Thar h 4, 1929 with the following members present: John McLeod Chairman, Stewart
Turlinnton, Wm. Morgan, W. C. Laudermilk, also Co. Mgr. D. H. Senter,
Minuted of last meeting read and approved.

The following Bonde were accepted by the Board.
D. A. Huffine having been appointed Deputy Sheriff of Harnett County, for
the ensuin(; two years, )resented his official bond in. the sum of FIVE HUNDRED
DOLLARS with the yassachusetts Bonding & insurance Company as bondsman,
was accepted and took the several oaths prescribed by law.
J. .. ,food, having been appointed Deputy Sheiiff of Harnett County, for
the ensuing two years, )resented his official bond in the sum of FIVE HUNDRED
DCLLnRC 'WITH the MASSACHUSETTS BONDING & INSUR'.NCE COMPANY as bondsman, was
accepted and took the several oaths _prescribed by law.

There was a motion made and duly econded that Mrs. Anna B. Lewis send
Mrs. Annie Wood home, from the , and take Mrs. H. J. Warrick
of Erwin and put in her place. It was ordered that one dollar per day be
paid to keep her at the
It is ordered that taxes for 1924, 1925, and 1926, assessed on 104 acres,
Grove Township in name of Elizabeth Johnson heirs, be released as the same were
listed and paid in name of H. R. Byrd and L. W. Jones,
It is ordered by the Board that one lot listed in the name of•Ellis Gold-
stein in Averasboto Township be released of taxes for 1927 upon the payment
of 4191.82 the -taro Rata part of said lot and costs & interest said lot being
sold for the taxes for 1927. This lot being one of 7 lots listed in the name
of Ellis Goldstein valued at 1)8000. V1
It is ordered by the board that ter. West Co. mo=tt be insturcted to settle
with A. C. 'Thomas, giving him credit for taxes on paid on his land by
Dr. E. P. Snipes, this land being listed twice, once by Dr. Snipes & also by
Jas D. Smith, 'Taxes due 1926.
On motion by Wm. Morgan duly seconded by C. H. Pope, it vas ordered that
450.00 per month be appropriated for the National Guard of Dunn, L, C. TO
Be dontinued from month to month, retaining the privilege of discontinuing
any time. Voting for :,Stuart Tau lington, William Sorgan, William Laudermilk,
and C. H. Pope, Voting against: John McLeod.
It is ordered by the board that Nell Lee be paid .410.00 for Stenographers
fees.
It is ordered that Wm. Sriorgan investigate and set valuation on Ls. J. E.
ihzpree's property and report to D. H. Senter, so he can settle his taxes.
11. J. Mc Stewart, Chairman of the Road Commission presented his resignation
which was accepted. Mr. Z. E. Byrd was appointed to take Mr. Stewart's place
until such time as the Board may see fit to appoint a full Board.
It was ordered that the Hoed Commission be made an allowance not to
exceed the amount of 41200 for the month of March.

RESOLUTION:
The following Resolution was adopted:
Representations having been made to this Board that the budget
resolution for the general County Fund required by the County finance act was
not property presented to and passed at the time prescribed by law; and that
the formal adoption of a budget resolution ,by this board is necessary in order
that the law may be complied with and that the accounts of the General County
Fund may be kept according to law:;

The Committee Apointed by the Board of
County Commissioners of Harnett County,
at their meeting of December 4, 1928,
to arrange with us for accounting service.
Confirming conversation with you today, we, understand that you wish us to
bring the books of Harnett county up to December 3, 1928, or supervise the doing
of this work, and furnish and audit report showing the condition of the County'
as of that date.
We also understand that you wish us to install a system of accounting to
properly comply with the state laws pertaining to county government, assist
and instruct ;,rourCounty Accountant and other county officers in the proper;;
keeping of these books and the handling of the County's business, and to make
quarterly audits of the County's business and submit the usual audit reports.
Further, we understand that this arrangement is to continue until either
party notifies the other of a desire to discontinue, in which event notice as to
quarterly audits is to be given at least fifteen days before the usual time
for beginning an audit.
Our charges for this work will be at our usual rates but not exceeding
03.25 per hour per man, and hotel bill while in Lillington. We will make no
charge for transportation between our office and Lillington but will expect
you to pay the reasonable cost )1. any transportation which may be necessary

connection with the work other than between our office in Raleigh and
Lillington,
Payments for each month's services and expenses are to be made on the
first Monday of the followin...Month.

The Coanty Commissioners met in Call Session March 6, 1929 with all the
Members present.
It is ordered by the Board that D. H. Senter Co. Manager be authorized to
make a contract with Dr. Wyatt, County Health officer to put on a Clinic for
Dyphtheriaties cost not to exceed $400 held belongin to the State Health
Department amounting to about $217.00
It is ordered that the following notes be executed in the amount of $50,000
the proceeds to be used to take up a note coming due in New York March 8th,
these notes being a part of the $90,000.00 in notes authorized at the
meeting of this board on February 22, 1929.

Harnett County, N. C. do hereby certify that the amount of the proposed
$50,000 Revenue Anticipation Loan under Section 4 of the County Finance Act,
together with the amount of similar previous leans remaining unpaid, does
not exceed 80 per cent of the amount of uncollected taxes and other revenue fo
the current fiscal year, and that I estimate the amount of uncollected tansy"
and other revenue of the current fiscal year at $205,837.29 and that the amoun
of similar previous loans remaining unpaid is $105,000.00 dated March 6th, 192'.

RESOLVED that pursuant to Seotion 4 of the County Finance Aot, the County
of Harnett shall borrow $50,000 for the purpose of paying appropriations made
for necessary expenses for the ourrent fiscal year in anticipation of the
collection of the taxes and other revenue of such fiscal year and issue nego-
tiable notes therefore, dated March 5th, 1929, and maturing April 5th, 1929,
bearing interest at the rate of SIX PER CENT (6 %) per annum, payable at
maturity, principal and interest payable at the CHASE NATIONAL BANK, in New
York, N. Y. and shall be issued in substantially the following form;
