The Following Report of D.H.Senter and J.W.Wilson was received:
"To the Board of Conunissioners of Harnett County:
By virtue of a resolution passed by the Board of Commissioners of Harnett County instruct-
ing D.H.Senter and J.W.Wilson to appear before the Corporation Commission ads Raleigh with reference
to having the real estate in this County not assessed five per cent as an increase over the local tax
assessors,we be.g to report the following:
That, on Thursday,the day of September,1915, your representatives appeared in Raleigh
before the Corporation Commission and with maps,charts and drawings of Harnett County together with
status of her adjoining Counties proceeded to resist the proposed new assessment.While we did not tell
Commissioners that Harnett County was a poor county or a bad county,but attempted to show them that
the proposed increase of 5% was to some extent discriminating. After considerable argument both pro
and con the Corporation Commission assured your representatives that they would take the matter under
consideration and weigh all the evidence and render their verdict accordingly.

We, the undersigned qualified voters of Grove Township,Harnett County,respect-
fully petition the Honorable Board of County Commissioners to call an election in said Township for
the purpose of submitting to the qualified voters of said township the question of issuing bonds in
the sum of Twenty -Five Thousand Dollars in accordance with the provision of Chapter 427 of the Pulic-
Local Laws of North Carolina of 1913,for the improvement of the public Roads of Grove Township.

Favorable to the above petitioners the following odder was passed by the board:
"NORTH CAROLINA,
HARNET'1 COUNTY.
WHEREAS,There has been filed before the Board of County Commissioners of Harnett
County a petition signed by more than one -fifth of the qualified voters of Grove Township,asking for
an election to be called in said township for the purpose of submitting to the qualified voters thereof
the question of voting $25,000.00 in bonds to be invested in the construction and improvement of the
roads in said Grove Township as provided in Chapter 427 of the Public Local Laws of 1913.
It is,therefore,upon motion of L.D.Burwell,duly seconded by H.N.Bizzell,moved and carried:
F'irst,that an election in Grove Township be and the same is hereby called to submit th the qualified
voters of said township the question :of voting upon an issue of $25,000.00 in Bonds to be invested in
the construction and improvement of the public roads of said Grove Township in accordance with the
provisions of chapter 427 of the Public Local Laws of the General Assembly of North Carolina at its
session of 1913.
It is further moved and carried that the notice of this election be published in the Dunn Dispatch,
a weekly paper published in Dunn;.N.C.Harnett County,for at least four weeks next preceding the day of
election.
It is further moved and carried that the said election is hereby called to be held on the 16th.
day of Nov.1915,at the voting precinct of Grove Township.
It is further moved and carried that O,S.Young be and he is hereby appointed registrar for said
election,and is ordered to make a new registration of all of the voters who wish to register and qual-
ify for said election in said Townskip,in accordance with the law,and to `ive notice of said registf:a-
tion and election as the law directs.
It is further moved and carried that W.H.Turlington,and C.D.Stew&rt be and they are hereby appoin-
ted poll holders for said election,and the said poll holders and said registrar heretofore appointed
are directed to hold said election in accordance with law,and report the same to this board as directed
by law.
The foregoing resolutionwas unanimously carried by the Board of Commissioners,all being present.

