County Commissioners met in Regular Session Monday Jan. 4, 1926,
Present: Jas. A. Buchanan, B.P. Ingram, G.K. Grantham, Chairman, with
U.T. Spears, County Attorney. J.A. Hockaday and J.G. Layton absent on
account of sickness.

AUTHORIZING AUDITOR TO H<;IPLOY HELP.
It is ordered that County,Auditor be authorized to employ an Assistant and
report to Board of Commissioners at next meeting.
It is ordered that County Auditor be instructed to notify all persons whose
lands have been sold for taxes prior to the first Monday in May, 1925, unles
payment is made to county with interest and penalty by Marchl, 1926, County
will institute proceeds to obtain title to land.

8. The Overseers shall report daily to the superintendent all breaches of
discipline on the part of any prisoner or the failure to properly perform
work assigned to him.
9. The Overseers shall report to the superintendent each day any cas of
sickness or complaint of sickness and it shall be the duty of the super-
intendent at once to verify the report and to call the County Physician or
some other reputable physician in case of emergency to attend upon and
prescribe for the treatment of all sick prisoners.

punishments, and data and manner of release.
A record of all physical examinations shall be kept in the office of
the health officer, county physician or other physician in charge of the
health work in the camp.

11. All prisoners sent to the prison camp shall as soon as practicable be
classified by the superintendent into three classes - A. B. C
Class A are honor men who can be trusted to obey the rules and work -
diligently without the presence of armed guards. They shall not wear chains
while at work and shall not be chained at night.
Class B are men who have not yet shown themselves wholly entitled to
work in Class A, but are competent to work and are resonably obedient. They
must be worked under guards, but shall not wear chains while at work, and
may or may not be chained at night, at the discretion of the superintendent.
Class 0 are those men who cannot be trusted at all. They shall wear
stripes and may be shackled at work, provided shackles are of a. type which
may be removed at night. (It must be borne in mind, however! that the law
does not permit stripes to be put upon misdemeanants for any cause).
'A prisoner may be promoted to the next highest grade at the expiration of
60 days provided he has performed satisfactorily the duties assigned and has
shown good behavior.
12. The men of Class A shall be entitled to a deduction from their sentences
of 10 days for each month served.
The men of Class B shall be entitled to a deduction from their sentences
of 5 days for each month served.
The men of Class 0 may or may not be given a deduction of 5 days from
each month served, subject to the provisions of rule 13.
13. For breaches of discipline or failure to perform satisfactorily work
assigned, offenders shall be disciplined by the superintendent in the following
manner:
(1) Reprimand
(2) Reduced to the next lower class.
(3) Prisoners of Class 0 who continue to be insubordinate, shall
lose all of the"tgood time" which has accumulated to their
credit.
(4) Solitary confinement under the supervision of the physician.
(Applies only to Class C.)
(5) Corporal punishment shall be administered only in extreme
cases when all other efforts have failed,' and then only by
the superintendent in the presence ,of a physician or clergyman.
It shall not be administered until 24 hours after the offense
and then only in a humane and resonable manner, (The State Boast_
Ades not recommend this form of punishment There are those

14. Prisoners are always entitled to a hearing on the charges
against them before being disciplined.
15. The different methods of discipline shall be administered
in the order given above.

REPORTS:
It is ordered that report from Miss Sadie Hatcher be accepted and filed.
It is ordered that report from J.P. Parker, Supt. of County Home be accepted
and filed, and that all bills attached be paid to the amount of 0128.23.
It is ordered that report from S.B. Caviness, Supt. of Camp, be accepted and
filed, and that all bills attached be paid to the amount of $774.71.
It is ordered that report from H.A. Turlington, Tax Collector, be accepted
and filed, and that commissions on amount collected to be paid $922.22,
advancement on salary.
It is ordered that report from E.F. Young be accepted and filed, and that
check attached for $1328.39 be turned over to County Auditor.
Resolution
WHEREAS, Rebecca S. McCormick failed to pay her taxes for the years 1921,
1922, and 1923, and her lands were sold for taxes for these years and bid in
by the county,
AND WHEREAS, deed has been made by the Sheriff of the county to the
commissioners for said land,
END WHEREAS, the said heirs at law of R.S. McCormick has offered to redeem
the same by paying said taxes in full, together with the costs incurred.
NOW THEREFORE, it is ordered that the chairman of the Board of Commissioners
brought
to a prisoner
be authorized and directed to make a deed back to the said heirs at law of
R.S. McCormick for the said lands, upon the payment of all taxes and costs,
together with the cost of making new deed for said lands.

