notice from the Clerk of the Board of Town Commissioners of Dunn was received ,informing
the Board of County Commissioners that they had elected H.C.McNeill and H.W.Pope Cotten ' ;:eighers for
the Town of. Dunn and asking this Board to concur in said election.
On motion of L.D.Burwell the Board unanimously refused to concur in the election of above said
Cotten Weighers for Dunn,and in connection with same the following order was passed.
"Ordered by the Board of Commissioners of Harnett County in session assembled on the second day
of Aug.,1915, it being the first r).onday in Aug.,that it does not concur in the election of H..C.McNeill
and R..Pope as Cotton '. +eighers for the Town N.C. and that the Board of Commissioners of Barnett County
and the Board of Commissioners of the Town of Dunn are called to meet in joint session in Lillington,
N.C. at the.Court House,on ;Monday the 9th, day of August,1915,at 12 o'clock L.for the purpose of
electing two Cotton 'Weighers for the Town of Dunn as provided by law.
It is further ordered that this reso;utipn be served on the Board of commissioners of the Town of
Dunn,N.C.

The following order was passed: L.D.Burwell)
"Whereas by an agreement with the N.& S.R.R. before Judge Bond that when the County Commissioners
approved the new piece of road constructed by the said N.& S.Ry.,Co.at Duncan N.C.this Board pass an
order discontinuing the piece of road as a public road in front of Frank Gilliam's house and crossing
the railroad,with the understanding that said crossing be maintained as a private road to be kept up
by those people in the community who use same,and Railroad in nu case to be held responsible for the
upkeep of said crossing.
It is hereby so ordered ,and the report of D.H.Senter Committee to receive said new road is
hereby approved on motion of L.D.Burwell,seconded by -I.N.Bizzell.Passed by unanimous vote of the full
Board of Ccounty Commissioners.

It was ordered by the Board of County Commissioners that $3813.67 be refunded from the Schodl
account to the General Fund,it being the amount paid by the Sheriff to the Treasurer in excess of L
the amount due the School Fund for 1914.

HARNETT COUNTY.
Whereas,on the 7th.day of June,1915,thers was filed before the Board of County
Commissioners of Harnett County a petition signed by more than one -third of the qualified voters
of Neills Creek Township; Harnett County,asking for a special Election to be held in said Township
on the 31st. day of July,1915,for the purpose of submitting to the qualified voters of said town-
ship the question of voting on bonds to be invested in the construction of the Central Carolina
Railroad through said Township ,in accordance with Senate Bill no.1668 and House Bill no.20?9,
of the Session of 1915 of the Legislature. of. North Carolina; and Whereas,said election has been
duly held in Leill, s Creek township, Harnett County, on the 31st day of July, 1915, when the
question of voting bonds in the sum of (4,25,000.00 to be invested in the construction of the
Central Carolina Railroad was submitted; And Whereas, the registrar and poll holders of said
township has duly reported the vote in said election in said township to this board in accord-
ance with law; And whereas, this board has this day canvassed the said vote and election re-
turns in said township and have found the following to be the result:

Now, therefore, be it solved by the board of county commissioners.of Harnett County
in regular session, on mo on of L.D. Burwell, duly seconded by E.H. Gardner,
First, That the elec ion held in eill's Creek Township, Harnett County, according to
the report of said,registrar and poll holders, was regular and in accordance with law.
<esolved 2nd, That the said election is carried for said bond issue by a majority of
35 of the total registration.
Be it resolved 3rd, That the bond issue for investing in the construction of the
Central Carolina Railroad through said township is hereby declared carried and that the
election was held in accordance with law.

