The Commissioners met in regular session October 6, 1930 with all
the members present with J. 0. West Co. Attorney.
The minutes were read and approved:
It is ordered that Mrs. Ludie Buchanan of Mamers, R. # 3. be allowed
$7.50 for Oct.
It is ordered tnat Mrs. Vera Fuquay, Mamers,N.C. R -3, be allowed $7.50
for October.
It is ordered that J. E. Dupree, County Auditor and J. 0. West, Op. atty.
be empowered to straighten out the property listed in the name of W. J. Godwin
et als, in Stewart's Creek Township. It appearing to the board th_tt this
property is listed in some three or four differend names.
It is ordered tnat the county pay Mr. W. B. Sexton, Fuquay N.C. R -1,
$5.00 per month, pauper allowance, check to be mailed % W. E. Baker, Fuquay R -1,
It is ordered that Mr. R. A. Parker Dunn, N.C. R -3, be allowed $6.00
per month for the care of Mrs. Lizzie Fowler, an invalid.
It is ordered that Mr. J. H. McAlister and Mr. Phil McRae %e re- imbursed
$10.50 transportation charges to Winston -Salem N.C. to attend the State Conf.
Reunion. Check to be made payable to J. H. McAlister.
It is ordered tnat J. 0, West. Co. Attorney and J. E. Dupree Co. Auditor
be expowered to settle tax question of Mrs. Dora C. Fuquay, and H. J. Womack
of Upper Little River Township.
It is ordered that J. E. Dupree, and W. P. Byrd, be appointed as a
Committee to ipvestigate the release asked for by C. H. Biggs, Lillington Tnshi;.
in the town of Lillington,
It is ordered that $650.00 be paid to the American Legion for the purpose
of aiding in an Armistice Day Celebration to be held in Dunn, N.C. check to be
made payable to Dr. H. C. Turlington, Comander.
It is ordered that the 15S acres of land Lillington Township, listed
in Name of Mary Reid McDonald be released upon payment of $ 63,Affor 1925 taxes.
It is ordered that the reports as follows be accepted, subject to
correction. L. M. Chaffin, C. S. C. and Mrs. Anna B. Letts, Welfare officer.
It is ordered that the proposition in regard to seating the Auditorium
in the Angier New School building be deferred until the first Monday in Novembet.
It is ordered that Harnett County build a Vat for the purpose of destroy-
ing the Cattle ticks in Harnett County and to supply the preparation for the
purpose of dipping the cattle.
It is ordered that J. E. Walker of Buies Creek be allowed to peddle in
Harnett County without license, reason for the permit: Physical handicap.
Mr. W. H. Perry proposes to build the Vat upon the condition that the
county furnish the material and the State the supervision. This proposition is
accepted by the County and Mr; Perry is instructed to begin his work. The
Location of the vat is to be determined by the State Veternarian, the same to
be looated, Erwin Cotton Mill 0o;oroperty, the permit for the location to be
obtained from the Erwin Cotton Mill 0o., or agent.
NOTZ RsSOLUTION:
. WHZRZAS, sufficient taxes have not been colleoted to pay appropriations
made for ties current fiscal year 1930, and to pay interest on bonds and to pay
notes to become due within the next four months, Harnett County and a temporary
loan is necessary to meet such appropriations and to pay interest on notes and
bonds and to pay notes.
NOW THEREFORE BE IT RESOLVED BY THE 00UNTY OOMMISBIONZRS OF HARNETT
COUNTY, NORTH CAROLINA, :That said county borrow, be authorized to borrow on the
faith and credit of said county as presoribed in Section 4, Public Laws of 1927
of "The County Finance Act,' the sum of Ten Thousand ($10,000.00) Dollars for the
purpose of raising funds to meet the appropriations made for ordinary expenses
of said county and to pay interest on notes and bonds and pay notes of said
county; and the Chairman of this board be and is hereby authorized to execute
note or notes in the aforesaid sum, dated October 25, 1930, payable to bearer
and signed by the said Chairman and attested by the Clerk to the Board, payable
on January 25, 1930, and bearing interest at the rate of six per cent per annum.
That said note or notes be negotiated and delivered by the said Chairman and

It is ordered that Harnett County lease to '41- M. Shaw 11 acres of la
lying along Cape Fear River for a period 10 years as per conditions set out
in lease.

