O IISSIONERE ON MONDAY Sept., :5, 29.27.
Commissioners met in regular session on Monday Sept. 5, 1927, with the
following members present: Buchanan, chairman; Hockaday, Ingram, Snipes
and Byrd, and I.R. Williems, County Attorney.
Minutes of last meeting read and approved.
The following Resolution was passed:
"WHEREAS, under authority of Resolution duly adopted on May 2, 1927,
the County of Harnett did borrow the sum of 415,000,00 by note dated. May
12, 1927 payable Sept, 12, 1927, as is shown by resolution duly recorded
in Book t5; page 162; and whereas, it is necessary for the said county of
Harnett to borrow money with which to pay the said note due Sept. 12, 1927,
and whereas, sufficient taxes have not been collected to pay appropriation
made for the current fiscal year in Harnett county, and a temporary loan is
necessary to meet such appropriation:
NOW, THEREFORE, BE IT RESOLVED, By the Board of County Commissioners of
Harnett County, North Carolina, that the said County borrow, and be authorized
to borrow, on the faith and credit of said county, as provided in Section 4
of the "County Finance Act ", the sum of Fifteen Thousand Dollars, (415,000.00),
for the purpose of raising funds; to meet the appropriation made for the
ordinary expenses of the county, and the chairman of this Board is hereby
authorized to execute a note or notes in the aforementioned sum dated Sept.
12, 1927, payable to Bearer, signed by the chairman and attested by the clerk
to the Board, payable on the 12th day of February, 1928, bearing interest at
the rate of per cent per annum, and that such note or notes be
negotiated and delivered by said chairman for the purpose aforesaid."

NOW, THEREFORE, Be it Reeelved, by the County Commissioners of Harnett
County, North Carolina, that the said County borrow, and be authorized to
borrow, on the faith and credit of said county, as provided in Section 4 of
the "County Finance Aet ", the sum of Ten Thousand Dollars (410,000.00), for
the purpose of raising funds to meet the appropriations made for ordinary
expenses of said county;" and the chairman of this Board be and is hereby
authorized to execute a note or notes in the aforementioned sum dated Sept.
12, 1927, payable to Bearer, signed by the chairman, attested by the clerk
to the board, payable on the 12th day of November, 1927, and bearing interest
at the rate of per annum, and that such note or notes be negotiated
and delivered by said chairman for the purpose aforesaid.

the "County Finance Act", the sum of TEN THOUSAND DOLLARS, for the purpose
of raising funds to meet the appropriations made for ordinary expenses of
said county, and the chairman of this board be and he is hereby authorized
to execute a note or notes in the aforementioned sum dated Sept. 12, 1927,
payable to Bearer, signed by the ah.airman, attested by the clerk to the boardm
payable on the 12th day of December, 1927, and bearing interest at the rate
of per annum, and that such note or notes be negotiate and delivered
by said chairman for the purpose aforesaid.

It is moved and seconded that the appointment of L.M. Jeffreys as cotton
weigher for Dunn, be confirmed.
It is ordered that McD :Marks of Eeills Creek Township be refunded in the sum
of :13.04 on account of his having; paid through error personal property
tax, poll tax and tax on lot valued at 0400.00 belonging to E.E. Marks.
It is ordered that Pe.,ort of ?:oad Com issioners of Upper Little River Town-
ship be accepted and filed.
It is ordered that the resignation of the Board of Road Commissioners of
Upper Little river To=ship be accepted and filed.
It is ordered that I.E.Will &Ams, 0ounty Attorney deliver to Corby Johnson
certificate of sale for 1925 taxes under the name of Charley Johnson. paid
certificate being numbered 1140, tiverasoro Township, said taxes being paid
by Corby Johnson.
It is ordered that Mss F E Blake be allowed X1.00 per day for sixty days
(Sanatorium fund)
It is ordered that Sallie Williams be allowed .5.00 per month pauper allowance
It is ordered that Northington Ferry be discontinued.
It is ordered that fence around old Convict Camp be removed to the County
Jail yard and work to be done by convicts.

It is ordered that J.M. Shaw, N.A. Matthews and Geo. L: be
appointed a Committee to investigate the valuations of'the property in
Angier, Lillington and Dunn and report to the Board of Commissioners at
a special meeting to be held within ten days . The Committee will make
recommendations as to what lots and buildings in said towns shall be raised
or lowered in order to equalize the real estate in the said three towns.
Upon the question of electing a Welfare Officer for Harnett County to succeed
Miss Dora Beck the candidates for said office received votes as follows;

The final vote standing five for Mrs Lewis and three for Mrs Fitzgerald, Mrs.
Lewis was declared elected.
Miss Dora Beck at the request of all members of both boards agreed to serve
until October 1st. 1927 as Supt. of Welfare, ' A11 members of both Boards by
a rising vote expressed their appreciation of the excellent work rendered
by Miss Beck during her term.of office.

A RESOLUTION:
At a meeting of the jAard of Co ::issioners of Harnett 'ounty, held on the
5th. day of September, 1927, the following members were present, the same being.

Upper Little Fiver Township, Upper Little River School, White race, Harnett
County, es required by Article IX, Section 3, of the Constitution of the State
of North Oarolina, it is necessary that certain improvements be made therein
of the following character
:Purchase site, erect new school building and teacher home and equip same.
(2) That in order to provide said improvements it is necessary that the sum
of One Hundred Tv:enty Thousand (0120000.00) Dollars be obtained by borrowing th
sarie, to be used by the County Board of Education of Harnett County, for said
purpose.
(o) That the Board of County Commasioners of Harnett County does hereby ap-
prove of and authorize the application for, and procurement of, a loan for said
pu:poee from the Special Building Fund 9f the State of North Carolina, establis
ed under Chapter 199, Public Laws 1927 and said Board doevv hereby authorize
and direct that all necessary steps be taken to procure said loan under the ter
of said statutes and the rules and regulations of the atate Board of Education
governing the making of loans from said fund, and the Chairman and Secretary
are hereby authorized, empowered and directed for and on behalf of this Board
to join with the County Hoard of Education of Harnett County in makin the
necessary application therefor, and to take such action under this resolution
and under sai. statutes, rules and regulations as may be necessary for said
purpose ".
The resolution wqs duly adopted by the following vote:
Those voting in the affirmative were: Those voting in the negative were
Buchanan, Ingram,Hockaday,Snipes,Byrd None

adopted.