The following Resolution of the Board of Directors of Central Carolina Railroad
was received and ordered recorded in the.;inutes of the Board Commissioners.
''A RESOLUTION OF' THE BO :iW OF DIRRECTORS OE CENTRAL
CAROLIN ::-. iAILt OAD CO3iPANY."
WHEREAS, under Act of the General Assembly of North Carolina an election has been
Galled by the Board of County Commissioners of Barnett County to be held in Neill's Creek Town -
ship, in said County, on the 31st day of July, 1915, submitting to the qualified voters of
said Township the question of the issue of bonds of said Township in the sum of Twenty -fivi
Thousand ($25,000.00) Dollars, to aid in the construction of a road through said `'ownship to
be constructed by this company;
AND iddEREAS, the Board of Directors of this Company are advised that practically
all of the voters of said Township desire said road to be constructed to and within the
corporate limits of the Town of Buie's Creek and that a depot be established within said
.corporate limits, and that many of said voters desire definite assurance that said road
sshall be so constructed and said depot so located prior to their voting upon said question,
.and this Board deems it wise and proper that said citizens should be informed of its
.intention prior to said election to the end that they may vote intelligently upon said
,question.
NON THEREFORE, ,resolved by the Board of Directors of the Central Carolina Railroad
.Company that the President and Secretary of this Company be abd they are hereby authorized
to enter into a written contract, executed in the name of this Company, by its President,'
.sealed with its common seal, and attested by its Secretary, with the Board of Commissioners
. of harnett County, as agents, for Neill's Creek Township, that in the event the bonds of
said township shall be delivered and issued to it that it will in good faith construct said road
to and within the Town of -;use's Creek, and will establish therein a permanent freight and
.passenger depot, and that said Township and the Board of Commissioners of Harnett County,
,acting for and in behalf of said Township, shall be absolved from any duty of issuing and
delivering the said bonds of said Township contemplated by any Act of the General Assembly
of I+orth Carolina, or in the call of said election in the event said Company shall fail to
.so construct and locate its said Railroad and shall fail to locate within the said Town -
.a permanent freight and passenger depot.

do hereby certify the foregoing two sheets to be a true copy of a resolution passed by the
by the Board of Directors of said ompany, held at the office of said Company on this date.
I do further certify that said session of said Board was duly called and held in conformity
with its By -Laws and according to law, and that a legal quorum of said Directors were present
and participating in said meeting.

ThIS INDENTURE, Iriade this the 29th day of July, 1915, by and between the
Central Carolina Railroad Company, a corporation, created under the Laws of the State of
North Carolina, party of the first part, and by Ideill's Creek Township, in the County of
Harnett, State of lyorth Carolina, and by the Citizens of said Township, by and through
their duly authorized agents, the Board of Commissioners of Barnett County, parties of
the second part.

THAT WHERAS, pursuant to an ;act of the General :assembly of North Carolina,
at its session of 1915, the same being an ',ct based upon and identical with Senate B111
No. 1668 and rouse bill No.2079, the same being entitled "An act to authorize :.eill s
Creek Township, in Barnett County, to issue bonds for the construction of the Central
Carolina Railroad ", the Board of Commissioners of Barnett County have called an election .
to be held in said Township on the 31st day of July, 1915, submitting to the qualified
Voters of said Township the question of issuing bonds in the sum of Twenty -five Thousand
(25,000.00) Dollars of said Township, bearing interest at the rate of five per cent, per
annum, payable semi - annually, and to run for the period of twenty years;
AND WHEREAS, it is the bona fide intention of the party of the first part to
construct its Railroad contemplated in the :`act of the General -.ssembly,aforesaid, through
said Township by way of the Town of Buie's Creek, located within said Township, and its said
intention has been definitely made known to the citizens generally of said Township;
AND WHEREAS, it is deemed advisable and prudent on the part of the party of
the first part and the parties of the second -part, respectively, that the location of said
• Railroad with respect ito the Town of Buie's -Creek, -said 'T'own being the only town located
within said township, may be definitely known, ascertained and agreed upon prior to said
election to the end that the qualified voters of said township may vote intelligently upon
the questions submitted to them in so far as the location of the Railroad with respect to
their only incorporated town and the location of a depot therein may effect their vote upon
said question.

part, and it does hereby definitely and irrevokably bind itself, and its successors and
assigns, that in the event that the qualified voters of Neill's Creek Township shall at the
election, before mentioned, vote in the affirmative upon the question of the issue of said
bonds, that is to say, if a majority of said qualified voters shall vote "for bond issue"
and said bonds so voted shall actually be issued by the Board of Commissioners of Barnet
County, as agents for the 'Township aforesaid, for the use and benefit of the party pf t e
first part as contemplated in said Act or any not of the '-eneral ssembly of North Carol na,
that any Railroad constructed by the party of the first part or its successors or assigns Tinder
said Act of the General Assembly, or any <.ct amended by said ,ct of the General iss bly, shall
be constructed through and within the corporate limits of the Town of Buie's Creek,nd that
there shall be established within the corporate limits of the Town of Buie's Creek a permanent
freight and passenger depot of said Railroad company.
It is further agreed on the part of the party of the first part, and it does
hereby irrevokably bind itself, its successors and assigns, that unless it shall in good faith
construct its proposed Railroad through said township to and within the corporate limits of
the Town of Buie's Creek, and shall establish within the corporate limits of the Town of
Buie's Creek a permanent freight and passenger depot on said iailroad, that it will not call
upon the Loard of 'commissioners of Barnett '-ounty, as agents of the 'Township, aforesaid, to
issue or to deliver unto it the bond-s of said Township contemplated in the ct of the 'eneral
assembly, aforesaid, noirshall the Board of Commissioners of riarnettt County, acting as agents
for said Township, be under any, obii4a-Lion or duty to issue or deliver said bonds, anything
to the contrary in said Act of the General assembly or in the call for said election hereto-
fore made notwithstanding. -
It is further agreed on the part of the party of the first part that the Board
of Commissioners of narnett County, as agents for the 'lovmship, aforesaid, be and they are
hereby authorized to record or cause this contract to be recorded in the records of said
County with the returns of said election for the purposeof binding the party of the first
-part, and its successors and assigns, to carry out in good faith all of the provisions of
this contract, and to authorize the Board of Commissioners of Harnett County, agents, as
aforesaid, to carry into effect its provisions, anything in said Act of the General Assembly
or in said call for said election to the contrary notwithstanding.

