Sept. 9, 1937
The Board of County Commissioners met Sept. 9, 1937 with Geo.T.Noel,
A.A.Cameron, L.R.Byrd, and J.S.Barker present. Also County Attorney H.C.Strickland
Mr.Geo.T.Noel presided.
The following resolution was offered and passed:
"NORTH CAROLINA -- Harnett County:
To the Honorable Members of the Harnett County Grand Jury:
In further response to the recommendations. of the Grand Jury made at the
Criminal Term of Superior Court in May, the Board of Commissioners have this day
adopted the following order:
It is ordered that plans to make sanitary the present Harnett County
Jail, and to make additions thereto of modern equipment to be housed
in an extension of the present building be put into effect immediately;
and to this end that the architect be requested to submit his final
drawings and all specifications so that advertisement for bide by
contractors may be received and work started as soon as practicable.
We believe that the work to be undertaken will meet the requirements as
recommended, and we trust that the work may be completed in a minimum of time.

The Board of County Commissioners met in regular session Monday, Oct.4,1937
with J.B.Ennis, Chairman and Commissioners Geo.T.Noel, Angus A.Cameron, Lonnie
R.Byrd and J.S.Barker present. Also present was H.C.Strickland,_County Attorney.
The Board ordered that the Purchasing Agent, J.S.McLean, purchase a
circulating heater for the County Home.
It is ordered that Levi McNeill (colored) of Neills Creek Township, be
relieved of poll tax for the year 1936 on account of physical disability.
It is ordered that W.C.Jackson of Duke Township be relieved of poll tax for
the year 1936 on account of physical disability.
It is ordered that license tax free be granted to Harry Liniger, Aurora,
N.C.R -1, to pperate a portable moving picture machine on account of being a
disabled World War Veteran.
It is ordered that beer license be granted to George Janette on Dunn -Erwin
Highway.
A statement in amount of $18.00 by Strickland Bros.. Garage for services
inspecting shcool buses was received and ordered sent to the Board of Education
for payment.
It is ordered that $174.24 be transferred from the Coats - Benhaven Special
Fund to the Buckhwrn- LaFayette Special Fund.
The report of W.D.Harrington, Tax Collector, of Schedule "B" taxes and
check in the amount of $345.56 were received and placed on file, the check to
be given to the Auditor.

"NORTH CAROLINA: IN THE.SUPERIOR COURT
HARNETT COUNTY: FIRST SEPTEMBER TERM, 1937.
TO HIS HONOR, JUDGE W.H.S.BURGWYN, JUDGE PRESIDING:
We, the Grand Jury at this Term of Harnett Superior Court, do respectfully
submit the following Report of our findings and recommendations::
We have carefully considered_and_passed uponall_Bills.of Indictment sent
us by the Solicitor and returned same into.Court,_ard.have carefully.consider-
ed all information given us.
1. We have visited the. County.Uoma_and_.f ound.things,in_good. shape with
the exception of some painting of walls andsome repair_work needed on plumbing,
and we understand this work has been. started and will soon be completed.
2. We inspected the State Highway and Public.Works Commission's Camp near
Lillington and found same in excellent condition.
3. All Justices of the. Peace .. appear to be making regular_.reports to each
criminal term of Court. We .also find. that administrators and_guardians are
making' satisfactory reports as required by law.
4. We find that there is a- very.large amount_of..court cost. and fines
unpaid in both the Lillington and Dunn Recorder's Courts.. This should not be
and we recommend that immediate steps be taken to.c.ollect these fines and cost
of both courts. Total amounts unpaid cast and fines in Dunn Court are
$2,874.25 and in Lillington Court approximately431000.00.
5. We visited the Agriculture Building and found_ same in fair condition,
but we recommend that some repaira ha made on_roof_and.gutters to prevent
leaking when heavy rains come,
6. We visited the different_ offices in: Court house and -found same were well
kept. We find Sheriff's office in need.of_ storage cabinet for purposes -of
storing of fire arms, etc.
7. By order of Court we have secured two_mechanics.to. fully. inspect: all
school; trucks. The Condition of each truck by number is attached to -our
report. We wish to commend the County Mechanic for the splendid condition in
which we found trucks. We also wish to express our appreciation to Harvey
Strickland and B.A.Bracey (the two mechanics employed) f or their co- operation
in inspecting trucks.
8. We attach hereto Report of Board.. of Commissioners respecting the_
County Jail and approve the action of the Commissioners and. ask that the work
at outlined in their Report be proceeded with at.once.
We thank Judge Burgwyn for his very able_Charge delivered to us when we:
began our labors, and the County Officials .and Solicitor. for their co-operation
given us at this Term.

known as mouth of Alex Snipes' lane, to a point_on.State Highway No. 60, near
W.H.Grady's home, one mile in length.
To take over and maintain (a) roadway from Harmony Church on Fort Bragg
Highway via farms of J.G.Layton, Edgar Temple, Brock Estate,_J.HalcLamb et als
to Old Stage Road, a distance of 6 miles.
To take Over and maintain the Fire Line_ or C.C. Road leading from
igh Tower at Cambro on Highway No. 210, West vis Lem Black's to Nursery Road
at Joe McCormick',. (b) Road leading from Nursery Road east via J.S.Bethea
and McCormick home to Norrington Road west of Flat Branch church.
No. 5: To build a road in Stewart's Creek Township, through the Thompson farm

such Tax Collector he or his deputies visited the dwelling places of each of the
persons whose names are listed as...inaolvent on the_attacbed list; or that he or
his said deputies visited the usual place of abode of each of said persons on
said attached list, and that he or they the said deputies, could not find either
at the dwelling or the place of usual.abode.of each ot the .sald. tax. payers on
said list attached, or elsewhere in the said county of Barnett, .any property
wherewith to discharge said 1936 taxes or such part thereof as is returned unpaid

