HomeMy WebLinkAbout06011925MINUTES OF MEEETING OF COUNTY COMMISSIONERS MONDAY JUNE 1, 1925. County Commissioners met in regular session. All members of the Board being present: G.K. Grantham, Chairman, B.P. Ingram, J.G. Layton, J.A. Hockaday, Jas. A. Buchanan and M.T. Spears, Atty. present with Board. Minutes of last meeting read and approved. It is ordered that report from E.F. Young be accepted and filed. Amt. of check attached $1142.38. It is ordered that L.F. Tutor, Black River Township, be relieved of Poll Tax on account of blindness in one eye. It is ordered that report from Clerk of Court be accepted and filed. Amount of check attached 0`737.00. It 1s ordered that Mrs. Carrie Mason be discontinued from Mothers' Aid. It is ordered that the Mothers' Aid be continued in the county. It is ordered that report from H.A. Turlington be accepted and filed. Com- mission on taxes collected in May amounting to 0122.40. Cost incurred in serving notices etc. ?50.40, which amount is paid H.A. Turlington. It is ordered that report from Town of Dunn nominating and electing M.M. Jernigan Judge of Recorder's Court be accepted and approved. It is ordered that report from S.B. Caviness, Supt. of Convict Camp, be accepted and filed, and that all bills attached be paid. It is ordered that Isaac McKay be taken off pauper list and that Jane McKay be put on instead. It is ordered that Mrs. Ellen Baker be taken off of pauper list, as she is out of the county. It is ordered that Mrs. Edith Norris be put on Pauper List for 05.00 per month. It is ordered that Corine Murchison be allowed 07.50 by County in keeping her at Sanatorium. It is ordered that the Northwest corner room be given County Welfare Officer, which office is on second floor. It is ordered that Northeast corner room on second floor be set apart for the Farm Demonstration Agent. It is ordered that the following petitions be approved and the elections called: NORTH CAROLINA, RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY. HARNETT COUNTY CALLING A SPECIAL ELECTION IN HARNETT COUNTY SCHOOL DISTRICT NO. 55. WHEREAS, There has been presented to this Board at it's regular meeting on the First Monday in June, 1925, a petition signed by more than twenty -five (25) qualified voters of Harnett County School District No.55 (formerly known as Parker's School District), who having resided within said district for a period of twelve months or longer, petitioning this Board to call an election in said district for the purpose of submitting to the qualified voters thereof the question of levying a Special Tax in said District of twenty (20) cents on the one hundred dollars of property tax to supplement the funds for the six months school term of that district, said special tax and the bond and maintenance tax together not to exceed a rate of fifty (50) cents on the one hundred dollars of property valuation in said district; and, WHEREAS, said petition has been duly presented to The Board of Education of Harnett County, received due consideration by that body and is now before this Board duly endorsed by the Chairman and Secretary of said Board of Education of Harnett County, as by law provided: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY IN REGULAR SESSION ON THE FIRST MONDAY IN MAY, 1925, 1. That an election be held in said Harnett County School No.65 (formerly known as Parker's School District) on Tuesday, July 14th, 1925, for the purpose of submitting to the qualified voters of the said district the question of levying a special school tax in said district to supplement the funds for the six months school term of that district in an amount not to exceed twenty (20) cents on the one hundred dollars of property valuation of said district, the said special tax voted in this election and the tax for bonds and maintenance already levied in said district not to exceed 50 cents on the one hundred dollars of property valuation; 2. That there be a new registration of the voters of the said district, and that notice of said registration be published in some news- paper circulating in said district at least thirty days before the close of the registration books; 3. That all those desiring to vote for the special tax shall vote a ticket on which shall be printed or written the words "FOR LOCAL TAX" and those opposing shall vote, a ticket upon which shall be printed or writtei the werds "AGAINST LOCAL TAX" 4. That notice of said election be published in some news_ paper having a circulation in said district at least thirty days prior to said election. 