The Board of Commissioners met in regular session at the courthouse at
10;00 A.M. Monday, September 5, 1938. Present were Chairman J.B.Ennis, and
Commissioners Geo.T.Noel, L.R.Byrd, A.A.Cameron and J.S.Barker; also County
Attorney H.C.Stribkland.
The Board appointed H.S.Freeman and Geo.T.Noel as Committee to investigate
the tax vallation on the property of Mrs.K.L.Howard in town of Dunn, Averasboro
Township.
It is ordered that W.A.Johnson of Buckhorn Township be released of poll tax
for years 1937 and 1938 on account of physical disability.
It is ordered that Clarence E.Avery be granted beer and wine license at
"Shug's" on Dunn -Erwin Highway in Duke Township.
It is ordered that beer license be granted to J.A.Langdon, at Pine Ridge
Service Station, Angier, N.C.RFD 3.
It is ordered that beer license be granted to Percy Elmon Page at Page's
Service Station on Highway South of Coats, N.C.
The report of Inez Harrington, Register of Deeds, was approved and ordered
filed.
The report of W.D.Harrington, Tax Collector, was approved and ordered filed.
On account of blindness of D.A.McLeod permission is hereby granted to sell
beer and wine in town of Angier (on premises license) in his place of business
lobated on North side of Depot Street between Broad & Durham Street on property
of Robert L.Young and no other place in town of Angier or County of Harnett.
It is ordered that a copy of this order be sent to State Commission of Revenue.
It is ordered that assessed valuation of one lot on South Elm Street in
town of Dunn, owned by W.S.Strickland Estate for the year 1937 and subsequent
years be revised by Auditor to show lot 50 x 150 feet instead of 140 x 150 feet,
the valuation to be reduced accordingly. It is now listed to Gladys and Jessie
Bell Strickland.
It is ordered hereby that license to peddle in Harnett County without charge
be granted to B.E.McLamb of Linden, N.C.RFD 1, he being physical disabled.
It is ordered that tax valuation on property of Bernice F.Wood, in Upper
Little River Township for the year 1938 be reduced by the sum of 4500.00 on
account of the dam on said property being broken.
It is ordered that Clarence J.Harrell, of Duke Township, be granted peddler's
license without charge,he being physically disabled, for the year 1938 -1939.

It is ordered that upon payment of X45.00 the Judgment against Martha Waddell
Davis be cancelled by the auditor and that said payment shall also be deemed to
include taxes against the said land (13 3/10 acres) for the year 1936, 1937 & 1938.
The surety bond of C.C.McLean, Constable, Erwin, N.C. was received and
approved and ordered filed as provided by law.
The surety bond of C.C.McDonald, a GOnstable, was received and approved and
ordered filed as provided by law.
It is ordered that Colon H.Stewart in Upper Little River Township be relieved
of poll tax for years 1937 and 1938 on account of being a disabled war veteran.
It is ordered that A.A.Cameron and J.S.MOLean be named as committee to
investigate the tax valuation of property of J.R.Sloan, Sr. in Upper Little River
Township.
It is ordered that Olin Lee Wood of Seattle, Washington, be relieved of poll
tax for years 1935, 1936 and 1937 on account of being a non - resident of Harnett
County.
It is ordered that Geo.T.Noel and H.S.Freeman be appointed as committee to
investigate the complaint of Alfred Blalock on property located on Dunn- Clinton
Highway, containing 1f acres.
The Board re- appointed H.C.Cameron as its member of the Board of Charities
and Public Welfare in the County.
Upon motion of L.R.Byrd, seconded by A.A.Cameron, W.D.Harrington was appointed
Tax Collector for the 1938 Tax Levy.
The following road petitions were approved by the Board of Commissioners and
ordered forwarded to the State Highway and Public Works Commission:
(1) To improve that section of road leading from Hodges' Chapel road on
plantation of W.R.Miller through the lands of W.R.Miller, Charlie Miller,
Minson McLamb, T.G McLamb, Moses Jones, and Monroe MoLamb, to Dunn Road, a
distance of about 4 mile said road having heretofore been used at school bus
route and mail route, but which has become so bad that it could not be
travelled by school bus, and not all of it by mail carrier, to the great
disadvantage of the people in the community, and the public generally.
(2) A petition for improvement and maintenance of the old Angier- Lillin_W on road
from Shelton Matthews filling station on Route 210 to a point where the road
to R.W.Lee's farm leaves Highway 210 a distance of 2 miles with letter of
Board of Education recommending same.
(3) Also petition by citizens of Barbecue Township for road from McDougald road
near J.T.Leslie's home to another state maintained road North bf B.J.Morrison
a distance of one mile.
(4) Petition for improvement of four sections of road in east Erwin and that they
be added to the County System, all entering Highway No. 60, the stretches
being a total of less than * mile, was received, approved and forwarded to
Commissioner D.B.McCrary.
(5) Petition for request that the road be placed on the state system.
The proposed road runs from Alex Snipes' lane on the Old River Road by the
homes of the following: Frank Avery, Malard Avery, W.H.Grady and E.L.Avery
to Highway No. 421, which it enters about 2 miles northwest of Erwin, total
distance of proposed road is one mile.
(6) Petition for imprqving the road that leads from Highway No. 15 by Vernon
Byrd, Herbert Byrd and Roger Byrd, to the Murchison Road, a distance of
one mile.

NORTH CAROLINA: BEFORE BOARD OF COMMISSIONERS ON THE
HRRNETT COUNTY: FIFTH DAY OF SEPTEMBER, 1938
The following resolution was offered by Commissioner A.A.Cameron and
seconded by Commiissioner,L.R.Byrd:
WHEREAS, the Board of Commissioners of this County have heretofore filed with
the State Highway and Public Works'Commission a request for the reimbursement
to the County of certain moneys formerly expended by the County on the
development of the road system in this County; and
WHEREAS, it appears that a large majority of the counties of the State have
similar claims pending and the total amount runs into a sum so large that if
the State where to undertake to pay any substantital part thereof, the road
development of the State would be crippled for many years to come, and the
economic and social development of the State would thereby be rotarded;
WHEREAS, on account of the varying circumstances under which these expenditures
were made by the several counties, it is almost humanly impossible at this date
to segregate these claims and pay some without paying all, without doing
injustice:
NOW, THEREFORE, BE IT RESOLVED that in the opinion of this Board of Commissioners
the only fair and equitable course to pursue is for the State Highway and Public
Works Commission to reject all bf the said claims, unless it shall appear that
there was some contractual obligation on the part of the State to make
reimbursement; and if this general policy shall _ be -pursued by the State Highway
and Public Works Commission, the Board of Commissioners of this County are
willing to withdraw their claim.
The following commissioners voted in favor of the resolution: Commissioners
J.S.Barker, A.A.Cameron, L.R.Byrd and Geo.T.Noel. The following Commissioners
voted against the said resolution: None.