It is ordered that report from Clerk of Superior Court be accepted and filed,
and that checks for $203.90 and $194.75 be turned over tonCounty Auditor.
A financial statement, showing existing indebtedness of the county, was
received from the County Auditor, and duly considered, and the following
Resolution was introduced and read to the Board:
RESOLUTION.
BE IT RESOLVED, By the Board of County Commissioners of Harnett County:
1. - - -A statement of the indebtedness of the county has been filed with this
Board by the County Auditor, as of this date, and same is hereby approved, and
ordered to be filed in the official records, same showing a total of 0100,881.07,
and it is hereby determined and declared that all of said indebtedness was in-
curred for necessary expenses of said county.
2. - - -It is hereby determined and declared that the total of the first four
items in said statement, aggregating $19,379.03, was incurred by said county for
necessary repairs and improvements on the county courthouse and jail.
3. - - -It is hereby determined and declared that the fifth item in said statement
aggregating $81,402.04, was incurred by the county for necessary expenses as
indicated in maintaining the six months's school term of said county, prior to
January 1, 1923.
4. -- -That said county has no funds now available with which to pay said
indebtedness, and it now is necessary to fund same in the interests of the
tax payers of the county.
5.---that for the purpose of paying said indebtedness, the negotiable coupons
of said County shall be issued in the amount of $100,000 face value, in accord-
ance with the Constitution and laws of North Carolina, with particular reference
to chapter 432 of the North Carolina Public -local laws of 1925.
6.- - -That said bonds shall be known as Harnett County Gold Bonds, dated January
1, 1926, bearing interest at the rate of five per centum per annum, interest
payable semi - annually, both principal and interest payable at the Hanover
National Bank in New York City, and maturing on the first day of January of
each year as follows;
$5000 in each of the years 1936 to 1955 both inclusive.
7.- - -That the said bonds shall be in denominations of $1000. each, and shall be
numbered consecutively from one to 100 both inclusive.
8.- - -Said bonds shall be executed with the manual signature of the Chairman of
this Board and countersigned by the Clerk thereof, and the interest coupons
thereto attached shall be signed with the fac- simile signature of said Chairman,
and the county seal shall be impressed on each bond.
9.- - -Said bonds shall be sold by sealed bids at 2 P.M. January 20, 1926, and the
Notice of Sale for same published in the Harnett County News is hereby officially
approved, and the Greensboro Daily News is hereby determined to be a proper
financial or trade journal which publishes notices of bond sales from time to
time, and in which Notice of Sale of said bonds as published therein is hereby
approved as by order of this board.
10. -- -That said bonds and coupons shall be in substantially the following form;
$1,000.00.
State of North Carolina, County of Harnett, Gold Bond,
Know all men by these presents, that the County of Harnett, State of
North Carolina, hereinafter referred to as the Municipality, is justly in-
debted and for value received hereby promise to pay Bearer the principal
sum of ONE THOUSAND DOLLARS on the first day of January, 19 , with
interest thereon at the rate of five per centum per annum payable semi-
annually on the first day of July and the first day of January of each year
upon presentation and surrender of annexed interest coupons as they severally
fall due. Both principal and interest of this Bond are payable in gold coin
of the United States of America of the present standard of weight and fineness
at the Hanover Bank in the City of New York.
This Bond is one of one hundred bonds of like date and amount and tenor,
except as to maturities, numbered consecutively from (1) to ( ) issued under
the authority of and in full compliance with the Constitution and Laws of
North Carolina, with particular reference to chapter 432 of North Carolina
Public -Local laws of 1925, and for the purpose of funding debts of said
county incurred for necessary expenses as set forth in said law, in main-
taining six months school term prior to 1923, and public building repairs.

It is hereby certified and recited that all acts, conditions and
things required to be done, happen and exist, precedent to and in the
issuance of this Bond, have been-done, have happened, and do exist, as
required by the Constitution and Laws of the State of North Carolina;
that provision has been made-for the levy and collection of an annual
tax upon all taxable property within the said Municipality sufficient to
pay the interest hereon and the principal hereof as the same fall due, and
that the total indebtedness of same does not exceed any constitutional
or statutory limitation. For the prompt payment hereof both principal
and interest, the full faith, credit and resources of the said Municipality
are hereby irrevocably pledged.
In witness whereof, the said Municipality has caused this Bond to
be signed by its chairman and countersigned by its Clerk, with its
corporate seal affixed, and the interest coupons hereto attached to be
signed with the facsimile signature of the said chairman, all this as
of the first day of January, 1926.

17. These rules and regulations shall be read and explained to all
prisoners in the camp and to every new prisoner admitted.