5. That D.E. Lassiter, of Dunn, N.C. R.F.D. #2, be and he is hereby appointed Registrar, for said election; ah4 E.L. Avery of Duke, N.0 R.F.D. #2, L.M. Ryals, of Duke, N.C. R.F.D. #2, be and they are hereby appointed as Poll Holders for said election; 6. That the said election shall be held at Parker 's School House in said district. NORTH CAROLINA, HARNETT COUNTY. Approved G.K. Grantham, Chairman, PETITION FOR SPECIAL TAX ELECTION. TO:`THE HONORABLE BOARD OF EDUCATION OF HARNETT COUNTY AND THE HONORABLE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY; We, the undersigned qualified voters of Harnett Bounty School District No. 55 (formerly designated as Parker's School District) having resided within said district for a period of twelve months or more, respectfully request that an election be called in said District for the purpose of submitting to the qualified voters thereof the question of voting a special tax of 20 cents on the one hundred dollars of property valuation in said district for the purpose of supplementing the funds for the six months public school term for said district, said tax to be levied so that the total levy under this petition and election plus the 30 cent rate already levied shall not exceed 60 cents on the hundred dollars—,`, valuation. The boundaries of said district are as follows: Beginning at the ford of Fowier's (maner) mill creek, and running due West as the Duke township line to Cape Fear River; thence up the various courses of said river to the mouth of Thornton's Creek; thence as the various courses of Thornton's creek in a Northeasterly direction to the old Dunn - Lillington road; thence with said road in the direction of the Town of Dunn to the ford of the Harry Branch in Stewart Turlington's line; thence down said branch to the Juniper Branch; thence down said Juniper Branch to a ford between J.B. Parker's and W.R. Avery's; thence with said ford road` to the old Stage Road, thence down the old Stage Road to the beginning. Names Names J.E. Byrd, Z.E. Lasseter, A.C. Snipes, and Others. RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS 0 CALLING SPECIAL ELECTION. WHEREAS, There has been presented to this Board at it's regular meeting on the First Monday in June, 1925, a petition of the Governing Body of the Lillington High School District requesting that an election be called for the purpose of enlarging the boundaries of the said Lillington High School District as provided for in Section 226 of the Public School Law, said assition to be included within the following boundaries, to -wit; Beginning at the mouth of Neill's Creek at it's confluence with Cape Fear River, and runs up the run of said creek at a point where said line touches the north line of the J.A. Blaylock land; thence as the said North line of this tract to L.D. McKinnie's line; thence with the North line of said McKinnie land to the Angier and Lillington Road; thence down the Road south to a point where Ernest Wilder's line crosses said road;, thence with said- Wilder's line in and Easterly direction and also, K. tit Murchison's northeast corner; thence as the line dividing his land and the land of John Wilder in a Southerly direction to a line of the Bradley land; thence in an Easterly direction with the line of the said Bradley land to Dry Creek; thence down said Dry Creek to the mouth of the Creek; thence up Cape Fear River to the beginning. And Whereas, said petition prescribes and requests that the tax levy in said newly added territory shall be the same as that of the said Lillington High School District; and, WHEREAS, the said petition has been duly presented to the Board of Education of Harnett County, received due consideration by that body and is now before this Board upon the recommendation and endorsement of said board of education as by law provided: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY IN REGULAR SESSION ON THE FIRST MONDAY IN JUNE, 1925, 1. That an election be had in the above described territory on the 14th day of July, 1925, for the purpose of submitting to the qualified voters thereof the question of voting a special tax in said district of the same rate as that in the said Lillington High School district, to -wit, 30 cents on the 0100.00 property valuation plus a rate necessary to raise the pro -rate part of the bonded indebtedness of Lillington High School District. 2. That •a new registration of the qualified voters of said above described territory be had, and that notice of said registration be pub- lished in some newspaper circulating in said territory at least thirty days preceding the close of the registration books; 3. That all those favoring said election shall vote a ticket upon which shall be printed or written the words "FOR LOCAL TAX" and all those opposing the said election shall vote a ticket upon which shall be printed or written the words "AGAINST LOCAL TAX "; 4. That C.P. Kelly be and he is hereby appointed Registrar for said election; and A.V. Brown and Mack Wilborn are hereby appointed as Poll Holders for said election; 5. That the election shall be held at the home of Mack Wilbourn in said territory as above described. 