The board.of 'aunty Commissioners of Harnett County,North,Csrolina, met in
adjourned session at-the Court House in the Town Of Lillington, North Carolina, on
the 25th day of August, 1931, the following members being present;

The Clerk presented publishers, affidavit showing that the order authorizing
the issuance of $70,000 Funding Bands of the County of Harnett, which was introduc d
at a meeting of the Board of Commissioners of the said County on August 12th, 1931,
was publishediin` the Dunn Dispatch, a newspaper Published in the County of Harnett,
on August 14th, 1931, as required by Section 16 of The County Finance Act.
At the hour of 10:00 o'clock A. M. the Chairman announced that the Board wou_d
hear any and all citizens or taxpayers who might desire to protest against the
issuance of said bonds.
WHEREAS, all person, if and, desiring to protest akainst the issue of
£70,000 Funding Bonds authorized by an order of this Board introduced August 12th,
1931, have been heard;
NOW,THEREFORE, BE IT RESOLVED that the saia order is hereby finally passed i
the form of its introduction.
FUTHER RESOLVED that the Clerk of this Board is hereby directed tp publish
once in each of two successive weks in The Dunn Dispatch, a newspaper published
in the County of Harnett, a copy Df the bond order authorizing the issuance of
:70,000 Funding Bonds of the 'aounay of Harnett, and finally passed on this date
together with a notice appended tiereto,in the following form:
The foregoing order was finally passe on the 25th. day of August, 1931,
and was !:first published on the 28th. day of August, 1931. Any action or proceed -
ing questioning the validity of said order must be commenced within thirty days
after its first publication.

FURTHER RESOLVED that for the purpose of funding valid indebtedness of the Oounty
incurred before. July 1, 1931c and payable already or within one year hereafter and
incurred for necessary expenses which are also special purposes within the meaning
of the Constitution, and pursuant to The County Finance Act as amended; and to tre
bond order finally passed on August 25th. 1931, the County issue $70,000.00 l'undin
Bonds, payable to Bearer. Said bonds shall be in coupon form, registrable as to both
and interest, of the denomination of y$1,000.00 each, numbered from one
to seventy (1 to 70), both inclusive, bearing interest at five and one half per
cent O per annum, payable semi- ar_nuasly, both principal and interest payable at
the (phase National Bank in the vity Gild State of New York and shall be dated the
first day of September, 1931, aftd shall mature in their numerical order beginning
with Bond No 1, as follows:
x;2000.00 on the first day of September in each of the years 1933 to 1943, Loth
inclusive, and
$3000.00 on the first day of September in each of the years 1944 to 1949,both'
inclusive.
Said bonds shall be si404 by the Chairman of the Board of County 4oemissioners and
attested by the Clerk of said Board, and shall have the seal of the the affixed'
thereto. The coupons thereto attached shall bear the signature of the Clerk of said
Board, but his signature thereon may be lithographed or engraved fete- simile.
FURTHER RESOLVED that sand bonds and the coupons thereto attached shall be in
substantially the following form, to-wit:

itself indebted, and for value reveived promises to pay to bearer or if this bond be
registered to the registered holder thereof, in the sum of

($1000.00) on the first day of'Seotember, 19 and to pay the interest thereon from
the date of this bond at the rate of give Jr one half per cent per annum, payable
semi - anhually,on the first day of March and September in each year upon presenta-
tion and surrender of the annexed: coupons therefor, as they severally become due,
or, if this bond be registered, to the person in whose name it is registered.
Both principal and interest are payable in lawful ,money of the United States of

At the request of the holder,! upon presentation of this bond, with all unmatured

and cancelled :and this bond registered in the name of the holder on the books of
said Treasurer. After such registretion, noted hereon by such Treasurer, nc transfer

person, or by attorney, and noted hereon by the Treasurer.
This bond is one of an authorized issue of seventy bonds (70) of like date
tenor and effect, except as to date of maturity, numbered from on to seventy
(1 to 70) b6th inclusive, aggregatinE SEVENTY THOUSAND LOLLARS ($70,000.00), issued
for the purpose of funding valid indebtedness of the County incurred before July, 193
and payable already or within one year hereafter and incurred for necessary expenses
which are also special purposes within the meanigg of the Constitution, under and
pursuant to The County Finance Act as amended and a resolution duly adopted by the
Board of County Commissioners of the said County.
It is hereby certified, recited and declared that all acts, conditions ant
things required by the constitution and Statutes of the State of North Carolina to
exist, happen and be performed, preceEent to or in the issuance of this bond, exist,
have happened and have been performed, in the due form and manner and that this issue
of bonds, togetjher with all other indebtedness of the County of Harnett, is within
every debt an( other limit prescribed by the Constitution and Statues of said State.
The full fuith and credit of said t;ounty are ercle fledged for the punctnei payment
of the principal and interest ,e cof when due.

FURTHER RESOLVED that the Treasurer is hereby authorized and directed to
provide a suitable book or books for the registration of such bonds and carry out
the provisions set forth in said bonds for the conversion of same into registered
bonds and for ,he granstet thereof.
FURTHER OLVED'that the proceeds of said bonds shall be used only for the
purpose Of 'yng valid indebtedneiss of the County incurred before July, 1, 1931
and payaq already or within one year hereafter and incurred for necessary expense

FURTHER RESOLVED that there shall be annually levied and collected, in the
same manner as other taxes, are lived and collected upon property in the County
a tax ad aalorem upon all the taxable property in the'County sufficient topay the
interest on sadi bonds as it fails due and the principal thereof at maturity, which
said tax and this resolution ordering the same, shall be and remain trrepealaable
as long as by of said bonds shall remain outstanding and unpaid.
FURTHERS RESOLVED that the Che,riman and the Clerk of the Board of Commissioners
are hereby authorized and directed to sign said bonds and affix the seal of the
County thereto and when thus signed and sealed, the county Treasurer is authorized
and directed to deliver said bonds,: to the Local'$Svernment Commission of North
Carolinaanaleigh, N.C. for their, approval and delivery to the purchaser through
the State Treasurer,
RIJRTHER RESOLVED" that the Local Government Commission of North Carolina be
requested to advertise and sell said bonds, as herein authorized and described
on such date as they may determine.
FURTHER RESOLVED THAT the Chariman of this Board is authorized to represent
the County in all matters before the Local Government Commission connected with this
issue, with power to delegate any or all such duties. ,
