MINUTES OF MEETING OR COUNTY COMMISSIONERS, MONDAY MAY 3, 1926. .
County Commissioners met in Regular session May 3, 1926. Present, Jas. A.
Buchanan, chairman, J.A. Hockaday, J.G. Dayton, J.A. Hockaday, B.P. Ingram,
Z.V. Snipes, with M.T. Spears, County Attorney.
Minutes of last meeting read and approved.
It is ordered that $20.00 be allowed to each. Confederate Soldier for
transportation to the reunion in Birmingham, Ala. County order to be made
to W.H. McAllister, Adgt.
It is ordered that Governor Bell be given privilege of selling medicine
etc. without having to pay license tax as he is a veteran of the World War.
It is ordered that County allow Mrs. L.G. Thornton 01.00 per day for nursin
and boarding Mrs. Emma Hoyle. -
It is ordered that allowance of $10.00 per month be MIS. Emma Hoyle be
discontinued.
It is ordered that County Auditor be named as fiscal agent for Averesboro
Township Road Commission, and that he receive, hold and disburse any road
funds belonging to said Road Commission which may now be in his hands or
which shall hereafter be received by him.
PAUPER ALLOWANCES:
It is ordered that Will Bishop be allowed $5.00 for one month, and Miss
Beck to make investigation and report at next meeting.
It is ordered that Jane McKay be allowed $1.00 'per day, and that voucher
be sent to M.J. ItcNeill,.Broadway, N.C. #1.
It is ordered that Mrs. Nan Mills and daughter be allowed $10.00 per month,
and that voucher be mailed to Mrs. Nannie Mills, Fuquay Springs, N.C. #1.
MOTHERS' AID:
It is ordered that Mrs. Lena Matthews be allowed *20.00 per month , and
that voucher be mailed R.O. Stewart, Coats, N.C.
REPORTS:
It is ordered that report from J.P. Parker, Supt. of County Home, be
accepted and filed, and that bill attached to the amount of $26.65 be
paid.
It is ordered that report from S.B. Caviness, Supt. of Convict Camp, be
accepted and filed 'and that bills attached, to the amount of $1052.55,
be paid.
It is ordered that report from M.L. Ballard, Road Supervisor, be accepted
and filed.
It is ordered that report from H.A. Turlington be accepted and filed, and
commission of 0271.66 be paid, advancement on salary.
It is ordered that report from Clerk of Court be accepted and filed and
that checks attached. for 0175.35 and 2194.75 be turned over to County
Auditor.
It is ordered that the following petition be approved and the elections
called:

NORTH CAROLINA.
HARNETT COUNTY. Petition for the Enlargement of Harnett County School
District No.34.
TO THE BOARD OF EDUCATION OF HARNETT COUNTY:
We, the undersigned members of the Governing Board of Harnett
County School District No.34( formerly known as Angier High School`Distric
respectfully petition your honorable board that an election be called in
the territory hereinafter described for the purpose of submitting to the
qualified voters thereof the question of annexing said territory to Harnet
County School District No.34, and of levying in said territory a local
tax of the same rate as that voted in said Harnett County School District
No.34 above referred.
The boundaries of the new territory in which we request the
election to be called are as follows

Beginning at a point in the Wake County line where the eastern boundary
line of Harnett County School District No.34 intersects the Wake County
line, and runs thence with the sadd Wake County line in an easterly
direction to the Johnston County line; thence with the Johnston County
line in a southerly direction to the western boundary line of Harnett
County School District No.52; thence with said district line to the
northern boundary line of Harnett County School District No.36; thence in a
westerly direction with said district line to the eastern boundary line of
said District No.34; thence with said line in a northerly direction to the
beginning.
This new territory 1s known as the Williams Grove District.
This nay 3, 1926.

