January 3, 1938
The Board of Commissioners of Harnett County met in regular session Monday
January 3, 1938 at 10 :00 A.M. with Chairman J.B.Ennis and the following
Commissioners present: Geo.T.Noel, J.S.Barker, L.R.Byrd and A.A.Cameron. Also
County Attorney H.C.Strickland.
It is ordered that Roscoe Bird Raynor of Duke Township be granted free
peddler's license. It is also ordered that Roscoe Bird Raynor be relieved of
poll tax for the year 1938.
It is ordered that the lot 191 x 200 feet located on S.Clinton Avenue in
the town of Dunn listed in the name of National Oil Company, be reduced from
$1500.00 to $1000.00. The building on this lot to remain at $2450.00.
It is ordered that Geo.T.Noel and J.S.McLean be appointed as committee to
make adjustment on the property of Hugh S.Frince in town of Dunn, N.C.
It is ordered that Geo.T.Noel and J.S.McLean be appointed as committee to
investigate the valuation of the property of Dr.I.F.Hicks in town of Dunn, N.C.
It is ordered that license to operate one billiard table be granted to
W.Everett Stout of Lillington, N.C.
It is ordered that two (2) acres of cleared land of Lonnie Byrd home place
in Stewart's Creek Township, be released as the same is listed to J.C.Eyrd & Bro.
It is ordered that the inventory of National 011 Company's bulk plant be
fixed for taxes in 1937 at $900.00 to conform to gasoline builk plant prices
of gas and oil.
The report of the committee appointed to investigate tax value of property
of John and Hugh S.McLean in Upper Little River Township was received and
considered with the result that no change of valuation was ordered.
It is ordered that A.A.Cameron and L.R.Byrd be appointed to investigate
the property of Mrs. Lula McCormick in Barbecue Township.
It is ordered that property of Chas. Rich in the town of Lillington, be
reduced in valuation frog $940.00 to $800.00. ($140.00 off house.)
It is ordered that property of Sidney G.Howell in the town of Lillington
be reduced in valuation from $3840.00 to $3500.00. ($140.00 off lot and
($200.00 off house.)
It is ordered that of the $200.00 Schedule "B" Tax paid for use of Angier
Fair by Angier Woman's Club, the sum of $97.00 be refunded to said Club, which
amount represents the amount by which the County tax collected exceeds the
amount of State taxes paid.
The report of receipts of Register of Deeds office was received, approved
and placed on file.
The report of the Tax Collector was approved and placed on file.
It is ordered that the sum of $100.00 be advanced to Chas.Ross to be used
in part to defray his expeneses to New York in connection with the exchange of
Township Road Bonds for County Bonds under the County Financing Plan.

NORTH CAROLINA:
HARNETT COUNTY:
WHEREAS, it has been determined by the Board of Commissioners of
Harnett County that it is necessary to borrow the sum of Five Thousand
Dollars for the General County Fund; the sum of Five Thousand Dollars for
the Capital Outlay Fund (for the purpose of completing the additions and
extensions to the Harnett County Jail); the sum of Twenty Thousand Dollars
for the County School Fund; and`the further sum of Twenty Thousand Dollars
for the County Bond Fund;
AND WHEREAS, the total of the said sums which it is found necessary to
borrow in anticipation of tax revenues to be received by the County,
amounts to Fifty Thousand Dollars, which said sum has been properly:-
appropriated and set up inthe "budget for the County for the fisal year
1937 -1938, and a tax levy against the taxable property in said County has
been made in accordance with law;
AND WHEREAS, the total tax levy for all purposes of County taxes for said
fiscal year is Three Hundred Twenty -one Thousand Eight Hundred Seventy
Dollars ($321,870.52) and fifty -two cents, tit which said sum there remains
uncollected as of the date'hereof $162,431.44;
NOW,. THEREFORE, be it resolved by the Board of Commissioners of Harnett
County, that the County of Harnett borrow, and be authorized to borrow, on
the full faith and credit of said County of Harnett, as provided under
Sections 4, 6 and 7 of the County Finance Act, being Chapter 81, Acts of
1927, and all amendments thereto, and under authority of the Local Government
Act, being Chapter 60, Acts of 1931, -and all amendments thereto, the sum of
Fifty Thousand ($50,000.00) Dollars for the purposes above stated, for which
purposes the said borrowing is found to be imperative.
AND BE IT FURTHER RESOLVED, that the Chairman of the said Board of
Commissioners of Harnett County be and he is hereby authorized to execute a
note or notes of the County of Harnett in the aggregate sum of Fifty- Thousand
Dollars ($50,000.00) bearing date of January 15, 1938 payable to bearer,
bearing interest at a rate not exceeding 6% per cent per annum, and that said
Chairman of the Board of Commissioners do execute said note; and that the
Clerk to the Board be and she is hereby authorized and directed to attest
the same by her signature and the seal of said County; and that the said note
or notes shall mature on June 30, :1938;
AND BE IT FURTHER RESOLVED, that application by made by J.S.McLean,Auditor,
to the Local Government Commission of' the State of North Carolina for its
approval of the said note or notes, as required by law; and that the said
note or notes, when so approved by said Commission, be delivered to the said
Local Government Commission of North Carolina for sale, in accordance with law.

It is ordered that a valuation of $1000. -be placed on a lot 75 x 140 on
E.Broad Street, Dunn, N.C. and a valuation of $2000. be placed on the
dwelling situated on it, listed in the name of G.F.Pope, Averasboro Twp.
It is ordered that a valuation of (1500. -be placed on a lot 100 x 140 on
E.Broad Street, Dunn, N.C. and a valuation of $3500. be placed on the
residence situated on it, listed,in the name of G.F.Pope, Averasboro Twp.
It is ordered that a valuation of 250. be placed on a lot 50 x 150 on
E.Edgerton Street, Dunn, N.C. and a valuation of $105. be placed on the
3 -room dwelling situated on it, listed in the name of J.B.O'Neal.
It is ordered that a valuation of $400. be placed on a lot-75 x 150 on
E.Edgerton Street, Dunn, N.C. and a valuation of $300. be placed on the
5 -room residence situated on it, listed in the name of J.B.O'Neal.
It is ordered that a valuation of $1200. be placed on a lot 75 x 150 on
E.Broad Street, Dunn, N.C. and that -a valuation of $500`. be placed on the

A.N.Hudson appeared before the Board and tendered his resignation. as
Constable in Averasboro Township. The Board expressed its thanks for the
services rendered by Mr.Hudson and expressed its regrets because of his
resignation.
