HomeMy WebLinkAbout01031927MINUTES OF MEETING OF COMMISSIONERS ON MONDAY JANUARY 3rd, 1927 County Commissioners met in regular session on January 3rd, 1927. All member sof the Board present wit» County Attorney. Minutes of last meeting read and approved. It is ordered that L. R. Byrd and J. A. Hockaday be appointed as a committee to make investigations in jail as to supplies, etc. needed and to purchase supplies necessary. It is ordered that the valuation of the land of Mr. & Mrs. E. W. Wright of Aversboro Township be reduced to the sum of $2686.00, on account of error in listing by List Taker who listed same at 43,000.00. BOND and of Miss Mamie Sexton for $5,000.00, for Register of Deeds with ryland Casualty Company as surety be approved and filed with Clerk Superior Court. LOAN FOR DUNN SCHOOL ALIAWED Whereas, the amount provided in the Pudget for the needs of running a six montt school term in Harnett County, Borth Carolina, as provided and approved for the scholastic year 1926 -1927, by the Uounty Board of Commissioners of Harnett 0 ounty, North Carolina, is insuffcient to meet the-existing indebtedness and operation expenses for such purposes, and Whereas, the County Board of Commissioners of Harnett County, North Carolina, have investigated and find as a fact that additional funds are necessary to meet the absolute needs of running a six months school term and provide equip- ment for the same and pay existing indebtedness for said purposes, in order to properly maintain a six months school term in said county, Now, Therefore, Be It Resolveda That the County board of lonmtissioners of Harnett County, North Carolina, borrow and be authorized to borrow, on the faith and credit of said County, the sum of Thirty -Six Thousand $36,000.00, ,ollars, for the purpose of raising funds to meet the absolute needs of running 4 six months school term and provide equipment for the same and pay existing indebtedness for said purposes, and to provide funds therefor in order to properly maintain a six months school term in said County, and the Chairman of this board be authorized to execute a note or notes dated the 25th of January 1927, signed by the Chairman of the County board of Commissioners and attested by the Clerk to the said Board, bearing interest at the rate of $4.80 per cent per annum, and that such note or notes bd delivered and negotiated by the Chairman of the County Board of Commissioners of Barnett County, North Carolina, for the purposes aforesaid. In witness whereof the said County Board of Commissioners of Barnett County, North Carolina, has caused its corporate name to be signed hereto by its Chaim, man and the corporate seal to be hereunto affixed and attested by its Clerk this 25th day of January; 1927 Chairman County Board of Commissioners Harnett County, North Carolina IRAN FOR 410.000.00 and $25,000.00, For Road Building Whereas, the financing of the public roads and bridges in the County Of Harnett, North Carolina, is under the superivsion and control of the County Board of uommissioners of said County, and Whereas, in the opinion of the County Board of commissioners of Harnett County, North Carolina, it has become necessary to build, re -build and repfir the public roads and bridges or public roads or bridges in Barnett County and the same cannot be done with the labor and funds at the command of the Commissioners or in their hands; Now, Therefore, Be It Resolved by the County ¥oard of Commissioners of Harnett County, North Carolina, that the said Board be authorized to borrow on the faith and credit of said County, the sum of $35,000.00 Dollars, for the purpose of raising or raising funds with which to defray the cost or re- building any roads and bridges, either or both and the Chairman of this Board be authorized to execute a note or notes dated 3anuary 25th, 1927, payable to bearer, signed by the chairman of the board and attested by the clerk to the board, payable on the 25th day of July, 1927, and bearing interest at the rate of 44.80 per cent per annum, and that such note or notes be delivered and negotiated by the uhariman of the County Board of Commissioners for the purposes aforesaid RESOLUTION OF THE BOARD OF COMMISSIONERS OF HARNETT COUNTY AUTHORIZING THE BORROWING OF THIRTY SIX THOUSAND (36,000.00) DOLLARS FOR THE PURPOSE OF TEMPORARILY FOUNDING CERTAIN INDEBTEDNESS OF THE DUMM GRADED DISTRICT AND THE ACCEPTANCE OF A NOTE OF SAID DISTRICT FOR THE REPAYMENT OF THE SAME. WHEREAS, it has been made to appear to this Board that the Dunn Graded School District, a