The Board of County Commissioners of Harnett County, North Carolimq met at the
Court House in Lillington, ]forth Carolina, on the 3rd. day of September, 1920, the fol-
lowing members being present:
J D. Barnes, Chairman, J.C. Byrd, R.T. Johnson, D.P. Ray, W. J. Me Stewart,o W.H.
Fauoette, Clerk.
WHIRIAS, there is no provision under the laws of the State of North Carolina for
the creation and maintenance of a Board of Road Commissioners or Highway Commissioners
or other bridge governing body in the County of Harnettm North Carolina, and there being no
Board of Road Commissioners or Highway Commissioners or other bridge governing body in
said County,' therefore, the powers and duties of the County Board of Commissioners of said
County, pertaining to the readsan brdges therein, are in full force and effect as provid-
ed the laws of the State of North Carolina, and,
WHXRXAS„ under, by virtue of and in pursuant of the laws od the State of North
Caroli*A, including among others Section 2696 of the Revisal of 1905, as amended by Chapter
103, $P lio Laws of 1917 and Chapter 185 Public Laws of 1919, the Commissioners of Harnett
County, orth Carolina, in their discretion are "authorized to issue notes for the purpose
of building and rebuilding the public roads and bridges of said County, and,
WHXRNAS, ',the public roads and bridges of Harnett County are in urgent need of building
and rebuilding, and an estimate having been made showing that the cost of building and
rebuilding he public roads the public reads and bridges will be at least Twenty five thousand
Dollars (425,000.00) and the Commissioners finding that it Is a faotthat the sum of $25,000.00
is needed for the building and rebuilding the public roads and bridges of said County, and
being desirous of proceeding with said bxiidiU' and rebvALding at once, whioh work cannot be
done with the labor and funds at the command if or in the hands of the Board of
County Commissioners of said County,
NOW THNRNFOR.., BX IT RNSOLVID BY THU BOARD OF COUNTY COIAMISSIONNRS OF HARNITT COUNTY,
NORTH CAROLINA, that in order to secure the money necessary and required to build and rebuild
the roads and bridges in and for said County,dt is necessary for the County to borrow the
sum of $25,000.00, and that in order to secure said sum of money, it issue and sell its obli-
gations in the form of SIX MONTHS NOTIS, to be known as "Road and Bridge Notes ", payable
to bearer, Laid notes shall be in the denomination of $5,000.00 each, numbered frim
One (1) to F ve(5), both inclusive, with in #erect at six per cent (6 %) per annum, payable
at maturety, principal and interest payable at the Chase National Band, in the City and State
of New York. Said Notes shall be dated Sept. 3rd. 1920, and shall mature March lot. 1921.
Said notes shall be substantially in the following form:

KNOW ALL MIN BY THXSF PRI:SINTS that the County of Harnett, in the State of North
Carolina, for value received, hereby promises to pay to bearer, on the iay of , the
principal at sum of Dollars, with interest thereon from date at rate of six
per cent per annum, payable at maturety„ at The Chase National Bank, in the City and
State of New York, being money borrowed to pay the necessary expenses of said County*
under the authorij$ of and in full compliance with the Cons *itution and Statutes of the
State of New York.
It is hereby certified and recited that each and every m>#a act, condition and
thing required to be done,to have happened, and to be performed, precedent to and in the
issuat►oe of this note, has been done, has kmmm happened, and has son performed in atztat
full and strict compliance with the Constitution and Laws of the State of North Carolina,
and that this note, together with all ether notes or obligations of said County, does
not, exceed any. constitutional or statutory limit.

Board of County" Commissioners, and attested by the Clerk of said Board under its corporate

gauss collection of taxes heretofore levied or to be levied.

and rebuilding of the public roads and bridges of said County.

Brothers Company, of Greensboro, N. C, at their bid of par, and that ak ' the Chairman a
and Clerk of this Board are hereby authorized and directed to execute said notes, and t
the County Treasurer is hereby authorized and directed when they are so executed, to
deliver the same to said Bray Brothers Company on compliance ult by them with the terms
of their Uid.

Me Stewart, D . P. Ray R.T. Johnson and Chas. Ross, Attorney.
Minutes of last meeting read and approved.
Moved and seconded that Archie Matthews be allowed $8.00 per month instead of $5.00.
Ordered that County Physioiah go and investigate the condition of John Holmos and wife,
and allow $5.00 per month until that it done. In Averasboro Township.
Moved and sgoonded that we pay 50115' of cost of policing th.rground frem fair ground to
Town of Dann.
A. Z. Pendergrass tendered his resignation as goad Commissioner of Stewartd Creek
Township, and same was accepted and Mr. F.D. Byrd was appointed in his place
Ordered that Cattie Morrison be allowed $5.00 per month instead of $3.00.

trist, being District No 2 , located in Neill's Creek Township, Harnett County, North
Carolina, having held the election in said Special Tax School District according to the pro-
visions of Section 4115 of the revisal of 1905 of North Carolina, as amended 1907, 1909
and 1911, on the 10th. day of August, -1920, do make and - ertify to be correct the following

Sept 6th. 1920.
PSTITION
WHRREAS, Coats School District has voted bonds to the extent of Twenty Five Thousand
Dollars' and
WHifRIAB, it is desirour and expedient that a school house costing Fifty Five Thousand
Dollars be built, and the said School District will need approximately thirty, Thousand
Dollars to complete and equip said building.
NOW THRREFORE, the Board s♦ Rduoation of the County of Harnett, in regular session
assembled on the 6th. day of Sept. 1982. do hereby petition the Honorable Board of
,County Commissioners of Harnett County to wall an election for the purpose of ascertain-
ing whether the qualified voters in said special school district are in favor U of issuing
bonds. in the sum of Thirty Thousand Dollars for the purpose hereinbefore mentioned, said
election to be held on the 8th. day of Oct., 1920; said bonds to run for a period
of twenty years, and to bear interest at the rate of six per oent per annum, payable
semi - annually on the lot. days of May and November in each year; that a tax of not ex-
oeeding thirty cents on the hunAxes dollars property and 901 on the poll_ shall be
levied for the purpose of paying ',.the interest and providing a sinking fund for the
principal of said 'bonds.

WHXRZAS, a petition of the County Board of Zduoation has been filed mi•th the
Coufy Bpard of Commisiioners asking the said County Commissioners to order an election
for -the purposes of submitting to the qualified voters of Coats School District the quest-
ion -of issuing bonds in the sum of Thirty Thousand Dollars to run for a period of
twenty years and to bear interest at the rate of six per oent per annum; payable semi-
annually, and for the purpose of providizig for a tax levy not to exceed 30¢ on the
hundred Dollars of property and 90� on- the poll to provide for the payment of the
interest and a sinking fund for the principal thereof, under the authority of and uaiaz
in accordance with thf a public local act passed by the Legislature of North Carolina
ratified the 20th. day -of Sugust, 1920, entitled "An Act to permit Townships and school