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY CALLING
A SPECIAL ELECTION IN HARNETT COUNTY SCHOOL DISTRICT NO. 35 KNOWN AS
WILLIAMS GROVE DISTRICT.
Whereas, there has been presented to this Board at it's regular
meeting on the First Monday in nay, 1926, a petition duly signed by the
Governing Board of Harnett 8ohnty School District No.34 requesting that an
election be had in the following described new territory, which said new
territory adjoins said Harnett County School District No.34 for the purpose
of submitting to the qualified voters thereof the question of annexing said
new territory to the said Harnett County School District I7o.34 and of levying
therein a local tax of the same rate as that voted in said district No.34,
the boundaries of said new territory being as follows:
Beginning at a point in the Wake County line where the Eastern
boundary line of Harnett County School District No.34 intersects the Wake
County line, and runs thence with the said Wake County line in an easterly
direction to the Johnston County line; thence with the Johnston County line
in a southerly direction to the western boundary line Of Harnett County Schoo
District No.52; thence with said district line to the northern boundary line
of Harnett County School District No.36;thence in a westerly direction with
said district line to the western boundary line of said district No.34;
thence with that line in a northerly direction to the beginning. This new
territory is known as the "William Grove District ".
And whereas, said petition has been duly presented to the Board of
Education of Harnett County, received due consideration and approval by that
body and is now before this board on the endorsement of the Chairman and
Secretary of said Board of Education as by law provided:
Now, Therefore, be it resolved by the Board of Commissioners of
Harnett County in regular session assembled on May 3rd, 1926: (1) That an
election be had in the territory above described on Tuesday June 15th, 1926,
for the purpose of submitting to the qualified voters therein the question
of annexing said territory to Harnett County School District No.34 (formerly
known as the Angier High School District), and of levying a local tax in
said territory of the same rate as that voted in said Harnett County School
District No.34; (2) that there shall be a new registration of the voters in
said new territory, and that notice of said registration and election be
published in some newspaper circulating in said territory at least 30 days
before the close of the registration books; (3) That those desiring to vote
for the annexing of said territory and levying the tax as above specified
shall vote a ticket upon which shall be written or printed the words "FOR
LOCAL TAX" and those opposing a ticket upon which shall be wr itten or
printed the words "AGAINST LOCAL TAX "; (4) That Kirk Adams be and he is
hereby appointed Registrar for said Election, and M.C. Smith and Herbert
Woodall are hereby appointed Poll Holders for said election; (5) That the
election shall be held at the school building in said new territory known
as the "William Grove School Building ".

It is ordered that the resignation of M.T. Spears as County Attorney be
accepted and filed, said resignation to take effect June 15, 1926.
RELEASES:
It is ordered that Mrs. Alice McNeill be relieved of 017.16 in Lillington
Township, as an error in listing property.
It is ordered that Mrs. Ora Hudson be relieved of 06.30 in Grove Township,
as an error in listing piano which she did not own.

The following Resolution was, passed authorizing the County to borrow
065,000.00:
RESOLUTION.
Be it Resolved by the Coard of Commissioners of Harnett County that
three notes in the sum of two for $20,000.00 and one for $25,000.00 to be
dated the day of May, 1926, and each maturing Jan. 1, 1927, and bearing
interest from date at 41 percent, interest payable at maturity, both
interest and principal to Bearer at Chase National Bank of the City of
New York, N.Y. In anticipation of collection of taxes for year 1926, and
that said notes be sold or hypothecated by the Auditor of Harnett County and
the proceeds thereof turned into the general fund of said County.
Be it further Resolved.. that the full faith and credit of Harnett
County be pledged to the punctual payment of the principal and interest of
said notes at maturity/
The above Resolution is unanimously passed by the Board.

It is ordered that the Special Committee named to purchase a site for a
new County Home be authorized and instructed to purchase such site as they
may deem advisable and that the Auditor issue voucher in payment of the
land purchased.
At a joint meeting of the Board of Commissioners of Harnett County and the
Road Commissioners of Harnett County on Monday, May 3, 1926, the following
resolution was adopted: Resolved,
1. :That the North Carolina State Highway Commission be required
in the location of State Highway No.21 to the Harnett County line to have
due consideration to the fact that the Eastern side of Harnett County, con-
taining the most thickly populated section of the county, is dependent
upon this State Highway for Some feasible connection.to reach the State
Capitol, 8nd we therefore earnestly urge that this highway be located as
far East as is consistent with the local needs to be served in Wake County.
2. That the North Carolina State Highway Commission be requested
to place on the system a gravel highway connecting with Route 60 at Erwin,
Harnett County, and running thence by the most feasible route. through
Turlington, Goats and Angierto connect with 21 at the most feasible point
in Wake, thus providing a much shorter route for the Raleigh bound traffic
feeding into Route 60 South and East of Erwin and at the same time providing
the thickly populated section. of Eastern Harnett with State Highway 6onnectton
now :denied it.
3. That in order to procure the establishment of this road the
County of Harnett hereby agrees to advance to the State Highway Commission
necessary funds for the building of the same, such funds to be repaid to
the county out of its future quoto of State Highway funds.;
4. That a committee composed of J.A. Hockaday, J.M. Byrd, J.C.
Clifford, W.J. MoStewart and J.A. Buchanan be and they are hereby appointed
to present a copy of these resolutions at the next meeting of the State
Highway Commission.
