Pope, Clerk, RESOLVED th t the sale to Bray Brothers CoOpany of the $50,000.00 Revenue Anticipation notes, dated March 14th, 1930, and payable on July 14th, 1930, heretofore made by Hon. J. 9. West, County Attorney, and J. E. Dupree, County Auditor, is hereby confirmed. On motion of Mr. Stuart Turlington, seconded by Mr. A. C. R - SOLUTON IT IS ORDERED that the proper officers & officials make application to State Sinking Fund Commission, for approval of the 435,000.00 Bond issue for erecting & equiping school building in Angier, School District No 34. and notes in Anticipation of the Sale of said Bonds. CASE No. 373 IT IS ORDERED th t Haywood Matthews be hired out to his father J. B. Matthews, with the understanding th.t he work and help support his fathers family, and sould he fail to help support the above mentioned family and to conduct himself in a proper way, then he is to be returned to the County Jail to be further dealt with; and kr. Willie Morgan is to be the Judge as to the proper conduct of the said Haywood Matthews; and the said Haywood Matthews shall be a law abiding citizen and attend church regularly, and he is not to remain out at nights andy more than his business shall require. THIS ORDER shall be effective April 7, 1930, and last for the remaining time as sentencal by the court. McKay the family of W. F. Snowfish not to exceed F. Showfish is to be a good and law abiding [46 Citizen and to work for the said J. McKay Byrd as he may be directed, and upon failure of the said W. F. Snowfish to comply with the above mentioned conditions heris to be returned to the County Jail to be dealt with as the Court or County Commissioners may seem just. The said Snowfish will begin his work with Mr. Byrd, April 8','1930 IT IS ORDERED that the lands in Lillington Township in the name of Z. T. Kivett estate, and heretofore divided and the 70 acres allotted to Kivett is to be released from taxes for the year 1927 & 1928 or any time pr to that date upon the payment o;E' the taxes on the 70 acres for the years mentioned above. R SOLUTION: PE It appearing to the ..Commissioners that there has not been a sufficient Tax Collected in Lillington School,Special Tax District,# 71, and Dunn School, Special Tax District Nip. 21, as appears from the records of the Audi or's office -to pay the teachers salaries of said Special School district for the months of April & May, IT IS ITHEREEORE ORDERED that J. E. Dupree Co. Auditor be instructed & empowered to Loan to said School Districts out of the General County fund the amount necessary to pay off said teachers as above mentioned. And the said Districts are to pay the interest rate of 6% per annum for the money thus borrowed. River: SOLUTION: WHEREAS, A title 9 of the Constitution of North Carolina provided that the General Assembly shall provide by taxation and otherwise for a general and uniform system of public Schools, wherein tuition shall be free of charge to all children of the Mate between the ages of six and twenty -one; and WHEREAS, said C:stritution further provided th.t each County of the State shall be. divided into a convenient number of districts, in which.one or more public schools shall be maintained at least six months in every year; and WHEREAS, the burden of taxation in providing such schools has been shifted by the State to the Counties thereof, contrary to the spirit of said Constitut: on; and WHEREAS, the raising of sufficient revenue by taxation to maintain and operate said schools has become burden:aome and almost intolerable to said Counties; making it necessary to levy „such a high rate of tax on land as to almost confiscate the same; THEREFORE; y be it resolved by the Board of Commissioners for the County of Bladen, at a regular meeting os aaid Board on Monday the 3rd day of March, 1930; (1) Th -.t the 1931 session of the General Assembly of North Carolina be, an it is hereby petitioned to enact such law or laws as may be necessary for the State to take over, operate and finance the public schools of North Carolina, a State-wide system. 41-7 Williams, L.
