Special meeting of;Board of County Commissioners, in joint meeting with
the Board of Road Commissioners of Harnett County on Thursday Jan. 5,1928,
Present, Buchanan chairman;, Hockaday, Ingram and Byrd, and Road Com-
missioners, N.J. ie. Stewart, chairman, R.L. Kelly, T.N. Holmes, S.Z.
genter and H. M&D. Ray.
The duties of the Superintendent of the County Convict Camp were discussed.
It was ordered that Superintendent of Convict Camp would be held responsib
for the construction of any roads according to the plans and specification=
and written dire -01 0ns as given by the Road Commissioners of Harnett Count
through its Superintendent, which written directions or plans or specifi-
cations shall be so planned as to enable the Superintendent of the Convict
Camp to have at least three days work in advance as far as possible from
the delivery of the said written instructions or plans.
It is further ordered that the Superintendent of the County Convict Camp
refrain from assisting the sheriff of Harnett County in making arrests,
except in cases of escaped prisoners from his force of prisoners.)
It .is- :.ordered by the Board. of County Commissioners that the Board of Road
Commissioners proceed to work the Convict force under the directions above
stated, and that the bills for the up keep of the convict camp including t
feed, up -keep of machinery and tools for the mule& used by the convicts, be
Paid by the County as presented.
It is ordered that the Superintendent of the Convict Camp and the Super-
visor of the Road forces ree mmend at once to the Chairmansof the two
boards a man competent to handle the convicts in the absence of the Super-
intendent of the convict eamii, and carry on the work as planned by the Road
Commission, which man, if found competent, shall be employed by the two
Chairmen upon such terms and for such period as the two Chairmen upon such
terms and for such period as the two chairmen deem advisable.
The Superintendent of the Convict Camp and the Supervisor shall report any
neglect or incompetency on part of the man so hired to assist the Superin-
tendent of the convict Three to the chairman of the respective Boards witho t
delay.
Commissioners adjourned to meet at regular time, first Monday in Feb.
