An adjourned meeting of rebruary 4th 1929.
The Board was called to order by the Chairman. The r'ollowing
members were present: John MCLe0d, Chairm. Stewart 'rurlington, 'd+. C. Lauder -
milk, am. Morgan also J. 0. Weft } Co. Atty. and D. H. Senter Co. Mgr.
The following protest was filed by H. C. Strickland citizen of
Angier, N. C. and was read to the board.After hearing the statements of
J. C. Clifford and other Citizens of Harnett County that they advocated the
ratifying of the bill, the board proceeded and adopted the resolutions
presented.
PROTEST OF H. C. S'TRICKLAND.
TO THE CHAIRMANA MEMBERS OF THE BOARD OF COM6MISSIONERS OF HARNETT COUNTY.N.C.
The undersigned citizen and tax payer of Harnett County, N. C.
hereby protest the action of your honorable Board by its pasage of a resolution
whereby 4150,000 of County 5% bonds were contracted to be sold to Bray Bros.
for par, interest, preparation of bonds and legal opinion free of cost to County,
plus premium of 41000. This resolution was passed January 29, 1929, and re-
passed & bonds authorized sold, etc. 2 -6 -29.
The basis of this Protest:
(1) The bonds had not, nor have they since been authorized by
General assembly of North Carolina,
(2) The Bonds had not nor have they since been advertised as
provided by law, and all bond buying houses have not had an oppurtunity to
bid on said bonds, and therefore, the county is not assured of having reoeihed
an offer approximating the full value of these Betide on the present Dpen
market,
Therefm e, the tndersigned requests that the former resolution
awarding these bonds to Bray Bros be rectnt for the reasons above state,
to the end that these bonds be authorized and advertised before being sold,
and that no private sale in violation of present law be countenanced.

1. That bonds of Harnett County shall be issued for the purpose
of funding indebtedness incurred for carrying on at least a six months school term
in Harnett County, same being a part of the uniform state system of public s.
School required by the Constitution of the State of North Carolina, to the
aggregate principal amount of 485,000.00.
2. That a tax sufficient to pay the principal and interest of the
bonds when dne shall be annually levied and collected.
3. That a statement of the County debt has been filed with the Clerk
and is open to public inspection.
4. The foregoing order was passed on the 6th day of February, 1929,
and shall take effect upon its passage and shall not be submitted to the vote

The Board of County Commissioners of Harnett County, North Carolina,
met in adjourned session at the Court House in the town of Lillington,
North Carolina, on the 6th day of February, 1929, the following members
being present:
John McLeod, Chairman, William Morgan, W. C. Loudermilk, Stewart
Turlington,
WHEREAS, Harnett County, North Carolina, has heretofore incurred
indebtedness for carrying on at least a six months school term in Harnett
County, same being a part of the uniform State system of Public Schools re-
quired by the Constitution of the State of North Carolina, to the aggregate
principal amount of 485,000 which indebtedness is now owing and due and the
County is unable to meet same and
WHEREAS, Harnett County, North Carolina, has heretofore contracted
indebtedness for necessary expense of Highway construction or reconstruction,
including bridges and culverts in the maximum aggregate principal amount of
$30,000; and for necessary expense of the erection and purchase of a Court
house addition in the maximum aggregate principal amount of 415,000;
and for necessary expense of erection and purchase of County home for the
indigent and infirm in the maximum aggregate principal amount of 47,000.00
and for necessary expense of refunding outstanding bonded indebtedness due
or to become due in the maximum aggregate principal amount of 413,000 which
indebtedness is now owing and due and the County is unable to meet same and
WHEREAS, the taxpayers of Harnett County are sufficiently burdened with
the present tax levy and a sufficient tax to pay this indebtedness should not
be assessed against the property of the County in any one y ear;
NOVA, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Harnett County, North Caroline, that p ursuant to The County Finance Aot and to
a bond order passed on February (th 1929, entitled, "Ordered by the Board of
County Commissioners of Harnett County," authorizing 485,000 Bonds, and to a
bond order passed February 6th, 1929, entitled, "Ordered by the hoard of
County Commissioners of Harnett County ", authorizing 430,000 Bonds, and to a
bond order passed on February 6th, 1929, entitled, 'Ordered by the Board of
County Commissioners of Harnett County ", authorizing 415,000 Bonds, and to a
bond order passed on February 6th, 1929, entitled, "Ordered by the Board of
County Commissioners of Harnett County ", authorizing 7,000 Bohds, and to a
ond order passes on February 6th, 1929, entitled, O dered by the Board of
County Commissioners ofn t County authorizing $ 3,000 bonds be and the
game are hereby consolidated and issued as one consolidated bond issue and. that

to be known as "SCHOOL FUNDING, FUNDING AND REFUNDING BONDS ", issued for earryi
on at least a six months school term in Harnett County, same being a part of
the uniform State system of public schools required by the Constitution of the
State of North Carolina, and for necessary expense of Highway construction or
reconstruction, including bridges and :culverts, for necessary expense of the •
erection and purchase of a Court House addition, for necessary expense of erect:
and purchase of County Home for the indigent and infirm, and for necessary
expenses of refunding outstanding bonded indebtednesss due or to become due.
BE IT FURTHER RESOLVED that said bonds shall be in coupon form, regist -
erable as to both principal and interest, in the denomination kf 41,000.00

