The Board of Oommissioners met in call session with the following members Dr. J.W. Halford, Ghairman, E.L. Cooke, J.B. Ennis, H.M. O'giinn and J.H. Williams It. was moVed by E.L. "poke and seconded; by, J.B. Ennis that the former action•of the Board dis- allowing payment of telephone hill in'Glerkts office be rescinded, and that prior tills be paid. It was ordered that /320.00 be added to that tract of land formerly owned by Oscar Spears and acquired from J.N. Fuquay by A.A. McDonald on account of number of acres.' Resolved that J.S. McLean. Go. Auditor, be and is hereby authorized and fully empowered to accept from the Prudential Insurance Gompahy of &nerlc moneys, due for taxes 04 the lands described in the two deeds of trust executed. by A.A. McDonald and wife to Chickamauga Trust Company, 'Trustee, both being recorded in office of Register of Deeds of this county on a basis: of pro. rata tax and issue proper receipts showing that taxes have, been fully paid on said two tracts described in the two said deeds of Trust. Thefollowing Resolution was adopted: e sent 5 EXHIBIT "A" RESOLUTION. STATE OF NORTH CAROLINA, COUNTY O F HARNETT. Lillington, N. C. April 9, 1931. O RESOLVED that pursuant to section 4 of the County Finance Act, being Section 4, Chapter S1 Public Laws 1927, for the purpose of paying the principal of interest of bonds or notes issued for the necessary expenses and due or to become due within four months and not otherwise adequately provided for, the County of Harnett shall borrow SEVENTY THOUSAND AND N0 /100 ( #70,000.00) DOLLARS in anticipation of the receipt of the revenues of the next succeeding fiscal year, and issue notes there- for dated April 20, 1921 and maturing July 20, 1921, bearing interest rat the rate of six percent per annum, payable at maturity, principal and interes $payable at The Chase National Bank, in New York, N.Y, in denominations of 5,000.00 each, and issued in substantically the following form, to -wit: "UNITED STATE OF AMERICA STATE OF NORTH CAROLINA COUNTY OF REVENUE ANTICIPATION NOTE. No. $ The County of in the State of North Carolina, for value received hereby promise to pay to the bearer hereof the sum of Dollars on the day of 19 with interest thereon from the date hereof until paid aT-TEW-rdraf percent per annum, payable at the maturity hereof. Both principal and interest of this note are payable in gold coin of the United States of the present standard of weight and fineness at the Bank id the City and State of New York. This note is issued under and pursuant to Section 4 of The County Finance Act for the purpose of paying appropriations made for necessary expenses for the current fiscal year in anticipation of the collectim of the taxes and other revenues of such fiscal year, and the amount hereof, together with the amount of similar previous loans remaining unpaid, does not exoeed eighty percent pf the amount of uncollected taxes and other revenue for the current fiscal year as estimated by the chief financial officer and certified in writing by him to the governing body. It is hereby certified and recited that all conditions, acts and things required by the Constitution or ISa of the State of North Carolina to exist, be performed or happen precedent to or in the issue of this note, exist, have been performed and have happened and that this note together with all other indebtedness of the said County of is within every debt and other limit prescribed by the said Constitution or Laws. The full faith and credit of said County of are hereby pledged to the principal payment of the principal and interest of this note. Whittenton be relieved of taxes on a valuation of 4750.00 in Averasboro Township for the year 1930. Said taxes amounting, to $13.72. It having been made to appear tp the Board that taxes for the year 1926, pay- able by J.C.Williams to Harnett :'ounty, in yhr amount of $194.83 including Sheriff's advertising costs, were not promptly paid, but that in February 1929, an adjustment of the said amountdue was made; and that suit to fore- close the tax certificate for said taxeay for 1926 was instituted in error; It is, upon recommendation of I.R.W lliams, county Attorney, ordered that a non -suit for the foreclosure of said eartifieate, upon payment to the county of the sum of $12.36 by J.C.i(illiams or Securety Mutual Life Insurance (4ompany creditor of said taxpayer. It appearing to the Board that taxes for the years 1927, 1928 and 1929 due by J.C. Williams to Harnett County, remain unpaid, and that two separate suits for the foreclosure of tax certificates for 1927 and 1928 taxes have beer instituted, nut that no final judgment has been entered. Upon recommendation of I.R. Williams, County Attorney, it is ordered that anon -suit, by consent, be taken in eaoh of the two said suits, upon payment by said J.C.
