The Board of County Commissioners of Harnett County met in regular session, in Lillington, at the office pf the Board in the Courthouse on the 7th day of May,1928, the following members being present: James A. Buchanan, Chairma d.A.Hockaday; B.P. Ingram; Z./.Snipes; L.R. Byrd, and I.R.Williams,- County Attorney. Mr. J.A. Hockaday introduced the following order providing for the issuance of bonds: "An Order Authorizing The Issuance Of (51,000.00 SohoclFunding Bonds For Necessary 1xpenies of Harnett County. Be it resolved by the hoard of County Commissioners of Harnett County as follows: n Section 1. That pursuant to the County Finance Act of North Carolina, bonds of Harnett County are hereby authorized An the principal amount not exeeedings $¢51,000.00 for the', purposes hereinafter set forth. section 2. The proceeds of said bonds shall be used solely to fund the valid indebtedness incurred prior to March 7th,1927, for expenses necessarilt incurred for school building purposes, and for operation of schools for six months, said indebtedness being represented by notes assumed by this Board in taking over all school affairs of the county. It is hereby determined an found that said indebtedness, not exceeding V51,000.00 is now outstanding an evidenced by notes. Section 3. 1 tax sufficient to pay principal and interest of said bonds when due shall ne annually levl,ied and collected. Section 4. 9 statement of the school debt of Harnett County has been fil d with the clerk hereof and is open to public inspection. Section 5. All expenses to,,be defrayed by means of the bonds hereby au- thorized are necessary school expenses of this Board within the meaning of Section MX 7 of Atticle VII of the constitution of North Carolina. Section 6. Be it further resolved, that J.P.Bradley, Auditor of Harnett County, Nor h Carolina, is hereby designated:as the officer to file with this Board the Statement of Debt incurred and to be incurred pursuant to Section 14 of the County Finance Act of North Carolina.' Be it further resolved, that the Clerk of this Board publish said order in the Harnett County News, a newspaper published in Harnett County, North Carolina, with a statement immediately below the same in substantially the following form: "The foregoing order has been introduced and a sworn statement has been filed under the County Financel,Act, showing the assessed valuation of the County to be $24,507,921.00, ajlu the net debt for school purposes, including the proposed bonds,to be $868, 070.00. A tax will be levied for the pm pay went of the proposed bonds andlinterest, if the same shall be issued. Any citizen or taxpayer may protest against the issuance of such bonds at a meet ng of the Board of Commissioners to be held at 10 o'clock A.M.,,May 22nd,1928, r an adjournment thereof Lillington, North Carolina this May 7th,1928. Mamie Sexton Byrd, clerk. 24' EUODiTION : +10,000.00 WHEREAS, in the opinion of the Board of CountyCommissioners of Harnett County, North Carolina, it is necessary to borrow the sum of Ten Thousand (410,000.00) Dollars, for the purpose of paying the appropriations made for the current fiscal year in anticipation of the oolleotion of taxes and other revenues of such fiscal year; Be it therefore Resolved by the County foard of Commissioners of Harnett County, that the County of Harnett borrow, and be authorised to borrow on the full faith and credit of said county as provided in Chapter 81, Seotions 4 and 7 Laws of 1927, the sum of Ten Thousand Dollars, for the purpose of raising funds to meet the said appropriations motxmllisnamaasxmixsattxttsat made for the current fiscal year in anticipation of the collection of taxes and other revenues of said fiscal year, and the Chairman of the Board be authorised to execute a note darediay 15, 1928, payable to Bearer, signed by the Chairman of said Board. of Commissioners, attested by the said Clerk, payable on the 15th day of Aug. 1928, bearing interest from maturity at such rate not exceeding six per cent as the chairman may receive after advertising said note according to law at public auction, and that the said note be delivered and negotiated by the Chairman of the Board of County Commissioners for the purpose afore said. 7) Chairman. REVENUE ANTICIPATION NOTE FOR DEBT SERVICE. WHEREAS, it has become necessary for Harnett Sounty to borrow money to pay the principal or interest on bonds or notes to become due within four months, and not otherwise adequately provided for. NOW THEREFORE, BE IT RESOLVED by the Board of 'ounty commissioners of Harnett county, North Carolina, that said Board be authorized to borrow on the faith and credit of said County the sum of Thirty Five Shousand and no /100 follars ($35,000.00) for the purpose of raising funds with which to pay the rincipal or interest on bonds or notes, either or both, to become due within