special chartered public school district of the county, will need on or about the 1st day of February, 1927, Thirty -Six Thousand 036,000.00) Dollars with which, to temporarily fund its indebtedness incurred in the erection of school buildings for said District for said District; and WHEREAS, said District through its Chairman, J. C. Clifford, has made application to this Board to provide said funds through the negotiation of a loan or otherwise, said funds to be repaid to the County by said District; and WHEREAS, this Board has found that the indebtedness to be founded was incurred as a necessary expense of said District in the erection of school buildings for said District, said buildings being necessary in order to proper- ly carry on a public school in said District for a term of six months: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF HARNETT; Section 1. That for the purpose of temporarily funding and indebtedness of the Gunn Graded School District inourred as aforesaid, this Board borrow the sum of Thirty Six Thousand 436,000.00) Dollars in anticipation of the levy and collection of taxes due and to become due unto this Board, and especially in anticipation of the levy and collection of taxes due or to be- come due unto the Dunn Graded School District. Section 2. That the Chairmen and Clerk of the Board of Commissioners of Harnett County be, and they are hereby authorized to execute the note or notes of this Board in the aggrigate dum of Thirty Six Thousand 036,000.00) Dollars, payable mare year from its or their date, to the order of Bearer, or to any person, bank or corporation with whom the name may be negotiated,the date, for tenor, rate of interest and maturity of the same to be determined by said Chair man and Clerk who shall execute the said note in behalf of this. Board. Section 3. That all the resourees of the County of - Harnett, and all taxes dur or to become due to said County, and expecially all taxes levied or to be levied, collected, due and to become due unto the Board of Trustees of the Dunn Graded School District, or to its Treasurer, or to any officer for it, are hereby irrevocable pledged to the payment of said note or notes at the maturity theretl. Section 4. That said note or notes shall bear interest payble annually or semi- annually at a rate to be agreed upon and set forth in said note not grearet than six per cent per annum. Section 5. That the proceeds realized from said note be paid over to the Treasurer of the Dunn Graded School District and that this Board accept as collateral seeruity for the payment thereof the note or notes of the Dunn Graded School District, payable 'j, approximately upon the same date as the note or notes of this Board, shall be payable tm the same amount, and bearing the same rate of interest. Section 6. That this Board reserves the right in default of the payment off said collateral note by the Dunn Graded School district to levy upon said District a sufficient tax tp retire the same or to withheld for said District taxes due to the same sufficient in amount to discharge said note and interest on the same as the same shall severally become due. Section 7. That this resolution shall be in force from and after its adoption. PAUPER ALLOWANCE It is ordered that Mrs. Thannie B. Williams be allowed 415.00, per month, pauper allowance. It is ordered that J. D.Turlington and wife be allowed 46.00, per month, this allowance made December 6th. S. CORRECTION IN VALUATION OF PROPERTY It is ordered that the Improvements made by J. H. Ballaiuring 1926 in Aversboro be valued at 412,600.00, instead of 427,800.00, and that the auditor bs ordered to make this correction. It is ordered that N. A. Townsend, Represenative, and Neill McK. Salmon be requested to enact a law proklbiting the opening of any place of business in Harnett County for the purpose of doing business on the Sabbath Day. REPORTS It is ordered that the report from C. F. Cox, Treas. of Road. Commission of Barbecue Township be accepted and filed. It is ordered that the regisnation of C. F. Cox, Treas. be accepted and filed. It is ordered that report from S. B. Caviness, Supt. Convict Camp, be accepted and filed and bills attached to the amount of 4822.57, be paid. It is ordered that the report from John green, Tax Collector, be accepted and filed -- .amount collected in December 1926 461,661.91., Adveneement on salary 4616.62. It is ordere that report from Clerk superior Court be accepted and filed. Checks attached for 4243.60, and 4342.00 be turned over to the County Auditor.