6. That notice paper circulating in said and that the first notice said election. of said election shall be published in some news - territory at least three times before said election, shall be published at least thirty days before the NORTH CAROLINA, HARNETT COUNTY. To the Honorable Board of Education of Harnett County: We, the undersigned members of the Governing Board of Lillington Special Charter School District, hereby petition your honorable Board for an election to be held on the question of an enlargement of said Special tax district, as provided for in section 226, Public School law of North Carolina, and that the tax levied in said new territory be the same as in Lillington Special Charter District, to -wit: Your petitioners ask that the territory in which the proposed election be held be as follows: - Beginning at the mouth of Neills Creek at its confluence with Cape Fear River, and runs up the run of said creek to a point where said line touches the North side line of the J.A. Blalock land, and runs thence as the said north side line of this tract to the L.D. McKinnie land; then with the North line of said McKinnie land to the Angier and Lillington Road; then down said road south to a point where Ernest Wilder's line crosses said road; thence with said Wilder's line in an easterly direction, and also K. Murchison's Northeast corner; thence as the line dividing his land and the land of John Wilder in a southerly direction to the line of the Bradley land; thence in an easterly direction with the line of the said Bradley land to Dry Creek; thence down said Dry Creek to the mouth of the creek; thence up Cape Fear River to the beginning. Byrd, Lillington. The Board failed to approve the Commissioners nominated from Districts No. 2, 3 and 5,nd it was ordered that the Commissioners of each of said Districts meet with this Board in joint session June 16th, 1925, at 9 o'cloc: A.M. It is ordered that the contract with the N.C. Geographical Survey for forest protection in Harnett County be not renewed for the current year. It is ordered that County Attorney be instructed to collect from Stewarts Creek Township, Lillington, Neill's Creek and Rector's Creek Townships interest on money borrowed for construction of LaFayette Highway. It is ordered that Carolina Power & Light Company be granted right -of -way to cross the land of county for their pole lines as the same has actually been surveyed by Engineers, and Secretary be authorized to give deed there- for for the nominal consideration of One Dollar, the Board reserving the right, however, to collect damage for property destroyed in the construction of said line or the maintenance thereof. It is ordered that the County pay J.W. Turnage the sum' of $250.00 in full payment of bridge work on U.L.River, and this offer made as a compromise for the claim of J.W. Turnage in the offer not accepted is made without prejudice to any rights of the County. It is ordered that $15.00 be given to three confederate soldiers for transportation to Convention at Wilson, N.0.M The following Resolution was pasts June 1st, 1925. The following resolution was passed authorizing the County to $25000.00 from Byer & Company: BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY: one note of the County of Harnett be executed in the sum of $25,000.00 dated June 2, 1925, maturing September 1, 1925, and bearing interest at 4 per annum. Interest payable at maturity. Both interest and principal payable to bearer at Chase National Bank of the City of New York, New York. In anticipation of collection of taxes and that.said' not be sold or hypothecated by the Auditor? of Harnett County and the proceeds thereof turned into the general fund of said county. Be it further resolved: That the full faith and credit of County of Harnett be pledged to the punctual payment of the principal and interest of said note at maturity. The Commissioners met in joint session with the Road Commissioners from Districts 2, 3 & 5, for the purpose of selecting a Commissioner from each - of these Districts. La �EpA fit' The Commissioners first met with Road Commissioners from Grove TownshipArfok.imil '9 and the following were elected as Commissioners: W.J. McStewart was named as Commissioner for Grove, Black River and Neill's Creek Townships,' W.I. Senter was elected for Hector's Creek Township and Buckhorn Township T.N. Holmes Johnsonville, Anderson Creek & Barbecue. It is ordered that the County make no charge against Hector's Creek, Neills Creek, Lillington and_Stewart's Creek Townships for the pro -rata part of the interest on the money spent in the construction of bridges and culverts on the LaFayette Highway. It, is ordered that Chairman and Attorney prepare a tentative budget by August 1st. It is ordered that Goodno & Steele be paid S289.01. It is ordered that.J.A..Buchanan, J.A. Hockaday, and County Attorney, be named as. a Committee to look over land sales of H.A. Turlington. It is ordered that B.P. Ingram be appointed to confer with Mr. Gentry in securing a welfare officer. It is ordered that Purchasing Agent be instructed to buy covers for all eemehi floors and shades for awl windows in Courthouse. It is ordered that Register of Deeds compile new jury list. It. is ordered by the Board of County Commissioners that J. Robert Young immediately return and deliver to the County Auditorr the tax books for the years 1920, 1921, 1922, and that he file a report with >this Board by the first Monday in July, 1925, showing in detail the amount or amounts collected since his last report, and that said report give name, township and year of tax payer from whom collections have been made. It is further ordered that E.F. Young return and deliver to the County Auditor immediately all tax sale certificates held, by him for the years 1920, 1921, 1922, 1923, and that he file report with this Board by the first Monday in July, 1925, showing amounts collected since his last report.