four months, as provided under Seotion 5 of "The "ounty Finance Act" and the Chairman of this Board be authorized to execute s note or notes for the afore- mentioned sum, dated Nay 19th. 1928, payable to Bearer, signed by the Chairman_ of the Board and attested by the Clerk to said Board, payable on the 19th. day of August, 1928 and bearing interest at the rate of 596 per cent per annum, and that such note or notes be negotiated and delivered by the said Chairman for the purposes aforesaid. M8 It is ordered that a committee of Commissioners Snipes and Ingram investigate and set aside a burial lot for inmates of County Home. It is ordered that County Attorney, I.R. Williams, be instructed to settle tax suit against Mary L. Jernigan and Wilson Justice in Averasboro town- ship It is ordered that I.R. Williams, County Attorney, be instructed to settle tax suit against Fannie Wooddll in Anderson Creek Township. It is ordered that I.R. Williams, County Attorney, be instructed to settle tax suit against Mrs. Pearl W. Henderson of Charlotte, N.C. It is ordered that I.E. Williams be authorized to make an adjustment with Ellis Goldstein and M.G. Lee in Grove township of 1921 and 1922 on a valu- ation of 41750.00. It is ordered that County Attorney be instructed to settle tax suit agains S.B. McNeill upon payment of itax, 6$ interest and costs. it is ordered that the Tax Collector be instructed to erase from list of delinquent tax payers the names of all tax payers paying taxes on Monday May 7, 1928. It is ordered that John Green, Tax Co nectar, .advertise and sell land for 1927 taxes according to law. It is ordered that John Green, Tax Collector, refund James McAlister, a minor, the sum of 47.85, and this amount be charged to James McAllis *er, D znxn, N.G. 13, as listed. It is ordered that Dermott Heating Company be paid 4750.00 on new toiler . and its installation, withoutjprejudiee to the county`s rights. It is ordered than 4691.40 be, paid to the Town of Dunn for .sxpennes at prisoners set to county roads It is order that the Chairmanland County Attorney be a money needed to meet bills of the county. RETRASES, ;. It is ordered that W.W. Wood be relieved of 423,78 on land in Anderson Creek township, land listed and paid in Stewart`s Creek. It is ordered that W.W. Wond be allowed 414.80 on 45 acres of land in Stewart's Creek township, there should be 41 acres is the name of Archie Norris. thorized to-horrow It is ordered that non -suit be against A.B. Fowler as it appears that M.A. Fowler paid tax on this land. Suit has been started agains A.B. Fowler for collection of this tax. It is ordered that I.R. Wi1liamd, county attorney, compromise J.W.Barefoot against L.L. Barefoot taxes for the year 1925, and years prior thereto, upon payment to the county by L.J. Best of the sum of 450.00. It is ordered that 100 acres of land of Venable Baggett be reduced from 429.50 to 411.00 per acre on land listed as cleared land, when in fact it is only wood land, Said land lies in Anderson Creek township. It is ordered that Shaw & Hivett be allowed a release on 60 acres of land in Lillington township valued At 4900.00. Survey shows that this tract of land is short 60 acres of amount listed. - It 18 ordered that the valuation of land of Dr. C.D. Bain in Grove Township be reduced from 43500.00 to 43000.00, as this action was deferred from July meeting. it is ordered that Neill MoRae's land be reduced to the entent of 4123,00 on account of error in acreage'„ property being in Anderson Creek township. is ordered that Leo Baker be relieved of 41:00 dog tax. Dog listed th rough error. It is ordered that the valuation of land of R.A. Bell be reduced to the extent of 4800.00, on account of error in listing. It is ordered that the house and lot of L.F. Stewart be reduced from 43800.00 to 42500.00, as recommended by Assessors. It is ordered that certificate' /608, 1920 taxes, of 424.35, and certificate No.62& for 1922 taxes 484.96, I56 acres listed in the name of D.E. Baker, be released. RESOIATION: Whereas, Malcom Black failed to pay his tax for the year 1922 and his land was sold for taxes for year 1922 and was bid by the county, Ind Whereas, deed has been made by the Sheriff of Harnett County to the County; And whereas, Miss Delia Gordon is now the owner of said land and has offered to pay said tax, together with the posts incurred; NOW, THEREFORE, It is ordered that the Chairman of the Board of Commissioners and the Clerk be and are hereby authorized and directed to make a deed to Miss Della Gordon for the said land of Malcom Black sold for 1922 tax upon the ayment of said tax and costs. River, INDEBTEDNESS OF SCHOOL DISTRICTS ASSUMED BOUNTY COMMISSIONERS: "Whereas, on May 2,1927, the Board of County Commissioners, with the approve of the Boardnof Education of Harnett County, did assume the entire indebtedness incurred