each, numbered from one to one hundred fifty (1 to 150) both inclusive,
shall bear interest at the rate of Five per cent (5 %) per annutt. payable
semi-annually, both principal and interest payable at the CHASE NATIONAL
BANK, in the City and State of New York, shall be dated the first day of
February, 1929, and shall mature in their numerical order, beginning with
Bond No. 1, as follows:
5,000 on the first day of rebruary in each of the years 1934 to 1953, aid
$10,000 on the first day of February in each of the years 1954 to 1958 all
inclusive..
Said bonds shalibe signed by the uhairman of the Board of County
commissioners and attested by the Clerk of said Board, ant shall have the
seal of to County affixed thereto. The coupons thereto attached shall bea
signature of the Clerk of said Board, but his signature thereon may be by
lighographed or engraved fae - simile,
BE IT FURTHER RESORTED that said bonds and the coupons thereto

nowledged itself indebted and for value recived promises to pay to Bearer, or
if this bond be registered, to the registered holder thereof, the sum of
ONE 'THOUSAND DOLLARS
($1,000) on the first day of February, 194, . and to pay the interest thereon
from the date of this bond at the Tateeof FIVE PER GENE (5 %) per annum,
payable semi- annually, on the first day of February and August in each year,
upon presentation and surrender of the annexed coupons therefor, as they severally
become due, or, if this bond be registered, to the person in whose' name it is
Registered. Both principal and interest are payable in lawful money of the
noted States of America, at the CHASE NATIONAT, BANK, in the City and State of
New York.
AI the request of the holder, upon presentation` of this bond, with all unmatured cpupons will be detached and cancelled and this bond registered in
the name of the holder on the books of the said Treasurer, After such registration,
noted hereon by such Treasurer, no transfer of this bond shall be valid, -,mess

This bond is one of an authorized issue of one hundred fifty (150)
bonds of like date, tenor and efeet, except as to date of maturity, numbered

outstanding indebtedness created for carrying on at least a six months
school term in Harnett County, same being a part of the uniform State system of

It is hereby certified, recited and declared that all acts, eonditioas
and things required by the constitution and Statutes of the State of North
Carolina to exist, happen and be performed, precedent ".d or in the issuance of
this bond, exist, have happened and have been performed, in due form and
manner, and that this issue of bonds, together with all. otper indebtedness
of the County of Harnett, is within every debt and other limit prescribed
by the Constitution and Statutes of said State.The full faith and credit of

BE IT FURTHER RESOLVED that the Treasurer is hereby authorized and
directed to provide a suitable book or books for the registration of such
bonds and carry out the provisions set forth in said bonds for the conversion .
of same into registered bonds and for the transfer thereof.
BE IT FURTHER RESOLVED that the proceeds of said bonds shall be
used ally for the purpose of paying outstanding indebtedness created for
carrying on at least a six months school term in Harnett County; same being
a part of the uniform State system of public schools required by the
Constitution of the State of North Carolina, for necessary expense of highway
construction or reconstruction including briges and culverts for necessary
expense of the erection and purchase of Court House addition, for necessary
expense of erection and purchase of a County Home for the indigent and infirm,
and for necessary expense of refunding outstanding bonded indebtedness due or
to become due.
BE IT FURTHER RESOLVED that there shall be annually levied and
collected, in the same manner as other taxes are levied and collected upon
property in the county, a tax ad valorem upon all the taxable property in
the County sufficient to pay the interest on said bonds as it falls due, and
the principal thereof at mautrity, which said tax and this resolution order-
ing the same, shall be and remain irrepealable as long as any of said bonds
shall remain outstanding and unpaid.
BF: IT jURTHER RESOLVED THAT THE SALE OF SAID BONDS TO BRAY BROS
Co. of Greensboro, N. U., at their bid of not less than Par is hereby confirme
and said bonds are hereby awarded to them, and the proper officials are author
ized and directed to execute and deliver said bonds to them on rectipt of
the purchase price.
On motion of Mr. Stewart Turlington, seconded by to r. Wm. Morgan,
the foregoing resolutions were adopted by the following roll -call vote, to At
Commissioners voting in favor of said resolutions;

No Commissioners voting against said resolutions.

meeting held in the Court House in the Town of Lillington, N.C. on Feb. 6th,
1929, as all of which appears of record on the minutes of said board in
my office.

BE IT RESOLVED, that the matter of the ballances of the Bunn Sdhool
District coming up to be heard and it appearing to the Board that this matter
having been fought out before the former board of County Commissioners and
described by them that the Dunn Dist # 21 regain the monies held by them prior
to duly 1st 1927 it is the sense of this board that it would be unwise for
this Board to interfere with a prior agreement of the former Board and the
Dunn Dist, #.21.
It is ordered that the board adjourn until the First monday in
March unless calf again by the Chairman.

RESOLUTION:
It is ordered that the County Accountant and Co. Attorney arrange for t e
renewal of X50,000.00 note due_: in New York, March 8th, also the Notes due at he
Bank of Lillington, Bank of Broadway and Commercial Bank of Dunn, on March 11 h;
1929, in the event that the procedes of the bond sale has not been received,
It is also ordered that the foriner resolutions be recorded authorizing
the issue of Notes to the amount of$35,000.00 in anticipation of the collect on
of taxes and that the Co. Accountant and County Attorney with the advice of
Chairman of Board be authorized to Negotiate the sale on best possible basis
if so much of these notes as may be absolutely necessary to pay expenses of
the County.
It is ordered that the board accept the resolution.
