July 13th, 1929.
The meeting was called to Order by the Chairman.
The following members were present, ::organ, Turlington, Lowdermilk, Pope
and Ohairman McLeod.
It is ordered That W. A. Smith be releived of Taxes on $600.00 for 1928.
RESOLUTION:
Be it Resolved by the Board of County Commissioners of Harnett County tha
the part of the order of July 1, 1929 employing R. L. Steele & Co. to make an
audit from Dec 4th, 1928 to June 30th, 1;29 inclusive, be rescinded, and it is
ordered that he be requested to complete his audit to Dec 3rd, 1925 and furnis
a report to the County Comm. of Harnett County. The report to be completed an
filed by the first mond7.y in September. The services of R. L. Steele & Co. to
discontinued upon filing of above mentioned report.
Members toting for above resolution, all members ;against: None.
It is ordered that the board adjourn until the first Monday in August
unless called again by the Chairman.

The Board of County Commissioners met in rogular session with the follow-
ing members present. Chairman '_£cLeod, Pope, Lowdermilk, & County Atty.
The meeting was called to order by the Chairman and minutes were read
and approved.
It is ordered that the recormnenda.ti r. of Jas. A. Pearsall,list- taker
of Averasboro Township, on the property of Tilghman Lumber Co. be accepted.
The recommendation is as follows.

Order of Board of Co-missioners. July 15th, 1929.
To the Board of Commissioner, Harnett County;
Acting under your order of July 8th, I went to the plant of the Tilghman
Lumber Co. near Dunn, and found;
That their tram road track lay mainly in another county and so listed, thot
approximately three miles was in Averasboro, and supposedly listed in this
Township, though therei is no accounting,: for the steel rails removed and sold,
which should be counted 1. the values.
The big saw -mill is there, fully equipped, but idle,
The planing mill is there with the sheds and machinery, and in use,
The mill site consists of 25 acres of land, they ave me a list of. machinery
they are offering for sale, and s -le price amounts to $12,538.00. There are
5 dwellings on the site, good. substantial buildings, for use of their white
employees, their quarters for oommcn laborers has practically no value exoept
the land.
They report 1000 to 600 dollars worth of lumber on hand May 1st, last, The_r
Locomotives (2) and other trap road equipment are ther (supposed to be included
in the list of $12!638.00) tho' they had previously sold and delivered all of
the lot- trucks for trim road.
Considering what is there and the sales made and collected for and the
small amount of lumbe on hand as reported, my opinion is that their request is
for too :Ruch reduction on assessment. The big saw -mill is idle and some of the
other property is not in use at present, tho the plant is being used by Tilghman
Culbreth (using a new ground -mill recently erected)
I have consulted other tax payers, men successfull in their business and
capable of passing on the question, from their opinin, with my own, I think
a reduction of about 1/3 of the assessment wouod be fair to therm and to the
balance of tax- payers, this would leave the assessment on the mill property
$25000.00.
They have 8 dwellings in Dunn listed at $5650.00 on which they ask no
reduction.

RESOLUTION:
NORTH CAROLINA, RESOLUTION OF BOARD OF COMMISSIONERS OF HARNETT COUNTY
HARNETT COUNTY, DECLARING RESULTS OF SPECIAL SCHOOL TAX ELECTIONS.
WHEREAS, the Board of County Commissioners of Harnett County at its
regular meeting on August 5th, 1929, have duly canvassed the returns of certai
school elections held in Harnett County on July 16th, 1929, under resolutions my
passed by this Board, and find the following facts relative thereto:
1. That in the election held in Harnett County School District No 32.
(Known as Benhaven District,) there was duly registered for the said election 294
qualified voters, that at said election 152 voters cast their ballot "For
Loom. Taz" and 142 voters cast their ballot "Against Local Tax ". A Majority of
the qualified voters in said election having voted "For Local Tax" the said
election is declared to have been duly carried and the proposed tax voted,
2. That in the election held in Harnett County School District No 53
(known as Coats School'.Dtstrict), there was duly registered for the said elect on
110 qualified voters; that at said election 79 voters cast their ballots $ For
.Local Tax" and 31 Voters voted`! "Against Local Tax" A. Majority of the qualifi d • voters in saidelection having voted "For Local Tax ", the said election is here
declared to have been duly carried and the propossd tax voted.
3. That in the election held in Harnett County School District No 71
(known as Lillington High School District,) there was registered for said
election 265 qualified voters; that in said election 79 voted "For Local Tax ",
and 186 voted "Against Local Tar". A. Majority of the qualified voters Navin
failed to vote "For Local Tax ", xtxxmalaxttyxafxth axclaaiifimixxataxaxiaxixt
fatis&xtaxxataxlk the said election is hereby declared to have failed to carry.
Now, therefore, be it resolved, that a copy of this resolution be
spread upon the minutes of this Board and a copy published in the Harnett
County News, a weekly newspaper published in Harnett County, for one week.

