Commissioners met in can session, and the following being present:- .Tas. A.
Hockaday, Z.V. Snipes and L,R.;Byrd. Buchanan, chairman, and B.P. Ingram
being absent attending Convention of County Commissioners at Lake Blase.
County Attorney I.R. Williams being present.
Upon motion of Mr. Hockaday, seconded by Mr. Byrd, Z.V. Snipes was elected
active chairman in the absence of J.A. Buchanan, chairman.
WHEREAS, on August 1st, 1927, a Resolution authorizing the issuance
of bonds in the sum of THIRTY FIVE THOUSAND ($35,000,00) DOLLARS, for the
purpose of erecting a County Home for the indigent and infirm of said county,
was introduced and passed, all members of said Board being present and voting
in favor of said Resolution, which Resolution is duly, recorded at page 181,
Vol. 5 of the Minute Docket of the Board of Commissioners; and whereas, Aug.
12, 1927, at 10,o'clock A,M. at the courthouse, was the date, hour and plane
set for public hearing on said Resolution;
And Whereas, the said, Resolution has been duly published according
to law in the Harnett County News, a newspaper having general circulation in
said county;
And Whereas, no citizens of the county have appeared before the said
Board and made any protest against the final passage of the said Resolution as
introduced;
And Whereas, the erection of a home for the indigent and infirm of
said count is a necessary expense to be incurred:
ORB` BE IT RESOLVED, by the Board of County Commissioners of
Harnett County:
Sec. le That it is necessary for the County of Harnett to issue its
bonds in the aggregate amount of Thirty Five Thousand ($35,000.00) Dollars, as
introduced by the Ordinance of August 1, 1927, for the purpose of erecting the
Said County Home, which County Home is a necessary expense to be incurred by
said County.
See. 2. That there be issued in negotiable bonds of the County of
Harnett in the aggregate f ce oount al1 Thirty Five Thousand (35,000.00)
Dollars, consisting of on y�4 000.00 each numbered one to t As-
inelusive, dated Sept. 1, 1927, and five bonds of $2000.00 `each being numbered
31 to 35 inclusive, dated Sept.; 1, 1927, bearing interest at a rate to be
hereafter determined not exceeding six per sent. per annum, both interest and
Principal to be payable on the first days of March and September of each year
at the Chase National Bank of New York City, in gold. Coin of the United States
of the present standard weight and fineness, said .bonds to mature in annual
series in numerical order, the lowest numbers first on Sept. 1st of the
following years: $1000.00 1928 to 1952-inclusive $2000,00 1953 to 19a7
inclusive.
' Sec. 3, That the pros eeds of said bonds shall 15e applied for the
purpose of erecting a home for the indigent and infirm of said County.
Sec, 4. That the probable period of usefulness of the said home
for the indigent and infirm to be erected from the proceeds of said bonds,
is thirty -five years.
See. 5. That a tax sufficient to pay the pri,ncipal'and interest of
said bonds shall be annually levied and collected.
Sec. 6. That the said bonds shall be signed by the Chairman of the
Board of County Commissioners and the Clerk under the seal of the Board of
County Commissioners, and attested by the Clerk of the Board of said. Comp
missioners, and the annexed interest coupon shall be signed by the Chairman
and attested by the Clerk of the Board of said County Commissioners, whose
Signatures may be in facsimile upon said coupons, and the form of said bonds
and coupons shah be substantially as follows:

COUNTY HOME BONDS,
The - County of Harnett, -North Carolina, is justly indebted and for
value received hereby promises to pay to the Bearer on the first day of
September, 19 , the principal sum of
ONE THOUSMID DOLLARS
with interest thereon at the rate of _per centum payable semi - annually
on the first days of March and September of each year on presentation and
surrender of the annexed coupon i as they severally fall due, Both principal
and interest of this bond are payable at the Chase National Bank in the City
of New York in gold coin of the United States of the present standard of
weight and fineness. For the prompt payment hereof, both principal and
interest as the same shall fall due, the full faith, credit and resources of
said County are irrevocably pledged.
This bond is one of a series issued under the authority and
pursuant to Section 8, Chapter 81, Laws of 1927, North Carolina, and ordinances
and resolutions duly passed by the Board of County Commissioners authorizing
the issuance of Thirty Five Thousand Dollars in bonds for the purpose of
erecting a County Home for the indigent and infirm of said County.
It is hereby certified and recited that all acts, oonditions and
things required by the laws and constitution of North Carolina to happen,
exist and be performed precedent to and in the issuance of this bond, have
happened, exist and have been performed in regular and due form and the time
as so required; that the total indebtedness of said County of Harnett, including
this bond, does not exceed any constitutional or statutory limitation thereon;
and that provision has been made for the levy and collection of a direct annua+
tax upon all taxable property within said County sufficient to pay the principal
and interest of this bond as the same shall fall due.
This bond is registrable in accordance with the provisions endorsed
hereon.
IN WITNESS WHEREOF the County of Harnett has caused this bond to be
signed by its Chairman of Board of County Commissioners and its Clerk to the
Board of County Commissioners under its oorporate seal, and the annexed interest
coupons to be executed with the faesfl le signatures of said Chairman and Clerk,
all as of September 1st, 1927.