by the school districts of the said County of Harnett, including the special charter districts, in erecting and equiping school buildings necessary for a six months terra as shown by said minutes of the Board of County Commissioners as recorded in Book No.5, pages 163, 164, and 165; And whereas, after said order assuming the said indebtedness was passed it was brought to the attention of the said Board of County Commissioners that in addition to the said sums set eat on pages 163, 164 and 165, Minute Book 15, of the Board of County Commissioners, that the Dunn School District, a Special Charter District, did owe the following amounts: To the County of Harnett for -Honey loaned for the erection and equipping school buildings necessary for a six months term the -sum of $36,000.00, which indebtedness the County',' of Harnett did agree to assume and fund by means of bonds upon the conveyance of property by'the Trustees of the Dunn School District to the BlISardof Education of Harnett County, as shown at the bottom of page 161 Yol, 5, Minutes of the county Commissioners. To Dixie Fire Insurance Company the sum of $5000.00 ,for balance of purchase price of school site for building necessary for six months term. To Central National Bank of Richmond, Virginia, for money borrowed by the Dnnn School District for the purpose of paying bonds and interest due on bonds incurred for creation and equipping of school building necessary for a six months term. Whereas, the above mentioned,evidenees of indebtedness were assumed by Bounty of Harnett through its Boar. of Commissioners on May2, 1927, and prior to July 1, 1927, and on account of the failure of the Clerk to the Board of County Commissioners to record the said proceedings in the minutes, Now, Therefore, be it resolved that the said Minutes of the Board of County Com missioners of Harnett County of the regular meeting held. on May 2, 1927, be so corrected as to show that the'County of'Itarnett did assume the said indebtedness of the Dunn School District as set out above. 27 RESOLUTIONS.. It is ordered that the following Resolutions be adopted, calling school elections in the following districts: Angier, IaFayette, Lillington, Dunn, Upper Little River and Benhaven: RESOLUTION OF BOARD OF COUNTY COMSMISSIONERS OF HARNETT COUNTY CALLING AN ELECTION IN HARNETT COUNTY SCHOOL DISTRICT NO. 34. WHEREAS, there has been presented to this Board a certificate from the Board of Education of Harnett County to the effect that said Board of gducatio has modified the general county -wide plan for schools, and in such modifioatio has constituted all of Black River Township, saving and excepting that portion lying in Barclaysville School Distriot, as a separate school distriot known as Harnett County School District No.34; and. WHEREAS, under Chapter 131, Public laws 1927, Section 3, no such school district shall be deemed created unless and until a uniform tax rate shall be voted therein, not exceeding fifty cents on the 4100.00 property valuation, fo the purpose of supplementing funds of six months school term as provided by la NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Harnett County that an election be and the same is hereby called to be held in the following territory on Tuesday, June 19th, 1928, for the purpose of submitting to the qualified voters thereof the question of voting a special tax not exoee ing fifty cents on the 4100.00 property valuation, to supplement funds of six months school term as provided by law, boundaries of which territory are as follows: Beginning at a stake at the interseotion of the western boundary line of Blank River toinship with the southern boundary line of Wake County and runni thence in a southernly direction with the line of Black River Township to Wilde 's Bridge on Neill's Creek; thence down said creek to the northern boundary line o Neill's Creek township; thence with the northern boundary line of Neill's Cree township in an easterly direotion to the point where the western boundary line •f the Barclayaville School District interseots with the northern boundary line o Neill's Creek township; thence in a northerly direotion with the western bound - y line of Barolaysville bahool Distriot to the point where the said line interseo s with the southern boundary line of the old William's Grove School District; thenoe in an easterly direction with the said old Wiliiam�a Grove Sohool Distriot line to Johnston County line; thence with the Wake County line to the beginning, the said new School district to include all of Black River township except such portions of Harnett County School Distriot No.36 (known as Barolaysville School District-0i as is located in said Black River Township.) 2. That *otiose of said election shall be published by the Harnett County News, a weekly newspaper published in the town of Lillington, for thirty days preoeding the day of eleotion. 