at least twelve Months: and the said J.A. Weeks and W.W. Weeks each accepts
said respective positions,
2nd.
The dutied of said Supertendent shall be to have charge of the county home and farm on and after
January let 1912; to place the Buildings and grounds and Maintain them in a sanitary condition under
the direction og the County Supertendant of Health; to receive such poor aged or infirm persons as t
the Comissioners may direct, and to provide for their reasonable comforts while they remain inmates
of said home; To have charge of the farm connected with said home; to cultivate the same under the
general direction of the board of Comissioners of the county, and to use due diligence in improv-
ing and carting for the county property conected there with, which may be intrusted to his care.
The Supertendant shall have authority under such regulations as the board of Comissioners may prescribe
to employ all necessary help to carry out the true intent of his employment, and under such regulations
as the board of comissioners may prescribe, may purchase all necessary supplies tools and applainces
Provided that no unusal purchases such as the purchase of stock wagons machinery etc shall be made
without the direct consent of the board of - Comissioners or an agent of said board duly authorized
therto.The Superintendent shall ham keep an accurate account of all moneys received as Superintend-
ent and of all disbursements made by him, and shall make such report of the general condition of the
as may be required of him by said board. The Superintendent shall furnish his own house hold and
kitchin furniture for the private use of himself and family ,including the assistant superintendent
all other necessary supplies and expenses incident to said home and farm and necessary for said main -
tainence, shall be bourne by the County og Harnett:

the same to be paid by vouchers of the county allowed by the Board of Comissioners on bills rendered
by the Superintendent.

The duties of the assistant superintendent shall be to assist the Superintendent in all the duties-of
his employment, and.to have charge of the home and farm whenever the Superintendent for any cause may
be unable to attend the same. 4th
The Superintendent and assistant Superintendent shall receive as full compensation for their services
hereunder the sum of,5even Hundred and eighty Dollars ($780.00) per annum, payable in monthly Install-
ments of $65.00 each, the same to be payable to the Superintendent, the county of Harnett to be in no
wise responsible for the Equitable division of said compensation between the two, and they shall receive
in addition to this the board of the Superintendent and his family , consisting of J.A. Weeks his wife
and adopted daughter and of W.W. Weeks3th

The Superintendent and assistant Superintendent shall each devote his entire time to the'County home
and farm, and shall do all in their power to make the same self sustaining and to save the county from
unnecoessary expense, and if either one shall at any time, on account of protracted Illness or other-
wise be prevented fron discharging his duties hereunder he shall employ some one else temporaril$ to
discharge said duties for him, or the board of Comissioners may do so and charge the expense of such
employment to the Superintendent. 6th
That it shall be the duty of the Superintendent in so far as practicable
the inmates of the County home. either in the houses, yards ox gardens of

If either party shall desire to terminate this contract or materialy change for any subsequent year
such party shall give notice to the other party on or before the first Monday in November, provided
that the oounty of Harnett reserves the right to terminate this contract at any time on accountof the
misconduct or unfaithfulness of the parties of the second part. of
