October 3, 1938
The Board of Commissioners of Harnett County met in regular session Monday,
October 3, 1938, with J.B.Ennis, Chairman, present and the following
Commissioners: Geo.T.Noel, J.S.Barker, Lonnie R.Byrd and Angus A.Cameron. Also
H.C.Strickland, County Attorney, present.
It is ordered that S.G.Davis of Upper Little River Township be granted free
peddler's license for the years 1938 -1939 on account of being a disabled World
War Veteran.
It is ordered that J.B.Allen, Erwin, N.C., Duke Township, be granted free
peddler's license for the year 1938 -1939 on account of physical disability.
It is ordered that J.R.Martin, Erwin, N.C. RFD 1 in Duke Township, be
granted free peddler's license for the year 1938 -1939 on account of being a
disabled World War Veteran.
It is ordered that William Carlie Stone, Erwin, N.C., Duke Township, be
granted free peddler's license on account of being a disabled World War Veteran.
This license for the years 1938 -1939.
It is ordered that E.V.Barefoot, Coats, N.C., Grove Township, be relieved of
poll tax for tax years 1937,1938 on account of physical disability.
It is ordered that J.Erwin Patterson of Upper Little River Township, be
relieved of poll tax for tax year 1938 on account of loss of one eye.
It is ordered that the cut -over timber land listed to J.R.Sloan, in Upper
Little River Township, be reduced in tax valaatibarto 420.00 per acre.

It is ordered that J.A.Beker, Buckhorn Township, be allowed to pay 410.00
on tax suit No. 1732 and be given six months in which to redeem the land after
date of sale November 7, 1938.
It is ordered that the following road petitions be approved and ordered
fowarded to State Highway and Public Works Commission:
(1) that road connecting Cool Spring -Holly Springs road with Highway No, 421,
turns North at Cameron's Filling Station which is located West of Boone
Trail School a mile North of John D.Patterson, a distance of 2J10;_tfa.mile.
(2) the proposed road would go through Mra.R.H.Thompson's farm in Stewart's
Creek township, a distance of approximately 3 miles.

granted free peddler's license for years 1938 -1939 on account of physical diaabili
It is ordered that the Chairman J.B.Ennis, be and he is hereby authorized end
directed to notify Byrd Bros. & Sbaw, Inc. contractors, in writing, when to begin
work on the construction c2' the County Hospital, at Dunn, N.C.
RESOLUTION:
The 1937 Insolvent List as presented by W.D.Harrington, Tax Collector,
was not approved. The Tax Collector is ordered to use all means at his disposal
to reduce said insolvent list before October 17th. 1938.
The Auditor is hereby authorized to investigate the listing of the property
of Mrs.Daisy A.Moore in Averaaboro Township and correct any error found.
Upon complaint of W.J.Wilson of Upper Little River Township, the tax
valuation on the property listed to the Federal Land Bank of Columbia of 39 acres
in Upper i'ittle River Township, be reduced in tax vadthation from 4950. to 4550.00.
It is ordered that Geo.T.Noel, L.R.Byrd and J.S.McLean be named as committee
to investigate the tax valuation on property in Stewart's Creek Township listed
to Jessie & Casper Tart.
It is ordered that Geo.T.Noel, L.R.Byrd and J.S.McLean be named as committee
to investigate the tax valuation on the property in Averasbaro Township, listed
to T.Sim Jones estate, in town of Dunn. This committee to serve with J.N.Creel,Jr.
It is ordered that two lots in town of Dunn listed to R.O.Clodfelter and
valued at 4125.00 be reduced in tax valuation to 450.00.
The report of the Grand Jury for the September Term of Superior Court was
read, approved and ordered filed.

Upon recommendation of Mr.Noel and Mr.Byrd:
IT IS ORDERED that the valuation of a lot.107 x 100 on S.Wilson and Cumberland
Streets in town of Dunn, listed in the name of Mrs.Annie H.Young, be reduced
from $3150. to $2500. for the years 1937 and 1938.
Upon recommendation of Mr.Noel and Mr. Byrd:
IT IS ORDERED that tie valuation of Nrs- .K.L.Howard's lot 300 x 300 on Layton
and Pearsall Streets in town of Dunn, be reduced from $4900. to $3430. and the
dwelling from $4250. to $3500. for the years 1937 and 1938.
Upon recommendation of Mr.Noel and Mr.Byrd:
IT IS ORDERED that no change be made in the valuation of the property of
Miss Lillian Adley, Dunn, N.C.
The County Auditor is ordered to cancel Judgment in the tax suit Harnett
County -vs- Mrs,Eugenia Cannaday et -al upon payment of $20.00 by Geo.L.Cannaday,
and to mark the 1931 tax receipt of Mrs.Josephine Hayman, Averasboro Township,
paid upon the judgment of the above, it being the receipt that the tax suit was
brought upon.
The teport of the receipts of the office of Register of Deeds was accepted
and ordered filed.

NORTH CAROLINA: In the Superior Court
HARNETT COUNTY3 First September Term, 1938.
TO HIS HONOR, CLAWSON L.WILLIAMS, JUDGE PRESIDING:
We, the Grand Jury at this Term of Harnett Superior Court, do respectfully
submit the following Report of our findings and recommendations:
1. We have carefully considered and passed upon all Bills of Indictment
sent by the Solicitor and returned same into the Court and have carefully
considered all information given us.
2. We have visited and inspected the Jail, County Home, and State Highway
and Public Works, Commission Camp and found them all in excellent condition and
we wish to commend the keepers thereof for their efficient service, especially
as to cleanliness.
3. We inspected all the school busses in the County and found that all of
them had been re- conditioned and repaired during the summer. We are filing
herewith the report of each bus, showing what each needed to be done to be put
in first class condition if needed. it recommend that a rubber mat be placed
on the foot -board of each bus and that this be done as early as possible.
4. We recommend that the plastering in the living quarters of the jailer
be repaired as soon as possible. We find the plastering off in some places in
the jail.
5. We recommend that the public toilets in the courthouse be repaired at
once and put in first class condition. We recommend further that an additional
or larger drinking fountain be placed in the Courthouse for the use of the public.
We also recommend that a few additional chairs be bought for the several offices
in the second story of the Courthouse.
We thank Judge Williams for his able charge delivered to us when we began
our labors. We are happy that he has come to our County as our Presiding Judge
for the next six months and we pledge to him our hearty support in the up- holding
of all laws of our State and County. We also thank the Solicitor and the Court
officials for their co- operation given us at this Term.