3. A new registration of the qualified voters of said territory is hereby ordered. 4. That L.E. Johnson be and he is hereby appointed Registrar for said election, and J.L. Johnson and 0.8. Young are hereby appointed poll holders of said election. 5. That the election shall be held at the regular polling place in Blaok River township. 6. That at the election, those who are in favor of the levy and oollectio of said taxes shall vote a ticket on which shall be printed or written the words For local tax" and those opposed shall vote a ticket on which shall be printed or written the words "Against local tax." TO THE BOARD OF COMMISSIONERS OF HARNETT COUNTY: This is to certify that on the 19th day of March, 1928, the Board of Education of Harnett County modified the general oounty -wide plan of schools and in such modification constituted the following described property into one district to be hereafter known as Harnett County Sohool Distriot No.61. Beginning on the Cape Fear River at the mouth of Hector's Creek and follow- ing said river to the mouth of Neill's Creek; thence up Neill's Creek to Wilder e bridge; thence north with the Black River township line to Wake oounty line; thence with the Wake County line to Hector's Creek; thence down Hector's Creek to the bridge near R.T. Johnson's residence, the same being the north line of the old District No.1, Hector's Creek township, known as the Olive Branch Schott District; thence along this line in an westerly direction to include the R.T. Johnson property and the Green W. Johnson estate; thence back to Hector's Creek thenoe down Hector's Creek to the beginning. That under Section 3, Chapter 131, Publics Laws of 1927, She said district sh:11 not be deemed created or in existence unless and until a uniform tax rate shall be voted. AREAS, there has been presented to this Board a certificate from the Board of Education of Harnett County to the effect that said Board of. Sherman are hereby appointed poll holders of said election. 5." That the election shall be held at the regular polling place in Hector's Creek township. 6. , i That at the election those who are in favor of the levy and collection of said taxes shall veto a ticket on which shall be printed, or written, the words "For local tax" and those opposed shall vote a ticket on which is print ,pd, or written, the words "Against local tax." TO THE BOARD OF COUnlx COMMISSIONERS OF HARNETT COUNTY: This is to certify that the Board of Education has modified the general county-wide plan of schools and in such modification has constituted the following described property into one school district to be hereinafter known as Harnett County School istriot No.71. Beginning on Neill's Creek at the point where the present northern boundary line of District No.71 reached Neill's Creek; thence following up said creek to the Black River Township line to the west prong of Buie's Creek; thence down this stream to the bridge on the Lillington -Coats road near the. Mrs. Long residence; thence west along said road. to Dry Creek; thence down dry creek as it meanders, to a point near the eastern boundary line of the Dr. C.H. Sexton property; thence along the western boundary line of said property to Cape Fear River; thence down' Cape Fear River to the mouth of Upper tittle River; thence up Upper Little R ver as it meanders to the western boundary line of District No.78; thence ith this line of said district to the northern boundary line of District No,lls thence with this line to Upper Little River; thence along upper little River to the northern boundary line of district No.83; thence west along said line to the point where the western boundary ne,of district No.88 touches Camp Branch; thence up the run of said branch to its beginning; thence about north to a point in State Highway No.60 where the road leading from Joe Collins to sal; State Highway enters the Highway; thence with the road leading to the old riv r road by way of Joe Collins to a turn in the road just north of Joe Collins`residence; thence continuing with the said road in an eastern direction to a turn in the road just west of Clarence Thomas' residence; then continuing with the said road to the point where this road- enters the old river road aboutil5O yards east of Jim Mc.Auley's residence; thence with the old river road in a western direction to Fish Creek; thence with Fish Creek to the Cape Fear River; thence down the Cape Fear River to the mouth of Neill's Creek; thence Up Neill's Creek to the beginning, That under Section 3, of Chapter 131, Public Laws 1927, the said district shall not be deemed created or n existence unless and, until a uniform tax rate shall be voted. RESOLUTION OF BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY CALLING AN ELECTION IN HARNETT COURTY SCHOOL DISTRICT N0. 71.