ORDER OF ELECTION.
Whereas a petition signed by more than one -fifth of the qualified voters of
Upper Little River Township has this day been filed with this Board,asking that the Board of County
Commissioners call an election in said Township and submit to the qualified voters thereof the proposi-
tion of issuing bonds in the sum of Ten Thousand ($10,000.00) Dollars,in addition to the sum of Twenty
Thousand heretofore issued, for the improvement of the Public Roads of said Township in accordance
with the provisions of Chapter 427 of the Public -Local Laws of North Carolina of 1913; and whereas
it has been more than twelve months since an election was held in said township under the provisions
of said act; and whereas petitions now filed comply with all of the requirements of said act;
NOW,THEREEORE,it is ordered by the said Board of County Commissioners that an election be held
in said township on Tuesday,the 16th.day of November,1915,at the usual voting places therein,said
election to be conducted in accordance with the provisions of said Chapter 427 of the Public -Local
Laws of North Carolina of 1913,for the purpose of submitting to the qualified voters of said Township
the proposition of Issuing an additional bond issue of Ten Thousand ($10;000.) Dollars for the improve-
ment of the public roads of said township; the proceeds of said bonds to be administered under the
provisions of said Chapter 427 of the Public -Local Laws of 1913.
Be it further ordered that a new registration of the voters of said township be made,and that
D.B.Stewart be and he is hereby appointed Registrar for Precinct No.1; and that W.D.Harrington be and
he is hereby appointed Registrar for Precinct No.2; and that D.H.Norden and N.A.MeLean Jr.,be and
they are hereby appointed Poll Holders for Precinct No.1; and that W.M.Patterson and J.A.Buchanan be
and they ars hereby appointed Poll Holders for Precinct No.2.
IT IS FURTHER ORDERED that notice of their appointment be immediately served upon the above
named election officers by the Sheriff or other lawful officer of the County; and that a copy of this
resolution be published,as notice of election,weekly from now until said election in some newspaper
published and circulating in this County.

ORDER: WHE'REAS,a petition signed by one -fifth or more of the qualified voters of Stewart s Creek
Township,Harnett County,has this day been filed with this Board,asking and requesting the Board
of County Commissioners to submit to the qualified voters of said township a proposition o8
issuing bonds in sum of Fifteen Thousand (415,000.) Doliars,for the improvement of various public
roads of said township,in accordance with Chapter 427 of the Public -Local Laws of North. Carolina,
Session 1913; and whereas said petition appears to comply with the conditions set.forth in said
Chapter 427 of the Public -Local Laws of North Carolina,Bession 1913.
NOW,THEREFORE,it is ordered by this Board that an election he held in Stewart's Creek Town -
ship,on Tuesday,the l6th.,day of November,1915,in accordance with Chapter 427 of the Public -Local
Laws of North Carolina,Session 1913,the same being entitled "An act to improve the roads in
Harnett County,and for the issuing of bonds by the County and the several townships therein ",
for the purpose of submitting to the qualified voters of said township the question of issuing
415,000 in bonds for the objects set forth in said act; said election to be held on the above
date,at the regular voting pooling places in said township.
It is also ordered that there be a new registration of the voters in said township; that
H.D.Byrd be,and is hereby appointed registrar, and H.S.Byrd,and F°;.J.Bethune judges of said election;
that notice of their appointment be irrunediately served upon therm by the Sheriff or other lawful
officer.
That a copy of these resolutions be published weekly from now until the date of said
election in Dunn Dispatch,a weekly newspaper published in Harnett County.

The financial report as audited by Bernard and Goodno of Harnett County was presented to the Board
of County Commissioners of said County,and read.in session; Upon motion of H',N.Bizzell,seconded by
E.H.Gardner,and by a unanimous vote of the Board the report as audited was ordered received and
recorded upon the minutes this day,and that it be used as a financial basis of the County.
It is further ordered by the unanimous vote of the Board that its attorney,J.W.Wilson be
instructed to notify F.H.Taylor,Ex -Clerk and Daniel B.Stewart,F;x- Treasurer,of their deficiency as
appears from the financial statement as audited; and to further notify their respective Bondsman
making demand on both for a full settlement,or judgment will be asked as provided by law in favor