It is ordered that'the property of J. G. Brown of Buckhorn town -
ship be raised $4500.00 for improvements making a total of $5,000.00 members
voting for McLeod, Pope, & Lowdermilk,
It is ordered that John Green Tax Collector have his - report, in read-
iness for the commissioners by August 16, 1929 and that he be instructed to
turn over the names of all unlisted taxpayers to the county auditor that he ma
find.

It is ordered that c. H. Pope, Wm. Morgan, J. E. Dupree and J. 0.` Wes
County Atty. be appointed as a committee to Check the settlement of John Green
Tax Collector, This to be done August 16, 1929.
It is ordered that the lot on S. King Ave. and the lot R. R. Ave.
listed in the name of Mrs. Rena Barnes' and now owned by W. M. Marsh in the
tewn of Dunn in Averasboro Township, be released upon the payment of all
back taxes and cost on $1800.00 and the auditor is authorized to issue proper
releases an all back taxes. Members voting for: Mc eod, Pope, Lowdermilk,

It is ordered that County Auditor, J. E: Dupree, buy and have
installed at the County home a washing machine and other necessary equipment a-
aoon as possible.
It is ordered that Mrs. Anna B. Lewis investigage the cass of W. H.
Mills, of Angier N. 0. who asks for charity.
It is ordered that the County defray the expenses of hot more than
two members of Commissioners and the County Auditor to- Ashville, N. e. for the
purpose of attending Annual Meeting of Association of Commissioners and

NOTE RESOLUTION
WHEREAS, suffieient taxes have not been collected to pay appropriations
made for the current fiscal year 1929 -30 and to pay interest on bonds and
to pay notes to become due within the next six (6) months, Harnett County,
and a temporary loan is necessary to meet such appropriations and to pay
interest on notes and bonds and to pay notes.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF HARNETT
COUNTY, NORTH CAROLINA, That said county borrow be authorized to borrow on
the faith and credit of said county as prescribed by Section four, Public L
1927 of "The County Finance Act" the sum of Seventy Five Thousand Dollars
($75,000.00) for the purpose of raising funds to meet the appropriations
made for ordinary expenses of said county, and the Chairmanoof this board
be and he is hereby authorized to execute note or notes in the aggregate su
of Seventy five Thousand Dollars dated August 15, 1 "29 payable to bearer an
signed by the said Chairman and attested by the Cleik to the Board., payable
on the 15th day of February, 1350. bearing interest at the rate of six per
cent per annum. That said note or notes be negotiated and delivered by
the said Chairman for the purposes aforesaid.

The Board was called to order by the Chairman. The following members were
present: Chairman McLeod, Pope, Morgan, Lowdermilk, and J. 0. West, Atty.
It is ordered by the board of Commissioners that Stewarts Creek School
District #7S be permitted to use $500.00 out of the school budget as adopted for
the purpose of employing the necessary Teachers : ifor -said school for the school
year 1929-30 and the Auditor in hereby authorized to Honor vouchers presented
from Stewarts Creek School, District "# 78 for the above amount. Voting for
Pope, Morgan, Lowdermilk,-Against: McLeod, Ohm.
RESOLUTION:
It'is ordered that the County Accept the $50,000 bond furnished by the
First - Citizens Bank &Trust Co, of Dunn, Acting as County Depository for
Harnett County, and that the said bond shall be recorded. in the Minute book
No 5 of the Commissioners of Harnett County. And that the said bond shall be
filed with the "Clerk'Superior Court of Harnett County.