.notary Public, of said County and State, H.P. Edwards, who, being by me duly sworn, says thathe
knows the common seal of Central Carolina Railroad Company and is acquainted with W.S. Edward,
who is President of said corporation, and that he, the said H.P. Edwards, is the Secretary of
said corporation, and saw the said President sign the foregoing instrument, and saw the said
common seal of said corporation affixed to said instrument by said President,. and that he, the
"said H.P. Edwards, Secretary, aforesaid, signed his name in attestation of the execution of
said instrument in the presence of said President of said corporation.

Commissioners of Dunn for the Election of Cotten Weighers,and to reconvene in regular session after
neon.
Relative to the Joint Session of the two Beards, the following was ordered recorde'L in the
Minutes herewith:
" Under and pursuant to a joint Meeting of the Beard of Commissioners of Harnett County
and the Board of Commissioners of the Town Of Dunn for the purpose of electing two Cotton- Weighers
for the Town of Dunn,N.C.,the following proseedings were had:
The two Boards net.in joint Session at 12 O'clock M.en the 9th. day of August,1915.
D.H.Senter was made Chairman of said Joint Session,and L.D.Burwell Secretary. Upon Motion of Ellis
Goldstein both Cotton - Weighers were voted upon at the same time.
The names of W.S. Jackson ,E.V.Gainey,H.C.McNeilland R.W.Pope wore put before the Commissioners
as Candidates for Cotton- .Veighers,for DunnTN.C.
The Commissioners prepared their ballots for the above applicants and the vete polled as
follows:
4.S.Jackson received 5 votes
E.V.Gainey received 5 votes
H.C.McNeill received 4 votes
R.W.Pope received 4 votes
whereupon D.H.Senter declared W.S.Jackson and E.V.Gainey duly elected Cotten Weighers for the
Town of Dunn,they having received a majority of the votes cast.
There being no further business before the said Joint Board,upon Motion of Ellie Goldstein
the said Joint Board adjourned.

It is further ordered that `N.S.Jackson and E.V.Gainey be authorized to enter upon their duties as
Cotton Weighers in the Town of Dunn,N.C. upon their filing with the Register of Deeds of Harnett County
a Bond in the sum of $1000.00 to be approved by the Board of Commissioners of Harnett County at their
next Meeting.That they be authorized to to enter upon their duties temporarily upon filing said Bond
with the Register of Deeds of Harnett County.

The Board of County Commissioners re- convened after noon for the transaction of regular business.
It was ordered by the Board that the Bond of J.M.Byrd to the State of North Carolina,
with the New England Casualty Company as Security,be eancelled,and the said Company be releived of
further responsibility,and that a new Bond be substituted for above named cancelled Bond.
A new Bond was then tendered the Board by J.M.Byrd,Sheriff,in the sum of $10,000.,with
The Fidelity And Casualty Company,of New York,to the State of North Carolina. Same was accepted by
the Board,and ordered recorded and filed.
The returns of the Election for Road Bonds in Black River Township were received,approved
and ordered recorded in Book of Elections.
The matter of appointing Road Commissioners in Black River Township was deferred until
the 1st. Monday in September.
It was ordered by the Board that D.H.Senter,E.H. Gardner ,H.N.Bizzell,F.H.Tayloriand
J.W.Wilson be and are hereby appointed as a Committee to visit the Erwin Cotton Mills Company s Plant.
at Duke,N.C. in regard to the Assessment for taxes of their property,and to report at the next Meeting.