This deed of lease of lands made this the day of.., 1930 by Harnett
County, the party of the first part to A. M Shaw ant wife Emma Shaw, of Hary“tt
County, North Carolina, the parties of the second part, WITNESSETH:
That whereas, the Board of County Commissioners of Harnett County, at its
regular meeting, on the 6th day of Oct, 1930, approved and passed an order, w
order is duly recorded in the Minutes of the said meeting, in book - page
directing that for and in consideration of the sum of Eleven Dollars to be pal'
each and every year for a period of Twenty five years, beginning from the dat ,-..
this lease the said county of Harnett, leases and lets to the said A. M. Shaw
Emma Shaw the following described tract of land lying and being in the Town o
Lillington, N.C. and bounded as follows:On the North by the lands of H. T. Sp‘ars,
on the East by Main Street of Lillington, N.C. it being the Highway #21 and 60;
on the South by the Right of Nay of the Norfolk and Southern Railway; on the
West by the lands of H. T. Spears, and the Norwood Brick Company, and oontainim:
Eleven acres, more or less, and being a part of the N. B. Clones tract of land.
NOW, THEREFORE, in consideration of the sum of Eleven dollars paid by
the second parties to-the first parties, the receipt of which is hereby ackno”ledged,
and infuther consideration of the sum of Eleven Dollars, to be paid each and e
year, for a period of ten years from the date of this instrument, the said fi
party lease and lets the above described tract of lend to the said second parties
their heirs and assigns for a period of Ten years from this date.
The said firwt parties reserve, all improvements that may be put on th‘
said lands, or that are on the said lands at the surrender or at the end of
the lease; the second parties may commit no waste on the said lands, but may
use any timber on the said lands for improvements to be erected on the said 1.,d.
the said second parties may use and improve, and enjoy the said lands any way
they may so desire.
If the said second parties fail to pay the rents above stipulated, or if
their assigns, or heirs fail to pay the said rents of Eleven dollars per, eac
every year, then in that event this lease is null and void, other wise it shall
remain in full force and effect, until the expiration thereof.
In Testimony whereof, said parties of the first part, hereunto subscribe
their names, and affix theft SEVERAL SEALS, the day month, and year above written.

It is ordered that the insolvent tax list now in the hands of the tax
collector be turned over to the County Auditor and the County is requested to
employ some Harnett County Tax pay, collect as much as possible,:of the
insolvent tax.

w@, the Grand Jury, for the September Term 1930 of Harnett Superior
Court, do hereby submit this as our report covering our transactions and
recommendations during said term;

We have diligently inquired into and made returns of all bills of
indictment sent us by the Solicitor.
We have inspected the County Home and find it in most exeellent
condition, and all the inmates properly cared for.
We have inspected the several offices in the courthouse and find them
in excellent condition.
We have inspected the Jail and find it in excellent condition, the
prisoners therein had no complaint to make.
We have inspected the Convict Camp and find it in a very satisfactory
and sanitary dondition.
We desire to make the following recommednations and observations:
We recommend that the County Commissioners direct the courthouse
Janitor or employ some one else to keep the grounds around the courthouse in
better condition. That the east and northeast of the courthouse square be
clegned up, bushes, shrubs and trees pruned; thr:t the trash pile be moved from
near the Jail; that the coal pile be placed under the Jail; that the old Gal-
vanized and tin blockade stills be carried to the town dumping ground.
In conculsion we desire to express our thanks to his Honor, Judge
W. A. Devin, the judge presiding, the solicitor, and to all the other court-
house officials for the assistance rendered us and for the courtesies shown
he during this term.

The Board of County Commissioners met in Call Session with all the
members present except Mr. Sutart Turlington. The meeting was called to order
by the Chairman:
It is ordered that the 1929 -30 Insolvent Tax list be accepted as
reported subject to the approval of the Qounty Atty. and County Auditor.
It is ordered th..t the tax settlement for 1929 -30 of R. G. B. Shaw,
Tax Collecgor be accepted and filed.
It is ordered tnat the tax books for 1930 -1931 be delivered to R. G. G.
Shaw, Tax Colector of Harnett County upon the acceptance of his bond.
NOTE RESOLUTION:
I, J. E. Dupree,County Auditor, Acct. and Chief Financial officer of
Harnett County, N.C. do hereby ceritfy that the amount of the proposed $35,00.00
Revenue Anticipation Loan under Section 4 of the County Finance Act, together Witt
the amount of similar previous loans remaining unpaid, does not exceed SO per cent
of the amount of uncollected taxes and other revenue for the current fiscal
year, and that I estimate the amount of uncollected taxes and other revenue
of the current discal year at $710,890.46 and that the amount of similar previous
loans remaining unpaid is $65,000.00 dated Oct 13, 1930.

RESOLVED: that purusant to Section 4 of the County Finance Act, the
County of Harnett shall borrow 435,000.00 for the purpose of paying appropriations
made for necessary expenses for the current fiscal year in anticipation of the
collection of the taxes and other revenue of such fiscal year and issue negotiable
notes therefor dated Oct 20, 1930, and matyring April 20, 1931, bearing interest
