County Commissioners met in regular session Monday Dee. 3, 1928. Present
Jas. A. Buchanan, Chairman; B.P. Ingram, L.R. Byrd and Z.V. Snipes.
J.A. Hockaday being,absent en account of sickness. Present with Board.

and approved.
Ordered that a toilet for the use of colored persons of both sexes be
built behind the jail as soon as possible.
It is ordered that all checks passing through First National Bank of
Bunn at the time of the-failUre of said Bank, said checks being signed
by County of Harnett for teachers salaries and other purposes, on which
payment was stopped, at the request of payees, the Bank of Idllington is
requested to honor said checks.
It is ordered that A.R. Wilder of Neill's Creek township be given credit
for $35.00 paid Nov. 5, 1924, and $25.47 paid. March 29, 1924, on Judgment
for taxes.
It is ordered that Annie Wood be allowed $1.00 per day at Sanatorium.
It is ordered that the Sanatariut Fund for Paul Matthews be discontinued.
It is ordered that the note in favor of the Bank of Broadway for $10,000.00
be paid.
It is ordered that an Audit Report be filed as follows: One to Chairman
of old Board of Commissioner, one to Chairman of New Board of Commission
one to Register of Deeds and one to County Accountant.
It is ordered that R.L. Steele &
balance due on Audit.

It is ordered that report from T.R. Brown, Supt. of County Home be

accepted and filed, and that bills attached for $1078.80 be paid.
TAI RELIEFS:
It is ordered that M.J. ThoMas of U.L.R. township be relieved of $1.00
dog tax.
It is ordered that F.W. Smith of Stewart's Creek township be relieved
of $1.00 dog tax.
It is ordered that A.R. Suggs of U.L.R. township be relieved of taxes on
446.55 valuation on Property not in special school district.
It is ordered that Oillie Williford of Neill's Creek township be relieved
of taxes on $2232. valuation, same property listed in Black River town-
ship.
It is ordered that T.C. Cutts of Black River be relieved of 014.61 not
in special, school district.
It is ordered that J.J. Lane of Averasboro be relieved of $1.00 dog tax.
It is ordered that J.B. Tugvell be relieved of taxes on 485.00 valuation
in Anderson Creek township.
RESOLUTION:
It is'ordered that the Bank of Harnett, of Coats, N.C., be designated
Treasurer of the Grove Township Road Commission, upon the condition that said
bank serve as Treasurer of said Township Road Commission without pay; the
purpose of this order being to save 010.00 per month paid as salary to the
present treasurer; the Board of Commissioners being of the opinion that the
said duties are not sufficient to cause a salary to be paid to any one.

DECEMBER, 3rd, 1928.

having been elected County,Commissioners for Harnett County for the two
year term, beginning this day at twelve o'clock, they took the several oaths
prescribed by law and immediately organized, John McLeod being elected
Chairman.

The appointment of the Superintendent for convict camp was postponed.
Commissioners adjourned until the following day, at which time they were
-asked to meet at 10 o'clock A.M. for further blindness.

Board met at 10 o'clock A.M. with all members present.
It is ordered by the Board that the County Attorney, by vote of the Board,
- invite Mr. H.T. Spears, of thef,Bank of Lillington, to appear before the
Board.

It is ordered that J.P. Bradley remain in Auditor's office through Dec. 15th
1928, at present salary, far the purpose of helping the incumbent, Mr. Byrd.
"The Clerk is asked to make repprt of above action to Mr. Byrd.
It is ordered that the present Superintendent, T.R. Brown, of County Home,
remain in office at present salary until the appointee, Er. Harrington, has
come to take his office. The Clerk is asked to report the above action to
the present Supt. and incumbent.
It is ordered that $10,000.00 be taken from the undistributed tax funds
for the purpose of paying the note at the Bank of Broadway.
The Board passed on the :follo ing Bonds:
2haddeous H. Pope, having been elected Register of Deeds for the ensuing
two years, presented his offieial bond in the sum of FIVE THOUSAND DOLLARS
with the Massachusetts Bonding & Insurance Company as bondsman, was accepted:
and took the several oaths prescribed by law.
J.H. Tart, having been elected Sheriff of Harnett County for the ensuing
two years, presented his offidial bond in the sum of FIVE THOUSAND DOLLARS
WITH Massachusetts Bonding & Insurance Company as bondsman, was accepted
and took the several oaths prescribed by law.
J.T. Byrd, having been elected Deputy Sheriff of Harnett County, for the
ensuing two years, presented his official bond in the sum of FIVE HUNDRED
DOLLARS with the Ma.ssachusettl Bonding & Insurance Company as bandsman,
was accepted and took the several oths prescribed by law.
D.G. Stephenson, having been elected Deputy Sheriff of Harnett County, for
the ensuing two years, presented his official bond in the sum of FIVE
HUNDRED DOLLARS, with J.C. Stephenson as bondsman, was accepted and took
the several oaths prescribed by law.
E.I. Gainey, having been elected Deputy Sheriff of Harnett County, for the
ensuing two years, presented his official bond in the sum of FIVE HUNDRED
DOLLARS with the Massachusetts Bonding & Insurance Company as bondsman, was
accepted and took the several Oaths prescribed by law.

Sam Jones, having been elected Constable for Grove Township, Harnett County,
for the ensuing two years, presented his official bond in the sum of FIVE
HUNDRED DOLLARS with E.F. Parker and G.I. Smith as bondsmen, was accepted
and took the several oaths prescribed by law.
S.R. Naylor, having been elected Constable for A erasboro Township, Harnett
County, for the ensuing two years, presented his official bond in the sum of
FIVE HUNDRED DOLLARS with the Massachusetts Bonding & Insurance Company as
bondsman, was accepted and took the several oaths prescribed by law.
B. L. Morgan, having been appointed Deputy Sheriff of Harnett County, for
the ensuing two years, presented his offioial bond in the sum of FIVE
HUNDRED DOLLARS with the Massachusetts Bonding & Insurance Coapany as
bondsman, was aocepted and took the several oaths prescribed by law.
E. V. Gainey, having been appointed Deputy Sheriff of Harnett County, for
the ensuing two years, presented his official bond in the sus of FIVE
HUNDRED DOLLARS with the Massachusetts Bonding & Insurance Company as bonds-
man, was accepted and took the several oaths preswribed by law.

0.in Section 4, of "The County Finance Act," the sum of FORTY THOUSAND and

JOINT MEETING OF BOARDS:
The following business was transacted at a meeting jointly of the County
Board of Commissioners and the Road Board.
It is ordered that 01250.00 maximum be appropriated to carry on the read
construction work during the month of December.
It is ordered by the Boards jointly that a committee of four be appointed,
two from each Board, Mr. A.F. Surles and LIr. Stuart Turlington of the.
County Commissioners, and Mr. Kelly and Mr. Ray of the Road Board, for
the purpose of investigating the needs of the Roa& Board for the ensuring
term. The committee to meet Monday Dec. 10, 1928.
It is ordered by the Board of Commissioners that the Road Supervisor
be made responsible for the convict camp, and that he present each
month to the Board of County Commissioners the reports presented by the
convict supervisor in the past, and that the road supervisor have the,
power to appoint and dismiss at the approval of the Board of County
Commissioners an assistant whose duties shall in the maix,be similar .
to those of the present ceivict supervisor, and that the salary for this
assistant not be greater than One Hundred Dollars a month. This motion
to take effect at once.
PAUPER ALLOWANCE:
It is ordered that Bob Johnson be allowed 010.00 per month out of
County poor fund.
;OMMITTEE TO NEGOTIATE WITH R.L. STEELE & CO.
It is ordered that the Chairman appoint a Committee of two- Er. Turlington
and 1r. Surles- with County Attorney, J.Q. West, to meet with R.L. Steele
& Company at Dunn, for the purpose of arranging for an audit and such other
accounting services as the county may require.
?OMiITTEE TO ASCERTAIN COURTHOUSE NEEDS:
It is ordered that a committee be appointed by the Chairman for the

purpose of ascertaining the needs of the Courthouse, and arranging a toilet
for the colored people, both sek. W.C. Iowdermilk and Wm. Morgan appointed
as this committee, in corporation with Sheriff.
