MONDAY,OCTOBER 2nd.,1916.
THE BOARD OF COUNTY COMMIS$IONERS met in Regular Session: Those present being,
D.H.Senter,Chm.,L.D. Burwell ,E.H.Gardner,A *A.Shaw,and J.B.Holland,Comrs.,and J.W.Wilson,Co. Atty.
Prof.Frank Hare,of Lillington Farm Life School,appeared before the Board and asked
that a proposed issue of Notss,for the building of a Now Dormitory at Lillington Farm Life
School,be released from taxes for Two years,ss a concession to prospective buyers -- Action on
same was deferred until next Session pending investigation.
The following releases from taxes were made by the Board:
Geo. Tew,of Duke Twp., released from payment of Road Tax in Duke Twp. on account of
physical disability.
W.H.Hobby,of Buckhorn Twp. was released from tax on 1 dog,same having been charged to
him through error.
J.W.Morgan,of Duke Twp.,was released from payment of Poll tax for 1916,on account of
physical disability.
W.R.Wilson,of Duks Twp. was released from payment of poll tax for 1916,on account of
physical disability.
W.H.Holman,of U.L.River Tip. was permanently released from payment of Poll tax.
Luther D.West,of Anderson's Creek Twp. was released from payment of poll tax for 1916.
It was ordered by the Board that the Clerk of the Board issue an order to Mrs.W.A.
Fuquay,for balance due Bar from Dunn Road Dist.,for W.A.Fuquay.
Relative to the purchase of a set of Books for the Different Offices to be ussd under
the Salary System in this County,D.H.Senter,John McLeod, }nd W.P.Byrd were appointed a Committee
to investigate sams,and make the necessary purchase of Books.
The matter of constructing 2 bridges,ons across Thornton�s Creek,and`1 across Stewart's
Crook in Dike Twp.,was taken up,and hearing Mr.J.G.Layton and a number of other citizens as
to the need of such bridgss,the Board voted to defer the matter until a later meeting.
It was ordered by the Board that Z.E.Byrd be slowed $8.00 on the burial expenses of
Hobson Fowlsr,of Duke Twp.,who died in dsstituts circumstances.
The allowance under the Pauper Fund to Woven Williams,col.of Averasboro Twp.,was increased
from $5.00 per quarter to $8.00 per month,it appearing to the Board that he is in very needy
cireumstancss,and unable to get sustenance othsrwise.
The Board took up the matter of the re-building of Elliot�s Bridge across Lower Little
River by Cumberland County,and D.H.Swnter was appointed to make examination of ssme,and to
investigate bills for lumber etc.,and to make settlement with Cumberland County accordingly.
It was ordered by the Board 'hat D.H.Ssnter be appointed to confer with the Board of
Commissioners of Cumberland relative to the re- building of Reaves Bridge across Lower Little
River,and to report the matter to this Board.
The Boards ordered that John Giles be placed on the Regular Pauper list at an allowance
of $9.00 per quarter.
Ths following Petition for a Special School Tax Election was received.
"PETITON FOR A SPECIAL TAX ELECTION.
To the Board of County Commissioners of Harnett County:
Ws,the undersigned Freeholders in the County of Harnstt,constituting
one - fourth of the Freeholders in the proposed special school District inoludsd within the
following boundaries,to wit:
Beginning at the Mouth of Mill Creek,thence as the Mill Creek to the Mouth'of Pond
Branch,thencs as the various courses of Pond Branch to the Fork of the Road,near A.J.Gilbsrt s,
themes as the as the Road runs by J.A.Gilbert to Township Road,thenes as Township Road to
interstet with Owlsboro road to Buzzard Branch,thence as Buzzard Branch and Little Creek to
Hector a Creek,thence as Hector a Creek to C.F.River,thencs up said River to the beginning,
being Dist. No. 3 Buckhorn Township- -
Respectfully petition your Honorable Board for an election to ascertain the will of the
people within the proposed special school district,whether there shall be levied in said district
a special annual tax of not more than 15 cants on the One Hundred dollars valuation of property,
and 45 cents on the poll,to supp,msnt the Public School Fund which may be apportioned to said
district by the County Board of Education in case such spacial tax is voted.
