The Board of County Commissioners met in regular session,Present: D.H.Senter,Ch:a.,II.N.
'izzell, i.'].c:ardner, ;.D.Burwell,and A.A.Shaw.
eAnutes of last meeting read and approved:
A Report of the Committee to visit the Erwin Cotton i,ilis,relative to their'•, increase in
assessment,was filed ,D.H.Senter,E.H.Gardner,and F,ii.Taylor favoring the increase of 8% as made by
the County Board of Equalization,and H.N.Bizzeli and.J.W.Wilson fang the returns -As made by the
Township List- taker,which does not show an increase over former- tsspssments,
After due consideration,the report of the majority of the4omaittee was apprtved,and the
assessment of The Erwin Cotton Lills Co.,was voted increased 8a over the figures as returned by the
Township List- taker. Those voting favorable to the increase were: A.A:Shaw,E.H,Gardner,and D.H.Sente r,
those voting against the increase: H.N.Bizzell,L.D.Burwell.
The matter of electing Road Commissioners for Black River Township having come before the
Board,and the different petitions having been examined and considered,the following men were elected:
J.A.Williams,B.F.Dupree,and G9.E,Wilson,these having received 4 votes each.
The following order was passed relative to the above election of Commissioners:
"':SRSRAS,by an election duly held in Black River Township on August 7th.,1915,the vote -resulted
in favor of a bond issue for the public roads of said Township,PO's;Therefore,in accordance with the
provisions of the law made and provided by Chapter 427 of the public -Local Laws of North Carolina,
Session of 1913,the frollowing Commissioners for Black River Township are hereby appointed to serve
until January lst.,1917,or until their successors are elected and qualified,namely:- J.A.Williams,
B.F.Dupree,and su.E.'wilson. "
Having received notice from the State Corporation Commission that the Real Estate values
for taxation had been increased in Harnett County .055 for the next four year Assessment period,
the Board passed the following resolution:
"It appearing to the Board of Commissioners of Harnett County that the real estates valuation
in Harnett County as assessed for 1915,is as near its true value for taxation as can be ascertained,
and it further appearing that the State Tax Commission has increased the assessment for said County
.05per cent,making the equalization for the said County of Harnett out of proportion for the other
counties in the State;
It is therefore ordered by tfle board of Commissioners of Harnett County that J.W.Wilson,
County Attorney,appear before the Board of the State Tax Commission and ask that the said increase
of .05' do not apply to Harnett County.

We,the undersigned qualified voters of Anderson's Creek 'T'ownship,Harnett County,respectfu y
petition your Honorable board to call an election in said Township for the purpose of passing upon
the question of issuing bonds in the sum of '$15,000 for the improvement of the public roads of said
T'ownship,as provided by Chapter 427 of the Public -Local Laws of North Carolina,Session 1913:

The above petition was duly considered,the election granted,and the following order was
passed by the Board:
"North Carolina,Harnett County, Before the Board of County Commissioners in Session.
In re Bond Issue for the Improvement of the Public Roads of Anderson's Creek Township:
JHEREAS,a petition signed by one -fifth or more of the qualified voters of Anderson's Creek
Township,Harnett County,has this day been filed with this Board,asking and requesting the Board of
County Comnissioners to submit to the qualified voters of said Township a Proposition of issuing
bonds in the sum of Fifteen Thousand ($15,000) Dollars,for the improvement of the various public
roads of said Township,in accordance with Chapter 427 of the Public -Local Laws of North Carolina,
Session of 1913;and whereas said petition appears to comply with the conditions set forth in said
Chapter 427 of the Public -Local Laws of North Carolina,Session 1913.
Now,Therefore,it is ordered by this Board that an election be held in Anderson's Creek
Township,on Saturday,the 23rd,day of October 1915,in accordance with Chapter 427 of the Public -Local
Laws of North Carolina,Session 1913,the same being "An Act to improve the roads in Harnett. County,
and for the issuing of Bonds by the County and the several townships therein ",for the purpose of
submitting to the qualified voters of said township the question of issuing $15,000 in Bonds for the
objects set forth in said act; said election to be held on the above date,at the regular voting
polling places in said township.
It is also ordered that there be a new registration of the voters in said township;that
H.D.McDonaldbe,and is hereby appointed Registrar,and J.G.Shaw,and M.A.Elrnore judges of said election;
that notice of their appointment be immediately served upon them by the Sheriff,or other lawful
officer.
That a copy of this resolution be published in the Harnett Reporter,a weekly newspaper in
Harnett County,each Week from now until said election. "
