The Board of Commissioners met in adjourned session Asti[ It the Court House in the Town of Lillington,North Carolina, on the 12th. day of August, 1931, the following Members present: J.W.Halford,Chairman, E.L.Cooke,member, J.H.W1lllams,Jr, member, J.B. Ennis, member and Edwin Harrington, Clerk. WHEREASthis Board of Commissioners did introduce on lune, 1, 1931 two bond orders aggregating 6135,000.00, which orders were finally passed on June 13th.1931, entitled as follows "AN ORDER AUTHORIZING THE ISSUANCE OF SEVENTY FIVE THOUSAND DOLLARS (675,000.00) FUNDING BONDS OF THE COUNTY OF HARNETT, NORTH CAROLINA "3 and "AN ORDERER AUTHORIZING THE ISSUANCE OF SIXTY THOUSAND DOLLARS (660,000.00) SCHOOL FUNDING BONDS OF THE COUNTY OF HLRNETT,NORTH CAROLINA ", and WHEREAS, these orders do not correctly represent the purpose for which these bonds are to be issued and the Board now wishes to withdraw and repeal said orders as introduced, finally passed and all resolutions pertaining thereto; NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett County, North Carolina, that the orders herein referred to, the financial statements filed with same, the public hearings of said orders and the resolutions authorizing said bonds acid adopting the form thereof pawed on June 13th.1931, by and the same are hereby withdrawn, repealed and made null and void. BE IT FURTHER RESOLVED that a copy of these resolutions, including the preamble be published in "The Lunn Dispatch ", of Dunn, N. . on Friday, August 14th.r: over the signature of the Clerk of this Board. Lillington,N.C' Aug.12,1931 The Board of bounty Commissioners of Harnett County, North Carplina, met in adjourned session at the "ourt House in the Town of Lillington,North Carolina, on the 12th.day of August,1951, the following members being present: J.W. Halford,Chairman, E.L.Cooke, member, J.B.Ennis,Member, J.H.Williams,Jr.,member and Edwin Harrington, Clerk. Mr. E.L.Cooke introduced the following order providin:^ for the issuance of $70,000.00 Bonds: ORDERED BY THE COUNTY COL-- ThLISSIOfthRS OF HARNETT COUNTY? NORTH CAROLINA: 1. That Bonds of the "aunty shall be issued for the purpose of funding valid indebtedness of the County incurred before July 1, 1931, and payable already7iithin one year hereafter and incurred for necessary expenses which are also special pur- poses within the meaning of the 'onstitution. The maximum principal amount of said bonds is 670,000.00. 2. That a tax sufficient to pay the principal and interest of said bonds when due shall be annually levied and collected. 3. That a statement of the County debt for other than school purposes has been filed with the Clerk and is open to public inspection. 4. That this order shall take effect unon its passage and shall not be submitted to the voters. The introduction of the foregoing order was unanimous by the following roll - call vote,ot -wit: Commissioners voting in favor of the introduction of said order: J.W.Halford, ChairLan,E.L. Cooke ,Member,J.H.WIlliam,sJember J.B. Ennis,member. No commissioners voting against introduction of said order. After the introduction of the foregoing order the County lccountant,''ounty Auditor and Chief Financial Officer was directed to file with the Clerk of the Board of Commissioners a financial statement of the Wounty in the form requiredby Scetion 14 of The County Finance Act. The said financial statement was thereupon filed with the Clerk. RESOLVED, that a public hearing upon the order entitled "Ordered by the bounty Commissioners of Harnett County, Ndrth Carolina" authorizing the issuance of 670,000.00 Bonds, introduced at a meeting of the Board of Commissioners held on the 12th. day of august, 1931, shall be held on the 25th. day of August, 1931, at 10 o'clock, 1..,, at a meeting of the Board of Commissioners at L111ington,N.C. FURTHER RESOLVED, the Clerk of the Board of Commissioners is hereby directed to publish said order in "The Lunn Dispatch ", a newspaper published in the County of Harnett. with a statement immediately below the same in substantially the following form: "The foregoing order has been introdiced and a sworn statement has been filed under The " ounty Finance Act showing the assessed valuation of the County to be 624,667,013.00 a,:d the net debt for other than school purposes including the proposed bonds to be x;727,000.00. A -be: C1 be levied for the payment of the proposed bonds and interest if the same shall be issued. Any citizen or taxpayer may protest against the issuance of such bonds at a meting of the Board of Commissioners to be held at 10 o' lock, A.M. on the 25th. day of August, 1931, or an adjournment thereof, at the Court'`House in Lillington, North Carolina. Williams ,member. No commissioners voting against passage of said resolution. STATEMENT OF DEBT OF THE COUNTY OF HARNETT? NORTH CAROLINA? INCURRED AND TO BE IN* CURRED FOR PUR OSES OTHER' THAN SCHOOL PURPOSES, MADE AND FILED PURSUANT TO SECTION 14 OF THE COUNTY FINANCE ACT, AFTER THE INTRODUCTION AND AT LEAST TEN DAYS BEFORE TIC FINAL PASSAGE OF AN ORDER FOR THE ISSUANCE OF 470,000.00 FUNDING BONDS? WHICH ORDER WAS INTRODUCED AT A MEETING OF THE BOARD OF COMUIISSIONERS OF SAID COUNTY ON AUGUST 12TH. 1931. That bonds of the Oounty shall be issued for the purpose of funding valid indebtedness of the 'county ' incurred before July 1, 1931, and payable already or within one year hereafter, which injdebtedaness was incurred' for maintaining the school term required by the Constitution as a part of the State system of public Rehools. The maximum principal amount of said bonds is $60,000.00. 2. That a tax sufficient to pay the principal and interest of said bonds when due shall be annually levied and collected. 3.
