The Board of Commissioners met in adjourned session with the following

RESOLUTION:
WHEREAS the 24.acres known as J.A. Marsh residence in Town of Lillington,
Lillington Township, Harnett "ounty, North Carolina, is encumbered and the
holders of said encumbrances desire that tax may be paid on said real estate
separate and apart from other taxes of said J.A. Marsh for year 1930 for County
of Harnett and whereas the 1930 tax value of said 21 acres if #3500.00:
NOW THEREFORE be it resolved that said 24 acres residence of J.A. Marsh in
Town of Lillington bereleased of any and all taxes for year 1930 upon the val
cation of *3500.00, and the Tax Collector and Auditor are authorized and directed
to "issue proper receipt as payment in full of said tax upon payment of 1930
County taxes on valuation of *3500.00■

The clerk presented publisher's adfidavit showing that the otder authoriz-
ing the issuance of 674,000.00 Funding Bonds of the County of Harnett, which was
introduced at the regular meeting of the Board of Commissioners of Harnett '4ounty
on June 1st. 1931, was published; in The Dunn Dispatch, a newspaper publisher in
the "ounty pf Harnett, on June 2nd. 1931, together with the Statement in the
form - prescribed by section 16 of the County iinance Act that any citizen or
taxpayer may protest against the issuance of daid bonds at a meeting of the
Board of County dommissioners to be held at 10 otcloek, A.M. on June 13th. 1931.
At the hour of 10 o'eloek, A.ti. the 4hairman announced that the Board would he
hearaany and all citizens or taxpayers who might desire to protest against the
issuance of said bonds.
NO PROTEST
After hearing all persons desiring to be heard the hearing was declared
ulosed.
It was moved by Mr. J.B. Ennis and seconded by Mr. E.L. "Doke that the or-
der entitled " An order authorizing the issuance of 675,000.06 Funding Bonds of
°County of Harnett, North Carolina" introduced at a regular meeting of June
lst. 1931, be adopyed without chance; or amendment.

County of Harnett, a copy of the bond ceder authorizing the issuance of
$75,000 Funding Bonds of the county of Harnett, NorthOarooina, and adpoted
on tnis date together with a notice appended thereto in the following form:
"The foregoing order was finally passed on the 13th day of June, 1931
and was first published on the 16th day of June, 1931, Any action or

BE IT FURTHER RESOLVED, that the Treasurer is hereby authorised
and directed to provide a sutiable book or books for the registration
of such bonds and oarry out the providieon set forth in said bonds for
the oo =version of same into registered bonds and for the transfer thereof.
BE IT FUUTHER RESOLVED that the proceeds of said bonds shall be used
only for the purpose of funding a valied indebtedness of the aunty of Harnett
incurred prior to July 1, 1931, and which indebtedness is now due or payable
within one year fromthe passage of the orders authorising same.
BE IT FURTHER RESOLVED that there saall be annually levied and collected
in the same manner as other taxes are levied and collected upon property
in the county a tax ad valorem upon all the tamable property in the county
sufficient to pay tne interest on said bonds as it falls due, and the
principal thereof at maturity, which said tax and this resolution orderin g
the same, shall be and remain irrepealable as long as any of said bonds
shall remain outstanding and unpaid.
BE IT FURTHER RESOLVED, that the Chairman and Clerk of the Baord of
Commissioner are hereby authorized and directed to sign said bo$d and affix
the seal of the county tnereto and when this signed and sealed, the county
Tresrurer is authorised and directed to deliver said bonds of eh Local
Govenment Commission of North Carolina, at Raleigh, N. 0. fro their
approval and delivery to the purchaser thmeugh the state Treasurer.

North Carolina be requested sat to advertise and sell said bonds as

" AN ORDER AUTHORIZING THE ISSUANCE OF SEVENTY -FIVE THOUSAND DOLLARS
($75,000.00) FUNDING BONDS OF THE COUNTY OF HARNETT, NORTH CAROLINA.
BE IT ORDERED by the. Board of commissioners of the county of Harnett
North Carolina, -as follows: -
Section 1. Pursuant to o -The County Finance Act of North Carolina bonds
of the County of Harnett, North Carolina, are hereby authorized to be
issued for the purposes of funding a valid indetbedness of the county of
Harnett incurred prior to July 1, 1931 and wnich indebtedness is now due
or payable within one year from the passage of this order, and was created
for necessary expenses of the county,` and which indebtedness is more-
particularly described as follows:

not be submitted to the voters.

been filed under the County Finance Act dhowing the assessed valuation of
the county to be $24,667,013,00 and the -net debt for other than School

proposed bonds and interest if the same shall be issued. Any citizen ar

BE IT FURTHER RESOLVED, that the Treasurer is hereby authorized and
directed to provide a suitable book or books for the registration of such
bonds and carry out the provisions set forth in said bonds for the
conversion of same into registered bonds and for the transfer thereof.
BE IT FRRTHER RESOLVED, that the proceeds of said bonds shall be used
only for the purposes of funding a valid indebtedness of the oounty of
Harnett incurred prior to July lst, 1931 and which indebtedness is now due
or payable within one year from the passage of the order authorizing
same, and was created for carrying on-at least a six months' school term
in Harnett county, same being a part of the uniform state System of
public schools required by the Constitution.
BE IT FURTHER RESOLVED, that there saall be annually levied and
collected, in the same manner as other taxes are levied and collected spoil
property in the oounty, a tax ad valorem upon all the taxable property
in the County sufficient to pay the interest on said bonds as it falls due,
and the princiapl thereof at matuttty, whioh said tax and this resolution,
ordering the same, shill be and remain irrepealable as king as any of said
bonds shall remain outstanding and unpaid.
BE IT FURTHER RESOLVED, that the Chairman and Clerk of the Board of
Commissioners are hereby authorized and directed to sign *hid bonds and
affix the seal of the county thereto and when thus signed and sealed,
the county Treasurer is authorized and directed to deliver siad bonds
to the Local Government Commission of North Carolina, at Raleigh, N.C.
for their approval and delivery to the purchaser throught the State
Treasurer.
BE IT FURTHER RESOLVED that the Local Government Commisson of North
Carolina be requested to advertise and sell said bonds, as herein authorized
and described, an such date as they may determine.

Harnett County, North Carolina, do hereby certify that the foregoing is a
true and correct copy of order as finally passed and resolutions adopted
by said Board at an adjourned regular meeting held in the Court House in the
Tonw of Lillington, North Carolina, on June 13th, 1931, as all of which
appears of reoord on the minutes of said Board in my office.
I further oertifty shit said Board is composed of five memebrs and
that five memebers were present at said meeting and that five members voted
in favor of the final passage of the order and the adoption of said
resolutions.

BE IT ORDERED, by the Board of Commissioners of the county of Harnett

Section 1. Pursuant to the County Finance Act of North Carolina,
school bonds of the county of Harnett, North Carolina, are hereby
authorized to be issued for the prupose of funding a valid indebtedness
of the county of Harnett- incurred, prior to July 1, 1931 to Garry on a six

valuation of the county ot be $24,667,013.00 and the net debt for school
purposes including the proposed school bonds to be $922,910.00 A tax