Dear Sir: -
On July 17th.1915,we rendered you a statement as compiled from the books of the retiring
officers of Harnett Countyeend in view of the fact that said report was neither satisfactory nor
complete,owing to the lax and careless manner in which the Treasurer's books were kept and till* the
failure of some one to have the retiring Clerk,Mr.F.H.Taylor present to exhibit his receipts for
money paid out,and on instruction from you to go back and go into the matter thoroughly and take all
v time necessary to examine receipts,reports and individuals in order to prepare a statement showing
the true financial OfiA status of said officers during their terms of office,
I,returned to Lillington and used every means in my power to secure the information desired,
and respectfully submit the following statement as a result of said investigation.
CLERK SUPERIOR COURT.
Mr.F.H.Taylor,the retiring Clerk was with me during my entire investigation of his office
and seemed ready at all times to furnish any information desired.I examined all the books and called
for an exhibition of his receipts,and herewith submit statement of the amount due by him Dec.7,1914.
In several instances the dockets did not contain sufficient information as to the fines
and costs but we examined the papers on file in office and secured the information desired.
SHERIFF' .
In view of the fact that the sheriff had not completed his settlement of taxes for the
year1913,there is no change in the data furnished you at my last statement.The present Register of
Deeds,Mr.J.A.McLeod,has all the data to complete said settlement after the allowance has been made
for Insolvents etc.
REGISTER OF DEEDS.
I found vlr.A..M.Shaw,the retiring Register of Deeds to be due the Countyp360.70,amount
received from the Dunn Road District for hire of Convicts. In justice to mr.Shaw,will state there
is no record in office showing that he received this amount,but on his statement of said amount
being received,I examined the Treasurer's Books and not finding that amount shown as turned over
to Treasurer and Mr.Shaw having no receipt for same,I charge him with that amount due. This amount
was at once paid into the County.
TREASURER.
On examination both by letter and inquiry of the sources from which incomes were received
I find many =missions from the Treasurer's Books. The State Treasurer shows that he has paid Mr.
D.B.Stewart $50.00 more to school funds than his books show.Every separate fund that he carried
on his books showed a less amount received from Sheriff for taxes than the minutesof the Board
of Commissioners and the Sheriff's settlement book show and in my statement of receipts I only
use his book when other information% is unavailable.
In the disbursement no regular system was followed,payments were made on vouchers ordered
by Boards,- Treasurer's check and sometimes by notes written to 40 Treasurer by the Commissioners
of special funds,same being stamped paid by Bank and charged against Treasurer s account. Many of
these amounts were not credited on Treasurer's Books.
It has been the custom of this County for the past six years to have Treasurer make monthly
statements.to the Board of Commissioners reporting at that time amounts paid from the several funds,
these amounts were entered on Board minutes and papers cancelled and filed in Register of
Deeds Office. I have discarded his book almost entirely in crediting disbursements,and have used the
vouchers and checks on file in Register's Office, checking same with the Board minutes, I am satisfied
however, that owing to the careless manner in which the Treasurer conducted his affairs that it was
possible that money could have been paid out,and papers never surrendered to Commissioners,or entered
on his books,as only the last few days he turned over to me Warrants for $2812.57. I have examined
these warrants and checks thoroughly and find that he should be given credit for same,and have included
them in my report. I else submit a fist of them as well as the papers.
I also find that he paid the Lillington Bank on Dec.3,1914,only a few days before his
retirement $857.41, Dft. Lafayette Bank of St.Louis drawn on J.H.Williams, Chairman,which I think
is a payment to the Pauly Jail Building Co., for Note given Sept.16,1913,for work on Jail. This amount
is not included in my statement, as I had no evidence of its payment except the Bank books. He can
however, get the paper& assuring its payment and then should be given credit for same. He may have
other data for which he is entitled to credit but none presented to roe. I was handicapped in my work
by not being able to get the receipt Books of Sheriff J.B.Lanier, though I used every effort in my
power.
SINKING FUNDS. 1
The sinking funds of the County have not been held as a sacred fund to be used onlyfcr
the purpose for which raised but in many instances have been loaned to other funds and neter returned.

