The Board of Commissioners of Harnett County net in regular session Monday
December 6, 1937 at 10 :00 A.M. with Chairman J.B.Ennis, and Commissioners
Geo.T.Noel, L.R.Byrd, A.A.Cameron and J.S.Barker present. Also County Attorney
II.C.Strickland was present.
It is ordered that $16.00 be paid Good Hope Hospital for a period of eight
days at $2.00 per day for the care of Lottie Byrd, Duke Township.
It is ordered that A.A.Cameron, L.R.Byrd and J.S.McLean be appointed as a
Committee to investigate the valuation of the Hugh McLean estate in Upper
Little River Township.
It is ordered that Sonnie Smith (colored) of Stewart's Creek Township be
relieved of poll tax for the year 1937.
It is ordered that J.S.Barker, Hector's Creek Township, be relieved of dog
tax for the year 1937 on account of error in listing.
It is ordered that the land value for purpose of taxation of A.B.Johnson,
Neills Creek Township, of 35 acres at $40.00, be changed to show 25 acres at
$40.00 and 10 acres at $20.00.
It is ordered that lot of Ed Purdie, Jr. on North Wilson Avenue, Dunn, N.C.
valued at $1925.00 be reduced to $1575.00.
It is ordered that valuation of lot of Mrs. Edward Purdie in the town of
Dunn, N.C., Averasboro Township, on Lucknow Street, be reduced from $2625.00
to $1875.00 because of error in number of feet frontage.
It is ordered that roperty of Mrs. Emma Johnson in town of Lillington be
reduced from $1200. to $1000. for tax valuation because of error in listing.
It appearing that the timber on 100 acres listed in Grove Township to
J.Gid Johnson was sold to Geo.F.Pope prior to April 1, 1937 and should be
segregated for purposes of taxation.
It is ordered that the tax value of aid 100 acres of land listed to
J.Gid Johnson be reduced to $1750., and tat the timber thereon as of
April 1, 1937, be after- listed to Geo.F.Pope as valued at $3000.00.
It is ordered that the fixtures (water closets and tanks) relating to jail
plumbing let on the jail addition to Carolina Public Service Co., be changed to
Douglass Vernon Prison type bowl with concealed valves #4690 and #5111 and #5110
at addition contract cost of $290.00.
It is ordered that the real estate tax value of the building of Chas.F.
McLean, colored, of Anderson Creek Township, be reduced as followst
on dwelling valued at $800.00 to $400.00; on tobacco barn valued at $100.00 to
$50.00.
The Chairman appointed J.S.Barker and A.A.Cameron to investigate the
valuation on the property of Mrs. Sidney G.Howell in town of Lillington.
The following road petitions were approved and will be forwarded to State
Highway and Public Works Commission:
(a) Beginning at the Adkinson road about S miles west of Bunnlevel near Peter
V.MoLean place and running Northwardly through the S.M.Andrews estate land and
Thompson lands to the road branching off from the Fort Bragg road about 3/4
mile Southwest of Upper Little River a distance of about 5 miles.
(b) Beginning at a point on Highway No. 60 near County Home and leading to the
River road near Cameron place or J.R.Young's farm by the way of Hector Atkins
or B.F.Atkins farm, a distance of about 1.6 miles.
WHEREAS:
J.A.Hamilton and wife have recently purchased of Kenneth C.Royall four
tracts of 0.A.Waddell land in Johnsonville Township of 100 acres, 180 acres,
40 acres and 24 acres, respectively, and -
WHEREAS: there appears listed against 0.A.Waddell heirs five tracts of land of
100 acres, 180 acres, 40 acres, 24 acres and 66 acres, a total of 415 sores of
land, and.
.
WHEREAS: land purchased by said Hamilton was surveyed in November 1937 by
Russell D.Boseman, Engineer, as 329 acres;
NOW, THEREFORE, be it resolved, that tax valuation on Hamilton 329 sores be
taxed at its proportinate part of the valuation of said 415 acres and released
upon payment of said proportinate valuation.

It is ordered that upon further payment of $278.75 as of the month of
December 1937, the lien of unpaid taxes against the property of E.B.Taylor
Estate, located in Neill's Creek Township, be released of tax liens for the
year 1937 and all prior years.
It is ordered that valuation on property of H.C.Lee on King Street, in
the town of Dunn, N.C. be reduced from $500.00 to 0325.00.
Also ordered that lot on corner of W.Devine_St. and S.Fayetteville St.
150 X 140 feet in the town of. Dunn, be valued at 01800.00.
It is ordered that free peddler's license .be granted to L.D.Honeycutt,
Duke Township, on account of physical disability.
It is ordered that report of Tax Collector. be accepted and filed.
It is ordered that report of Clerk Superior Court be accepted and filed.
It is ordered that Geo.T.Noel be appointed a Committee to investigate
the listing of 50 acres of property formerly listed by Hattie McLamb, Carson
McTambcor Bud McLamb, in Averasboro Township.

