At an adjourned meeting of the Noari of Commissioners of Harnett younty, held at the courthouse
door in Lillington, North arolina, on the 21st. day of Fabruary, 1922, at which the following mem-
bers were present, J.C.Byrd, Chairman, J.W.Jordan and W. J. Me Stewart, and the f ollowlnx members
were absent, R.T. Johnson ani Jas. A. Buchanan, the following weng other proeeedinhs, were had:
J.W.Jordan introduces- the following preamble ant resolution, which was seconded by
W.J.He Stewart, and unanimously adopted:
WHRRFAS, Therexkxmz have been heretofore duly issued pursuant to resolutions of the Boar* certain
notes of the County of Harnett for the purpose of providide funds for building or rebuilding public
roads and bridges in said county, of which there are about to matures notes aggregating One use

Hundred and Fifty Thousand( $150 9 000.00) all of whiaeh notes have been issued since the eighth day
of March, 1919, pursuant to the authority conferred by chapter 181 of the Public Laws of 19199 being
"An Act to amend section 2696, Revisal of 1905, as amended by chapter 103, Public Laws pit'1917" and
being contained in the Consolldatdd Statutes of North Carolina, ft sections 3767 and 3772, both in-
clusive; andx
WHRRFASm it is deemed by this Board desirable and for the benefit df thl County that the said sev-
eral notes be funded and paid by the issuance of the Bonds of the County of Hatmett, pursuant to the
laws aforesaid, NOW, THEREFORE:
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNRTT COUNTY, IN THE STATE OF NORTH CAROLINA.
Section 1: That there be issued, pursuant to sections 3767 to $772, both includive, of the Con -
solidated Statutes of North Carolina, bonds of the County of Harbett, in the State of North Carolina,
to be known as Road and -,ridge bonds, in the amount of One Hundred Fifty Thousand ($150000.00) Dol-
lars, dated the fifteenth iay of February, 1922, consisting of one hundred and fifty bonds of the
denomination of One Thousand($1000.00) Dollars each, numbered 1 to 150, both inclusive maturing in
numerical order three bonds on the fifteenth day of February of each jM of the years U1928 tO 1932,
both inclusive, five bonds on the fifteenth day of February of each of the years 1933 to 1943,
both inclusive, eight bonds on the fifteenth day of February of each of the years 1944 to 1948, both
inclusive, and ten bonds on the fifteenth day of February of each yuz of the years 1949 to 1952,both
inclusive, and bearing iinterest at the rate of six per cent per annum, payable semi- annually on the
fifteenth day of vabruary and fifteenth day of August, at Mechanics and Metals National Bank, in
the City of New York.
Section 2. Said bonds shall have interest coupons attached, and shall be in substantially the
following form, to -wit,
$1000.00 UNITED STATES OF AMFRICX, STADO OF NORTH CAROLINA, COUNTY OF HARNETT.
ROAD AND BRIDGE BONDZ.
KNOW ALL MEN BY THFSF PRF`FNTS, that the Cou #ty of Harnett, in the State of North Faroliba, is
justly i*debted and ;tor value received hereby promises to pay to the bear on the fifteenth day
of February, 19_, the principal sum of ON E THOUSAND DOLLARS
With interest thereon at the rate of six per cent per annum, payable semi - annually the fifteenth
day of February and the fifteenth day of August, in each year, upon the presentation and surrender
of the annexed interest coupons as they severally become due. Both principal and interest of this
boijd are payable at Mechanics ani Metals National Bank, in the City of New York and State of New
York. F -r the prompt payment hereof, both principal and interest as the same become due, the full
faith, credit and resources of said County of,Ma.rnstt are hereby irrevocably pledged.
This bond is one of an issue of one hundred fifty bonds of like date, amount and tenor, exceptas
to matureties, aggregating $150000.00$ and is issued under the authority of and in full compliance
with Section 3768 of the Consolidated Statutes of North arolina to meet the necessary expenses of
said County, to -wit: the payment pf a like amount o-f the "valid outstanding notes of said County is-
sued under the authority of and in full compliance with the aforesaid statute for the purpose of
building and rebuilding the public roads and bridges of said county, all pursuant to reso lutions
duly ad^pted by the Board of Commissioners, such borad being vested with full authority to build
and rebuild xx1A roads and bridges in said County and to authorize the creation of Indebtedness
and levy taxes therefor. It is hereby certified #S[at and recited that all acts, conditions and things
regdred to exist or be done precedent to and in issuance of this bond by the laws and constitutions
of said State, have duly happened and performed; that provision has been made for the levy and col -
lestion of a direct annual tax upon all the taxable property. within said County sufficient to pay
the interest and principal of this bond as the same shall become due; and that the total indebtadness
Of the Said County ,.including this bond, does not exceed arty constitutional or statutory limita-
tion.
IN WITNESS WHRRROF, the Board of Commissioners of said County of Harnett has caused this bond to
be eigned,by its Chairman, and its corporate seal to be affixed, attested by the Registers of Deeds,
who is its Clerk, and the interest coupons hereto attached to be signed with the facsimile signature
of said " giater of Deeds all as of the -5th. Say of February, 1922.

The County of Harnett, in the State of North Carolina, will pay to bearer at Mechanics .and Metals
National Bank, New York, N.Y. Thirty Dollars, being six months interest, then due on its Road and
Brblga bond=, dated February 15th. 1922, No

Section 3: That Board being authorized by the aforesaid statute to sell said bonds at private
sale in its discretion, and it having received an offer for sale of bonds at private sale which,
after careful ooneideration, it has been determined to be to the advantage of the County to ae64pt
without further inlay, the said bonds are hereby awarded and sold to John J. George, at the price
of par, together with accrued interest on said bonds F ram the date thereof to the date of delivery
and a premium of $1500.00, said purchaser to pay the cost of preparing the clank bonds.
Section 4 :Tha Chairman of Clerk of the Board are hereby authorized to execute said bonds and to
affix the Seal of the County thereto, and the County Treasuret is hereby authorized to deliver said
bonds on receipt of the purchase price, as aforesaid, and to hold and apply the proceeds only to
the purposes mentioned in the peambles Zsrenf, such purposes being necessary expenses of the County.
Section 5: In each year while any of said bonds shall be outstanding, there shall be levied upon
all real exult and personal property in said County a tax sufficient to meat the interest on said
bonds as it shall accrue, and to create a sinking fund for the payment of said bends at maturety,whib
tax may be reduced in any yearonly by the amount of poll or other taxes regdred txxaazx by the law to
be levied for such purposes, and to the extent only to which such poll or other taxes shall actual-
ly have been received and applied to such purposes.