In checking over these sinking funds I find on Monday, January 18,1904,a report of d[r.g.F.
Young,Trustee Lillington Bridge Fund showing a balance due of 1370.70 on January 12,1904; and on the
Minutes of Board Oct.3,1904,page 355,where the Treasurer was instructed to collect from E.F.Young,
Trustee Lillington Bridge Fund 1035.78.
I find on the retirement of L,D.Matthews as Treasurer that he held notes and mortgage
against Mr :E.F.Young of 5000.00 amount deposited in the Bank at Dunn of which Mr.Young was President.
This amount was deposited to purchase 10 outstanding bonds of the County.
I am unable from the records to tell the exact status of this account and have telked
with Mr.Young relative to the credits given him, but he does not remember definitely so far back.
I am satisfied,however,that the 5000.00 has been paid but as to the other amount I am unable to male
a definite statenent,as since that time Mr.Young has acted both in the capacity of chairman of the
Board and County Attorney, and all seemed to have turned over money.
I submit a statement with this report showing all amounts receive :t from Mr.Young or his
Receivers or attorneys,and you can form your own conclusions.
RECOeLeENDATIONS.
I submit the following recommendations:
lst. That nothing be paid by Treasurer except by voucher.
2nd. That all officers be required to snake monthly statements of Receipts and Disbursements.
3rd. That the sinking fund be held as a sacred fund and only loaned on gilt-edged .security.
4th. That more time be taken in settlements with the Sheriff in order to give the Board time to
examine the credits allowed,and the matter be settled finally when the last payment is made,requiring
him to give checks to Treasurer for each fund and not turn over the whole amount in a lump. The
Insolvents,dead and removed and delinquents allowed are entirely too large.
55h. That a system of bookkeeping be inaugurated where it is possible to tell at any time the
true financial status of the County.
6th. That definite information be given on all receipts and disburse:nents,the simple entry of
so much being received or paid to any one,means nothing,it should be stated for what paid or received.
In conclusion I wish to express my appreciation fpr courtesies shown me by every member
of the present administration.
I am especially indebted to Mr.A.iul.Shaw,Ex- Remistee of Deeds,who showed his willingness
at all times to aid me in searching for any information desired.

and Land Sales 812.97 it was found that ti.e Sheriff was due the County 6005.07, which was paid by
the Sheriff, and a settlement was made in full for t' e year 1916.
On motion of J,N.Fuquay the settlement with Sheriff J.B.Lanier for the Taxes for the year
1910 is hereby accepted and approved and the balance found due by the Sheriff of 6005.07 having
this day been paid by the Treasurer's receipt Navin[~; been exhibited to the Board. It is ordered thtt
the Clerk be directed to distribute and credit to the proper fund the several amounts paid. in by

H.L.,Godwin as Congressman was inadvertently listed as an income tax,and that the salary of
Eugene T.Lee as Post - :.(aster was inadvertently listed as an income tax,and it further appearing
that their aaid salaries are not subject to taxation as listed,it is therefore ordered by the
Board that the said tax list of the said Eugene T.Lee,and H.L.Godwin be corrected to exempt
them from paying any taxes on their salaries'as employees of the United States Government in
compliance with the Federal Statutes.

The following order relative to the appointment of Road Commissioners for Anderson s
Township was passed by the Board:

HARNETT COUNTY. In Re $15,000 Bond Issue of Anderson's Creek Township.
O R D E R
Resolved that the report or r'ne Registrar/ and JudLes of Election to Wit:
H.D.McDonald,J.G.Shati^eafid M.A.Elmore,heretofore appointed to hold an election in Anderson's Creek
Township in accordance with the provisions of Chapter 427 of the Public Local Laws of ffiorth Carolina
upo, the question of issuing Bonds in the sum of Fifteen Thousand($15,000.00) Dollars,for the
improvement of the Public Roads of Anderson's Creek Township teis County,be and the same is
hereby accepted,and ordered duly recordered in the Book of Elections,and be it further resolved
that the said returns be considered,and the same are hereby declared to be a true and correct
return of said Election;That the said election has been called,advertised and conducted in
accordance with the Law in such case made and provided; And whereas a majority of the qualified
voters in said Township have voted in favor of said Bond Issue,the same if hereby declared to
have been carried; The said Bond Issue duly authorized; And the prorisions of Chapter 427 of
t,e Public Local Laws of 1913 are declared to be effective and operative in said Township;
and the Road Commission hereafter to be appointed for said Township are hereby declared to be
fully authorized and empowered in the name of the Township to issue $15,000 as insaid Act of
the General Assembly of 1913 provided.
Resolved further,that N.R.Lewis,James G.Shaw and D.H.Bain be and they are hereby
appointed Road Commissioners for Andersen's Creek Township to serve until January lst.,1916,
or until their successors are elected and qualified.
Upon Motion of H.N.Bizzell,seeohded by E.H.Gardner,the foregoing resolution was adopted
by'unanimoue vote of the Commissioners.
