April 4, 1938
The Board of Commissioners of Harnett County met in regular session on
Monday, April 4, 1938 with Chairman J.E.Ennis and Commissioners Lonnie R.Byrd,
Geo.T.Neol, J.S.Barker, and Angus A.Cameron present. Also County Attorney
H.C.Strickland present.
It is ordered that a lot 140 X 150 feet on South King Avenue and West
Pope Street in the town of Dunn, N.C. listed by C.L.Wilson, Jr. and valued
at 01250.00 be reduced in valuation to 0750.00.
It is ordered that Henry McLean (colored) of Upper Little River Township
be relieved of poll tax for year 1937 on account of being a disabled World
War veteran.
It is ordered that the road machine now owned by the County be donated
to Campbell College to be used in keeping up the driveway on the Campus at
the College.
It is ordered that 040.00 be allowed Deputy Sheriff C.H.Avery of Duke
Township for patroling the school in the town of Erwin, N.C.
It is ordered that Geo.D.Woodley of Black River Township be relieved of
poll tax for the year 1937 on account of physicial disability as a World
War Veteran.
The County Attorney is hereby authorized to take judgment of non -suit in
suit of County -vs- Mrs.M.E.Moore et als for 1934 and 1935 taxes upon payment
to County by defendant of principal amount of taxes and Sheriff's fees and
State tax.
The Board appointed A.A.Cameron and J.S.McLean as committee to investigate
the valuation on the A.C.McNeill estate in Upper Little River Township.
The Board appointed Geo.T.Noel and J.S.McLean as committee to ascertain
the value on the property of Novella Hodges and husband H.T.Hodges and
Federal Oil Company in the town of Dunn, N.C.
It is ordered that J.S.Barker, J.B.Ennis and J.S.McLean be appointed as
committee to investigate the valuation on property of Mrs.L.Dora Williams
in Black River Township.
It is ordered that valuation on property of D.M.Spence in Hector's Creek
Township be reduced from $5625.00 to 05000.00, notice being filed in due time.
It is ordered that R.W.Wester of Hector's Creek Township be relieved of
poll tax for the year 1936.
It is ordered that valuation of home of Willie Swann (colored) in
Barbecue Township be reduced in valuation from $400.00 to 0300.00.
It is ordered that valuation on house and lot on South Layton Avenue in
town of Dunn, N.C. listed to David Clifford be reduced from $1875.00 to 01450.00.
It is ordered that one lot size 125 X 140 feet on South Clinton Avenue
in town of Dunn and listed to David Clifford and valued at 0550.00 be reduced
in valuation to 0250.00.
The members of the Board of Education appeared before the Board of
Commissioners and asked for an expression on the part of the Commissioners
as to adding a department of Industrial and Vocational training at the Dunn
Schools and the Commissioners indicated by unanimous vote that they favored
incorporating in the 1938 -1939 Budget the appropriation needed, namely
approximately 07,000.00, for that purpose.
It is ordered that the County Attorney be advanced 07.50 per suit as fees
on 427 suits prepared and filed.
It is ordered that report of Grand Jury for March term of Court be
accepted and filed.
The Board reviewed the 070,000.00 of coupon bonds numbered 1 to 70, both
inclusive, each in the denomination of $1,000.00 each, Harnett County's Fund
and Refunding Bonds and the cancelled bonds were ordered filed for safe keeping
by the County Auditor.
It is ordered that the valuation on lot 75 X 90 feet on N.Clinton Avenue
in the town of Dunn, N.C. and listed to A.& R.Baer be fixed at $25.00 a
front foot.
It is ordered that final appraised value of the following property listed
to N.C.Mortgage Corporation be changed as follows:
one lot on N.Wilmington St. in town of Dunn valued at $800.00 and house thereon
valued at $600.00 be changed to lot valuation of $400.00 and house at $600.00.
The following road petition was approved by the Board and ordered fowarded
to State Highway and Public Works Commission: Begins near the old Plank Road
from Jim Monroe place in Moore County to Mt.Maria Church in Harnett County,
a distance of one mile and nine - tenths. This road is used as a mail route from
Cameron.
The members of the Board inspected the new Harnett County Jail addition,
plumbing, heating, wiring and cell equipment and the work and all parts thereon
were found satisfactory and approved,and the same by unanimous vote of the
Commissioners was accepted and the bonds of the several contractors are hereby
discharged, and the bills of the several contractors as presented were ordered
paid.
It is ordered that the report of the Tax Collector be accepted and filed.
