To the Honorable Board of County Commissioners,
Harnett County,North Carolina,
Sirs:
Your finance Committee have spent considerable time in reviewing all of the accounts of W.H.
Turlington, Ex-Sheriff with respect to taxes collected by him during his term if office, and we
give below our conclusions as to present state of the several 4ocounts. The Sheriff has, under
the law, to distribute the funds through so many differed Treasuries, ant many of these accounts
are in accessible, and often kept by men who have had little opportunity for learing methods of
book keeping, that a general audit of this kind entails considerable work. The work of the finance
committee would be greatly simplified if all tax collections passed through the handsof one county
agency to be distributed among the several funds.