We, the Grand Jury at this Term,, do respectfully_ submit the following
account of our actions at thisTerm;
We have carefully considered and passed upon all Bills of Indictment sent
us by the Solicitor and have - returned them_ into your.Court.
We have made no official inspections at this.._Term,. in keeping with Your
Honor's Charge to us on Monday when We began our deliberations,_ bu:t.as far as
we have learned the affairs of. the County.are in good.shape - and the officials
performing their duties to the best of their abilities. We do wish, 'however,
to commend the Board of County Commissioners for carrying out the
recommendations of our body made at a former Term of this Court in having the
common jail of our County repaired and an a dditian.built,to same, and trust
the work will proceed at a rapid rate until it is completed.
We wish to thank Your Honor for your very able Charge delivered to us when
we began our labors, and hope you will come_ again soon as our Presiding Judge.

HARNETT COUNTY:
WHEREAS, the Local Government Commission of North Carolina has advanced
suggestions in respect of the Township Indebtedness of Lillington Torn ship,
Harnett County, because of delinquent interest on 410,000. and 43,000. of said
Township bonds held by American United Life Insurance Company of Indianapolis,
Indiana, and means of financing the same to make said bonds more current:
NOW, THEREFORE, be it resolved, that the County of Harnett deposit
42,018.33 funds of Lillington Township with the State Treasurer for the sole
and exclusive purpose of paying interest on the partioular bonds of Lillington
Township held by American United Life Insurance Company as follows:
(a) On the $10,000. bonds from 7 -1 -34 to 12 -1 -35 at 6% per annum, and from
12 -1 -35 to 7 -1 -37 at 4% per annum.
(b) On the 43,000. bonds from 1 -1 -34 to 12 -1 -35 at 6% per annum, and from
12 -1 -35 to 7 -1 -37 at 4% per annum.
And further, that interest coupons due 1 -1 -35 on the 410,000. bonds be held
upon their payment by the State Treasurer in escrow pending final adjustment
of interest on said bonds until a refinancing plan if any, is consummated, and
that the bonds be preaehted by the Company (holder) to the State Treasurer for
endorsement bf interest payment due 7 -1 -37 accordingly at the time of such
payment.
And further, that the interest coupons of the 43,000. bonds due 7 -1 -34 to
7 -1 -37, both dates inclusive, be held upon their payment in escrow by the State
Treasurer pending the consummation of the refinancing plan, if any, and the
adjustment of interest in accordance therewith.

The Board of Commissioners of Harnett County met in regular session Monday
January 3, 1938 at 10 :00 A.M. with Chairman J.B.Ennis and the following
Commissioners present: Geo.T.Noel, J.S.Barker, L.R.Byrd and A.A.Cameron. Also
County Attorney H.C.Strickland.
It is ordered that Roscoe Bird Raynor of Duke Township be granted free
peddler's license. It is also ordered that Roscoe Bird Raynor be relieved of
poll tax for the year 1938.
It is ordered that the lot 191 x 200 feet located on S.Clinton Avenue in
the town of Dunn listed in the name of National Oil Company, be reduced from
$1500.00 to $1000.00. The building on this lot to remain at $2450.00.
It is ordered that Geo.T.Noel and J.S.McLean be appointed as committee to
make adjustment on the property of Hugh S.Frince in town of Dunn, N.C.
It is ordered that Geo.T.Noel and J.S.McLean be appointed as committee to
investigate the valuation of the property of Dr.I.F.Hicks in town of Dunn, N.C.
It is ordered that license to operate one billiard table be granted to
W.Everett Stout of Lillington, N.C.
It is ordered that two (2) acres of cleared land of Lonnie Byrd home place
in Stewart's Creek Township, be released as the same is listed to J.C.Eyrd & Bro.
It is ordered that the inventory of National 011 Company's bulk plant be
fixed for taxes in 1937 at $900.00 to conform to gasoline builk plant prices
of gas and oil.
The report of the committee appointed to investigate tax value of property
of John and Hugh S.McLean in Upper Little River Township was received and
considered with the result that no change of valuation was ordered.
It is ordered that A.A.Cameron and L.R.Byrd be appointed to investigate
the property of Mrs. Lula McCormick in Barbecue Township.
It is ordered that property of Chas. Rich in the town of Lillington, be
reduced in valuation frog $940.00 to $800.00. ($140.00 off house.)
It is ordered that property of Sidney G.Howell in the town of Lillington
be reduced in valuation from $3840.00 to $3500.00. ($140.00 off lot and
($200.00 off house.)
It is ordered that of the $200.00 Schedule "B" Tax paid for use of Angier
Fair by Angier Woman's Club, the sum of $97.00 be refunded to said Club, which
amount represents the amount by which the County tax collected exceeds the
amount of State taxes paid.
The report of receipts of Register of Deeds office was received, approved
and placed on file.
The report of the Tax Collector was approved and placed on file.
It is ordered that the sum of $100.00 be advanced to Chas.Ross to be used
in part to defray his expeneses to New York in connection with the exchange of
Township Road Bonds for County Bonds under the County Financing Plan.
