the Board of County Commissioners met in regular Session with
Chairman Halford and Commissioners Williams, soaks, Ennis and O'Quinn
present. I.H.W lliams, County Atty. was also present and sat with the Board.
It was ordered that chickens belonging to T.R. Brown situated at
the County Home be purchased by the County for the use of the County Home
qnd that check in the sum of $54.00 be issued to Mr. Brown.
t It was ordered that Marion C. Tart be relieved of Poll Tax for the
years 131 and 1932 in Averasboro Township.

4‘ was ordered that the application of M.G. Lee for relief of taxes
be determined until next First Monday.
It was ordered that EA' Smith be refunded taxes on a valuation of
$504.00 for the years 1928, 1929 and 1930. This property being located in
Duke Township.
It was mpved by J.B. Ennis and seconded by J.H. Williams that the
Board of Commissioners pay 50% of the expenses of fire protection over and
above the $500.00 appropriation for the year ending J.hne 30, 1931.
It was ordered that bill of costs amounting to $435.37 due the Town
of Dunn be paid.
It was ordered that the County Physician be instructed not to order
any persons to the State Asylum on account of drunkeness.
It was ordered that W.R. Avery be relieved of taxes on $500.00
valuation in Grove Township for the year 1930.
It was ordered that report of J. 0. West, Collector of delinquent
taxes, showing aollections of $1645.88 be accepted and filed and that cheek
in the sum of $1552.14 be ordered turned over to County Auditor.
It was ordered that all buildings at the Convict Camp be painted
and that E.L. Cooke be instructed to investigate prices and purchase nec-
essary paid.
It was ordered that J.0. Anthony be nptified that an appropriation
will be made for Farm Agent work for the coming year.
It was ordered that transportation be allowed any Confederate Veter-
an wishing to attent the Confederate Reunion at Montgomer *C Ala.
It was ordered that the Chairman, J.W. Halford be authorized to
act with Purchasing Agent, J.S. McLean in investigating the question of
painting the roof of the Court House and Jail.
The Report of L.M. ChaffihNwas accepted and irdered filed and
checks in the sum of $123.50 and $165.28, respectively, be ordered delivered
to the lounty Auditor.
It was ordered that Dr. J.W. Halford, Chairman and H.M. O'quinn
act with J.S. McLean, County Auditor in the employment of clerical assistance
in computink the-1931 tax list.
It was ordered by the Board that the advertisement of land for
the non - payment of taxes be postponed until further notice of the Board.
It was ordered that report of Supt. of Convict Camp be accepted
and ordered filed and that all 001is included therein be ordered paid.
REPORT AND RECOMMENDATBJS OF HARNETT COUNTY ROAD COMMISSION MADE ON RETIRING
FROM OVINE ,ATPIL bth, 1931.
We, the Road Commissioner of Harnett county, at the end of our
term of office beg leave to submit to the Hoard of County Commissioners,
the following as unfinised projects, which have been eishereaoted upon or
considered on petition by the sections affected by the projects recommended.
DISTRICT NO 1,,
We recommend road in Duxes Township from Highway No. 60 near
W.H.Lucas' saw mill to point on county road near old F1f d Church.
We recommend the completion of road now under construction from
a point on the old wire road near what is knowsn as the old Thoroughfare
by s. 0. Byrd and Brost millto point on the Erwin Bridge of Linden Road
s
near the ens r bridge. road beginning at a point near the Erwin Bridge
through what is knon as the neck to a point on same road near the creek
bridge to Geo. Elliott's. The road has been surveyed and the plot iS
filed in the office.
DISTRICT NO. 2.
We recommend that road from Coats through Ennis Neighborhood
to Johnson County line on Minto near Benson be butt'. The road officials
of Johnston county say that thgy will build a bridge and put in the fill
if Harnett will agree to build this road. Road has been surveyed and
plot filed in cffice.
Me recommend also road from Angier, N. C. across the old wire
road at Joe and Mack Williame farm by Bethel church toward Bailey's cross
roads.
DISTRICT N0. 3.
We recommend road leading from point no. 21 Highway near Rawls
Baptist Church across Hector's Creek to a point on Township line noad
near Oak Ridge school,
Me recommend two short sections in Buckhorn township connecting
Harnett Roads with Wake and Chatam county roads at what is knows at the
the old Rollins Mills.
DISTRCIT No. 4.
.We recommedn road beginning at point on Highway No. 21 at Geo.
McLean's residence atbout three miles south at Lillington and leading
out by Mrs. Neill Parker's , Andson Baileys to some point on the Lillington
Manchester road southwest of Lillington. The right of way. has been taut
on about half the distance.
We also recommend that the old River road running up by what is
known as the Cameron's place needs working and improving.
We recommedn road leading out from Johnsonville raod -near D.W.
MoDonald's by Ephisus Chruch to a point on State Highway No. 60 near Dr.
Halford's peach farm.
We recommend that raod leading out from No. 60 Highway near
Boon Trail school by Dan Cameron's to a point on new road from Leaflet
to Mt. Pisgah be built. Road has been surveyed, and plot filed in dffice.-
DISTRICT N0. 5.
We receommend road from Ross' Bridge on Upper Little River across
the McDougald road by the colored school and Purd Marehburgns across Big
Branch as surveyed to a point on the Barbecue whurch Road.
We reoommend an extension of Road from Angus Cameron's to a
point on the MoLoed's road about one mile from MoLoed's bridge cover
Upper Little River.
We reoeommend the continuation of rebuilding Johnsonville Woad
to Olark's bridge and Barbecue church to Swanns Station and Olivia.
We recommend the completion of road from McA. Saarland's land
to Dick Harrington's and from Neal McEarland's land to Burnice Thomas.
We recommend that the School Trucks roads inAndesson Creek be
constructed as petitioned and laid out.
We recommedn that road be bilt as petitioned by William White
and others across Creek by Mrs. Tom Douglass.
We recommedn that Fomplention of fills on MoGregor's bridge
road in Johsonviile' Township;
WHEREAS, 'the costs for which the county is liable in criminal
cases are in the opinion of the Board of Commissioners execssive;
AND WHEREAS, the Board of Commissioners is of the opinion that the
bills od cost rendered in many oases is excessive in that the Clerk is forced
to allow all witnesses to prove their attendaone for the State,
AND WHEREAS, the Board of Commissioners is of the opinion that
a striok compliance with Sections 128 *, 1285, and 1286 of the Consolidated
Statutes by the Solicitor of the District, the Solicitor of the Munn
Rgcefler's Court, the Solicitor of the Recorder's Court of Harnett county,
and Justieies of the Peace, will help materially in reduding the costs of
the Courts to the county;
BE IT RESOLVED that the above named officers be requested to
comply fully with the provisions of the statutes above named.
