We, the undersgined, Registrar and Judges of,Election for special Tax School District No 4 let
located in Anderson Creek Township, Harnett County, North Carolina, having held the election
in said Special Tax School District according to the provisions of Section 4115 of the Revisal
of 1905, of North Carolina, as amended 1907. 1909 and 1911, on the 20th. day of July, 1920, do
make and certify to be correct the following statement:

TO THE HONORABLE, BOARD OF COM'':1ISSIONERS OF HARNETT COUITTY:
We, the undersigned, residents and voters of Stowartle Creek Township, Harnett. County, North
Carolina, respectfully petition your honorable Board to wall an election in said Township for
the purpose of authorizing the issuance of bonds of said Township in the sum of.$2 §y000, in
accordance with the provisions of Chapter 427, Public -Local Laws of North Carolina, Session 1913,
for the purpose of improving the roads of said Township:

Whereas a petition has been filed with the County Commissioners of Harnett County, signed
by more that one -fifth of the qualified voters of Stewart's Creek Township, asking that an elec-
tion be called in said Township in accordance with the previsions of Chapter 427.4f the Public
Local Laws of the North Carolina Session 1913, for the purpose of passing upon.the question
of issuing bonds for the improvement of the purlie roads of said Township in the Sum of Twenty
Five T #ousand Dollars, and whereas the Board finds that said petition is regular and complies
with all the requirements of said act, and is therefore resolved:
That an election be yali and the same is hereby called to be held at the regular voting places

iwxxKx maxtx on Saturday, September, 11th., 1920 for the purpose of presenting to the qualified
voters of said township `he queettion of issuing bonds in the sum of Twenty Five Thousand Dollars
($25,000.00) for the purpose of road improvement as.provided in said Chppter 427 of the Public
Local Laws of 1913, . subject to the terms and conditions of said Act; and be it further resolved
that a new registration of the voters of Stewards Creek Township for the purpose of said elec-
tion is hereby ordered, and for Registrar for said election, Hassie Truelove is hereby appointed,
and Jasper Byrd and C.M. Allen are hereby appointed Poll H.lders. The said registration and
election to be conducted as provided for Election of Xembers f the ,,eneral Assembly under
the general Election Laws, exeept that the returns thereof shall be made to the .County Com-
missioners.
Upon motion of R.T. Johnson, seconded by D.P. Ray, the able resolution was adopted, these vot-
ing in the affirmative being Byrd, Johnsen, Ray and Stewart, those voting n negative, none.

The Board of County Commissioners of Harnett County, North Carolimq met at the
Court House in Lillington, ]forth Carolina, on the 3rd. day of September, 1920, the fol-
lowing members being present:
J D. Barnes, Chairman, J.C. Byrd, R.T. Johnson, D.P. Ray, W. J. Me Stewart,o W.H.
Fauoette, Clerk.
WHIRIAS, there is no provision under the laws of the State of North Carolina for
the creation and maintenance of a Board of Road Commissioners or Highway Commissioners
or other bridge governing body in the County of Harnettm North Carolina, and there being no
Board of Road Commissioners or Highway Commissioners or other bridge governing body in
said County,' therefore, the powers and duties of the County Board of Commissioners of said
County, pertaining to the readsan brdges therein, are in full force and effect as provid-
ed the laws of the State of North Carolina, and,
WHXRXAS„ under, by virtue of and in pursuant of the laws od the State of North
Caroli*A, including among others Section 2696 of the Revisal of 1905, as amended by Chapter
103, $P lio Laws of 1917 and Chapter 185 Public Laws of 1919, the Commissioners of Harnett
County, orth Carolina, in their discretion are "authorized to issue notes for the purpose
of building and rebuilding the public roads and bridges of said County, and,
WHXRNAS, ',the public roads and bridges of Harnett County are in urgent need of building
and rebuilding, and an estimate having been made showing that the cost of building and
rebuilding he public roads the public reads and bridges will be at least Twenty five thousand
Dollars (425,000.00) and the Commissioners finding that it Is a faotthat the sum of $25,000.00
is needed for the building and rebuilding the public roads and bridges of said County, and
being desirous of proceeding with said bxiidiU' and rebvALding at once, whioh work cannot be
done with the labor and funds at the command if or in the hands of the Board of
County Commissioners of said County,
NOW THNRNFOR.., BX IT RNSOLVID BY THU BOARD OF COUNTY COIAMISSIONNRS OF HARNITT COUNTY,
NORTH CAROLINA, that in order to secure the money necessary and required to build and rebuild
the roads and bridges in and for said County,dt is necessary for the County to borrow the
sum of $25,000.00, and that in order to secure said sum of money, it issue and sell its obli-
gations in the form of SIX MONTHS NOTIS, to be known as "Road and Bridge Notes ", payable
to bearer, Laid notes shall be in the denomination of $5,000.00 each, numbered frim
One (1) to F ve(5), both inclusive, with in #erect at six per cent (6 %) per annum, payable
at maturety, principal and interest payable at the Chase National Band, in the City and State
of New York. Said Notes shall be dated Sept. 3rd. 1920, and shall mature March lot. 1921.
Said notes shall be substantially in the following form:

KNOW ALL MIN BY THXSF PRI:SINTS that the County of Harnett, in the State of North
Carolina, for value received, hereby promises to pay to bearer, on the iay of , the
principal at sum of Dollars, with interest thereon from date at rate of six
per cent per annum, payable at maturety„ at The Chase National Bank, in the City and
State of New York, being money borrowed to pay the necessary expenses of said County*
under the authorij$ of and in full compliance with the Cons *itution and Statutes of the
State of New York.
It is hereby certified and recited that each and every m>#a act, condition and
thing required to be done,to have happened, and to be performed, precedent to and in the
issuat►oe of this note, has been done, has kmmm happened, and has son performed in atztat
full and strict compliance with the Constitution and Laws of the State of North Carolina,
and that this note, together with all ether notes or obligations of said County, does
not, exceed any. constitutional or statutory limit.
IN WITNNSS WHTRIOF said County has caused this note to be signed by the Chairman of its
Board of County" Commissioners, and attested by the Clerk of said Board under its corporate

Brothers Company, of Greensboro, N. C, at their bid of par, and that ak ' the Chairman a
and Clerk of this Board are hereby authorized and directed to execute said notes, and t
the County Treasurer is hereby authorized and directed when they are so executed, to
deliver the same to said Bray Brothers Company on compliance ult by them with the terms
of their Uid.
On Motion" of Mr. R.T. Johnson, seconded by D.P. Ray, the foregoing resolution was
adopted by the, following roll- call vote, to -wit:
