THE HONORABLE BOARD OF COUNTY COMMISSIONERS:
The report of J.P. Bradley and I.R. Williams, the Committee appointed to
investigate the non - listed solvent oiedlta by the tax - payers of Harnett
County respectfully shows the follswinga
let: That your Committee did examine the records of Harnett, Sampson, Johnot
Cumberland and Wayne Counties as to Chattel Mortgages owned by time merchants
residing in this county. That a list of the chattel mortgages owned by sash
time merchant has been forwarded to that merchant in *atom where the &meant
listed by the said merchant was not as largo as the total amount of the mort-
gages. Some of these eases have boon adjudged; other@ are still pending.
Ends That your Committee caused to be made a list of all the unoaneeliod real
estate mortgages and deeds of trial appearing on record in Harnett County. Tp
make this list it was necessary to road the anogneollod mortgages and make
notes concerning the same. In making this list your committee was ably assist
ad by Miss Noll Los and Mr. lageno Summorell. After a list of all real estate
mortgages and deeds of treat had been pompliled, cash mortgage owned by the
same individual was placed on a separate list. A oopy of this list was sent t,
each individual in cases where the amount of notes secured by said mortgage or
deeds of trust was greater than the amount listed.
3rd: That your Committee mailed to seventy tax - payers in the County a list of
the mortgages or deeds of treat as appeared of record, on a fora letter, a cop;
of which is hereto attached. Thirty six tax -More have answered either in
person or by letter the gaeoliens asked in the said form letter. Year cemmitt
expects answers from the remaining 34 tax - payers to whom letters have been mai'
4th Since year Committee was appointed to make this investigation the sam
of 137,916 has been placed on the tax books.
5ths Your committee has received courteous aid from all tax - payers who have
answered by letter or called in person to explain the non - listed solvent credits,
In many oases your committee has found that a tax payer would list his not
solvent credits instead of itemising the credits owned by him and the debts
owed by him.
6ths Y"r committee will make a further report when answers to the other
letters have been received.

"wHBREAs, the Highway Commission
of North Carolina have recently planned
to pat a hard surface from Lillington to what is known as Green's Cross - roads,
a distance of about one and one -half miles on Numbers 21 and 60
And whereas; the said Commission has recently made a change in the
location of #21 between Kipling and Chelybeate Springs in said County:
And whereas, the Highway #41
between Lillington and the wake County line
is in bad condition, and has to!earry the traffic off- of - #60 and #21 into
Raleigh;
.Be it resolved by the Board';
of Commissioners of Harnett County:
1t That the Highway Commission
of North Carolina be requested to hard
surface #21 from Lillington to the wake County line,
2. That the said Commission
be requested to do the said hardsurfacing
at the earliest possible time:
