MINUTES OF BOARD OF CO10AISSIONERS, NOV. 3rd, 1919. 5e0 0 ttft Board of County Commissioners met in regular session. Present J.D. Barnes, D.P. Ray, W.J. Mo. Stewart, R.T. Johnson, and Chas. Ross, Attorney. Ordered returns for Special School Tax in District #6, white race, Anderson Creek township, be put on minutes. Ordered election returns of District #5 Black River be put on minutes. Rev. J.C. Barnes allowed to list taxes to Auditor for 1919. Ordered that road petition between Chicoro and Dunn be laid off. Ordered that E.C. Tew be rebated on 3 acres of land $75.00 in Averasboro township. Ordered that A.M. Shaw make list of amount due from convicts from Feb. 1918. Voucher #1690 to the High Iron Provision Co. for $1738.95, balance on bridge iron, be hereby approved. Dr. J.W. Halford, J.C. Byrd, W.P. Holt are to get to�ether and select suitable man for health officer for county. Ordered that Sheriff of County visit the different townships during November in lieu of account. Moved and seconded that the culverts from Dunn Road be brought in the lot day of Dec. Ordered that the county attorney be instructed to collect E.S. Smith note and bring suit if necessary. Ordered-that H.O. Graham be released from poll tax of 1918. Moved and seconded that the Board of Commissioners and the Board of Education for W.P. Gentry see Mr. Beasley and have him here the first Monday in December. Ordered that Harry Campbell be allowed $5.00 per month. help. Moved and seconded that we pay the Fair Association $100.00 for police force extra '1�. l ME Be it resolved by the Board of Commissioners of Harnett County, North Carolina, that the bond form hereto attached in the matter of $50.000 Grove Township Road Bonds be and the same is hereby adopted, and is in all respects approved, and the Chairman and Clerk of this Board are hereby authorized to execute such bonds in said form, and to affix the County seal thereto and return said bonds to The Board of Education for delivery to the purchaser in accordance with the berms of sale. This resolution introduced by Mr. R.T. ,�ohnaon and seconded by W.J. lie. Stewart, and carried by a unanimous vote of the Harnett County Board of Commissioners on the 3rd day of Nov. 1919. ................ United States of America, State of North Carolina, Harnett County, Coats School District, School Building Bond. No. 1,000 Dollars. Know all men by these presents' That Coats School District in Harnett County, Worth Carolina, for value received, is indebted to and hereby promises to pay the bearer One 74ousand Dollars, lawful money of the United States of Smerica, on the lst day of October, 1939, with interest thereon at the rate of six per eentum per annum, payable semi - annually on the let day of April and October in each year, on presentation and surrender of the annexed coupons bearing a fac- simile of the signature of the Clerk of the County Commissioners of said County, as they severally become due. Both principal and interest of this bond are payable at the Hanover National Bank in the city of New York, State of New York, and the said Coats School District is hereby held and firmly bound, and its faith, credit, revenue and property are hereby pledged for the payment of the principal and interest hereof at maturity. This bond is one of a series of fifteen bonds of like date, tenor and effect, numbered consecutively from 1 to 15 inclusive, aggregating $15,000.00, issued by the Board of County Com- missioners of said Harnett County, for and on behalf of said Coats School District for the purpose of building a schoolhouse in and for said school District, under authority of an Act entitled "An Act to permit counties, townships, and certain school districts to issue bonds to build school- houses, "ratified by the General Assembly of the State of North.Carolina on the 26thday of Feb. 1915, as amended, and a resolution duly and regularly adopted by the Board of County Commissioners of said County on the 1st day of Sept. 1919. It is hereby certified, recited and declared that the question of issuing said bonds was duly and regularly submitted to the voters of said Coats School District at an election duly and regularly called and held for that purpose on the 12th day of Aug. 1919, and that a majority of the qualified voters of said School District voted in favor of the issuance of said bonds; that all acts, conditions and things required to be done precedent to and in the issuance of said bonds, have been properly done, as required by law, and that said.indebtednese does not exceed any statutory or constitutional limitation. In Witness Whereof, we, the undersigned, Chairman and Clerk of the Board of County Conunissioners of Harnett County, North Carolina, being dul)a authorized to execute this bond on behalf of said Coats School District, have hereto signed our names officially, and affixed the seal of said County, as of the 1st day of October, 1919. BE IT RESOLVED by the Board of Commissioners of Harnett County, forth Carolina, that the action of the Grove Township Road Commission in selling the $50,000 oad Bonds of said Township and in prescribing the f orm of said bonds be and the same is hereby in all respects ratified and approved, and the chairman and clerk of this board are hereby authorized to execute such bonds in the form prescribed by resolution of said Grove Township Road Commission adopted . Oct. 18th, 1919, and to affix the County seal thereto and return said bonds to the Grove Township Road Commission for deliver to the purchaser in accordance with the terms of sale. We, the undersigned citizens of Averasboro township, respectfully petition your Honorable Body to grant a public road beginning at a point about two miles south of the inter- section of the Dunn and Chicora, and Dunn and Godwin road, near A.C. Tew's tenant house which is situate near the Cumberlgnd and Harnett County line, and leads in a westerly direction by the residence of Geo. L. Hemingway, N.P. Lucas, and .going thence into the old Fayetteville and Raleigh Road at a point near the residence of Walton Page. The proposed road being about two miles in length and crossing the lands of W.F. County Commissioners met in regular sessin on December ist, 1919, present J.D. Barnes, chairman, J.C. Byrd, W.J. ;r_eStewart, R.T. Johnson, and Chas. Rose, Atty. It was ordered that M.I. Whittenton be released of taxes for 1919 $1000.00 listed by error. Ordered that !.B. Byrd be released of $2133.00 listed by error in Stewart's Creek township. Moved by J.C. Byrd and seconded by W.J. Me. Stewart that the Dunn Good Road District be paid $1800.00 for culverts for roads. Ordered that Loretta Truiove be released of $1.00 dog tax in Averasboro township. Ordered that W.A. Green be -released of $500.00, error in tax list. B.P. Gentry tendered his resonation as superintendent of public welfare and same was accepted by both Boards to take effect Jan: lat, 1920. Moved and seconded that L.K. Chaffin be elected as Supt. of Public Welfare at $1800.00 and expenses. - Ordefed that R.H. Thompson be released from tax on $2200.00 Improperly charged in Stewart's Creek township. Ordered that D.C. Collins be released of taxes on two dogs which died. Upon the filing of the report by the committee heretofore appointed to investi- gate the establishing of a public health service in the county, the Board of Education having been invited to meet with the Commissioners in joint session, and after hearing a general discussion of the matter by Dr. Miller, representing the State Board of Health, and a number of citizens of the county, the two Boards acting jointly agreed to accept the State Board's plan for the organization of public health department to be supported by contribution of State Board and associated agencies, of $3800.00, and by appropriation from county Board of Education of $2000.00 and Board of County Commissioners of $2000.00. I Fonnie Williams was taken off of pauper list.
