The Board of Commissioners of Harnett County met
\Monday November 1, 1937 with Chairman J.B.Ennis, and
Noel, J.S.Barker, and L.R.Byrd present. Also County
was present. Commissioner A.A.Cameron was absent on

It is ordered that J.E.Goddard of Averasboro Township be granted free
peddler's license,on account of being a disabled War Yeteran,for the year
1937 -1938.
It is ordered that J.B.Ennis, L.R.Byrd and J.S.McLean be appointed as
a Committee to investigate' the valuation of the property of Hugh and John
McLean in Upper Little River Township.
It is ordered that J.Kent Norris of Averasboro Township be placed in
care of the Welfare Department of the County.
It is ordered that the valuation of the Fitzgerald home owned by John
Moore Lee in Town of Dunn be re- valued at $2800.00. The value on the lot to
remain $2100.00.
It is ordered that D.W.McArtan land In. Stetvart.'s. Creek Township;
containing 1455 acres, to be reduced in value for purpose of taxation to
$19,385.00.
It is ordered that J.S.Barker investigate the valuation of property of
A.B.Johnson in Neills Creek Township.
It is ordered that J.S.Barker investigate the amount of taxes on
W.C.Marshburn's property in Hector's Creek Township.
It is ordered that Samuel Taylor of Hectorts Creek Township be granted
free peddler's license for the years 1937 -j:938 on.aocon%toof being a
disabled War. Veteran.
It is ordered that H.C.Strickland investigate the' complaint of T.Bryant
of Averasboro Township, - concerning tax valuation of notes signed by
W.T.Surles, P.E.Monds and Pascal Johnson, which are said to be insolvent.-
It is ordered that Lawrence D.Barbour in Grove Township be relieved of
poll tax for the year 1937 on accouittot being a disabled War Veteran.
It is ordered that J.B.Rouse, Dunn, N.C., Averasboro Township, be
relieved of poll tax for the year 1936ard 1937 on account of disability.
It is ordered that L.R.Byrd and Geo.T.Noel investigate the valuation of
property of. R.M.Barefoot, Averasboro Township.
It is ordered that value on the property of T.V.Stewart Estate in Black
River Township be placed at $8.00 per acre.

It is ordered that Lonnie R.Byrd and Geo.T.Noel be appointed to investigate
the property of W.B.Strickland in Averasboro Township.
It is ordered that W.B.Strickland of Dunn, N.C. be relieved of taxes on one
lot on Harnett Street and one lot on Orange Street in Town of Dunn and same be
transferred to R.S.Kelly and Wesley Lee.
It is ordered that the County Attorney draft proper advertisement for bidders
on jail improvement and additions based on plane and specifications of J.M.Shaw
and that the same be published in accordance with law in the Harnett County News,
bid to be received until 2 :00 P.M. November 12, 1937.
It is ordered that four lots listed to Charlie Gainey for years 1930 to
1933, inclusive, and that five lots listed to George Robinson for years 1929 to
1935, inclusive, in Averasboro Township, be released of tax lien for said years,
the said property was listed during said years to W.P.Surles as acreage and
taxes paid on same by him to the year 1936.
It is further ordered that said listing to Chariie'Gainey and George Robinson
of said lots for the years 1936 and 1937 be stricken out as said property is
properly listed to W.P.Surles as acreage for said years.
It is further ordered that the part of the order of March 1, 1937, relating
to the applioation of credit for 3.3 acres over- listed land of W.P.Surlea in
Averasboro Township, be rescinded, and that such credit as was allowed be
applied to unpaid taxes of W.P.Surlea for the year 1936.
It is ordered that the County Welfare Officer investigate the feasibility
of paying to Gertrude West, widow of Wiley C.West, the sum of $8.00, it being the
amount of Social Security check returned and unpaid issued to Wiley C.West before
his death, and to pay the same and the Welfare Officer is further directed to
make investigation of the financial needs of Mrs. Gertrude West and to recommend
such further financial aid as may be necessary.
It is ordered that premiums of the official bonds of the Tax Collector and
the Assistant Tax Collector be paid bythe County under authority of 1937 Public
Laws.
The following road petitions were presented and approved and ordered forwarded
to the State Highway and Public Works Commission:
(a) Road petition for highway Commission to take over and maintain 975 yards
road in Upper Little River Township, beginning 2/10 mile East of McDougald's
Bridge and thence across lands of Mack Martin, Mrs. B.B.Holder, J.A.Withera and
H.B.Page to J.A.Withers' mail box, received and recommended to State. Highway
Commission for favorable action.
(b) Roa&petition to maintain in Averasboro Township road leading from gin of
Claude H.Pope (on road from Dunn to Spring Branch Church) and thence along the
lands of Claude H.Fope, John Henry Tart, Lewis Tart, John Tart and John Wade,
being about a mile in length,was received and recommended to Highway Commission
for favorable action.
(c) Road petition to maintain in Upper Little River Township, a road leading
from Dave Cameron's via John Sloan estate to Sanford and Lillington Highway at
home of 'arrs. Ada O'Quinn, ; 3/4 mile length, received and recommended to Highway
Commission for favorable action.
(d) Road petition to improve road in Averasboro Township, leading from point near
home of Carson Surles via lands of Zack Lee, C.L.Guy, Moses Tripp and Walter
Williams, to Dunn -Coats road near home of late John William Norris, received and
recommended tolighway Commission for favorable action."
(e) It is ordered that the Board of Commissioners of Harnett County that the
petition for an all- weather road leading from Sanford by way of Avent's Ferry,
Duncan to Highway No. 21, as received by the Board and recommended by the Board
to the State Highway Commission at its meeting on July 6, 1936, be re- affirmed
and approved and that the attention of the Highway Commission be directed to
said petition, and to that end the recommendation of the Board, in so far as
the petition relates to that part of the road within Harnett County, be and
remain favorable to the building and maintenance of said road.
(f) Petition to recondition and improve road in Averasboro Township, running
Westward from old Fair Grounds about le miles, said road serving as School bus
route accommodating 30 school children received and recommended for favorable
action.
It is ordered that report of the Tax Collector be accepted and filed.
It is ordered that report of Register of Deeds be accepted and filed.
The Board recessed to re- convene Friday, November 12, 1937, at 2:00 P.M.