Commissioners of Barnett County hereby accept the insolvent list attached to

On motion of Commissioner Noel, and seconded by Commissioner J.S.Barker, and
duly passed and carried, be it resolved and ordered by the Board of County
Commissioners of Harnett County, North Carolina, as follows:
FIRST: Be it resolved, that W.D.Harrington, be and he is hereby appointed
Tax Collector for the County of Harnett for year 1937 county tax levy.
SECOND: Be it resolved that the bond of W.D.Harrington, the duly appointed
Tax Collector of Harnett County far the 1937 tax levy year, be and the same is
hereby fpced at the sum of Twenty Five ($25,000.00) Thousand Dollars, said bond
to be approved at this meeting or at any ajourned or at the next regular meeting
of this Board of County Commissioners.
THIRD: W.D.Harrington, Tax Collector for the 1937 County Tax Levy, having
informed the Board of Commissioners that he has appointed D.G.Campbell Assistant
Tax Collector for said 1937 levy, therefore be it resolved and ordered,rthat` the
bond of slid D.G.Campbell, Assistant Tax Collector for 1937 tax levy, be fixed
at the sum of Five Thoueand($5,000.00) Dollars, said bond to be approved by
this Board at this meeting or any adjourned or at the next regular meeting of
this Board of Commissioners.
FOURTH: And further be it resolved, that the salary of W.D.Harrington, the
duly appointed Tax Collector of Harnett County for the year 1937 Tax Levy, be
and the same is hereby fixed at the sum of $431.25 per month, and that in
addition to said monthly salary, the said W.D.Harrington, Tax Collector, shall
receive all legal levy and garnishee fees now allowed by law, and that in
addition to said monthly salary and said levy and_garnishae_ fees, the said
W.D.Harrington, Tax Collector shall receive such sums for land sales as shall
be allowed and fixed by the Board of County Commissioners; and that.the said
salary and compensation shall be the .full-Salary and compensation for the said
office of Tax Collector, and.said.Tax Collector_shall _ pay .and discharge all
expenses -of the said office.
FIFTH: And further be it resolved, that said W.D.Harrington, Tax Collector
of Harnett County-for the 1937 County tax levy, be and he'ishereby.relieved and
discharged from the duty of collecting any taxes prior_to_the_1937.County.Levy
made by the Board of Commissioners of Harnett. County,
SIXTH: And further be it.resolved, that said W.D.Harrington, be and he is .
hereby ordered to deposit daily all. .sums_ and amounts collected on said 1937
County Taxes in the First- Citizens.Bank an.d Trust.Company,. of. Dunn, North
Carolina, the official depository of the said County .of_Harnett, to the credit
of Harnett County 1937 Tax Distribution Account, and that -the said official
depository Bank, shall daily issue to said W.D.Harrington, a receipt for such
deposits, and the said W.D.Harrington shall_ thereupon daily deliver.. to the
County Accountant each and_every_of .said _receipts so received.from said
Depository; and that upon compliance therewith by said Tax Collector, that
thereupon he, the said W.D.Harrington, Tax Collector, and his said surety on his
said bond, shall be released and relieved of all further liability and
responsibility for such amounts or sums so deposited in said Depository.
SEVENTH: And be it further resolved, that the First - Citizens Bank and Trust
Company, Bunn, N.C., Branch, be and the.same is designated.as the official
depository of the County of Harnett, for all funds of said..county, including all
funds which may be collected by the said W.D.Harrington_as_Tax.Collector of
Harnett County for the 1937 County Tax levy made by the Board of Commissioners
of said County.
EIGHTH: And be it further.resolvedthat First - Citizens Bank & Trust Co.
said depository, be-and it is hereby ordered and_requir.ed..to make bond in
keeping with the provisions of law to secure all deposits of the County of Harnett
including all sums which may be collected by the said:W.D.Harrington, Tax
Collector for the 1937 County Tax Levy and deposited_in.the_ said Bank, in a
sum of not less than $75,000.00 to be increased and fixed.from time to time
as the amounts of- deposits at any one time may require, -said bond to at all
times be in a principal amount aggregating more than the total deposits of said
Harnett County on any given date; and in lieu of_said bond the said First- Citizens
Bank and Trust Company may place in trust with Wachovia Bank and Trust. Company;
Raleigh, N.C., trustee, acceptable_securitie.s approved by the County Accountant,
for the benefit of securing all the deposits. of Harnett County in said First -
Citizens Bank and Trust Company, the aggregate amount of suchaecurities to be
in a sem not less that the bond required by law.

and duly passed and carried, Be it resolved and ordered by the. Board of County
Commissioners of Harnett County, as follows:
FIRST: That the tax settlement of W.D.Harrington, Tax Collector for the year
1936 County Tax Levy, together with the insolvent list for said 1936 tax levy,
hereto attached and made a part hereof, said insolvent list having been hereto -
fore approved and accepted, be and the same is hereby accepted and approved and
same is hereby ordered to be recorded in the records of the Minutes of the board
of County Commissioners of Harnett County;
SECOND: And further be it resolved and ordered by the Board of County
Commissioners of Harnett County, that the said W.D.Harrington, Tax Collector of
Harnett County for the year 1936 County Tax Levy, be and he,is hereby released
and relieved and discharged of and from any and all further liability and
responsibility for the collection of any and all delinquent and insolvent taxes
for the year 1936 county tax levy;
THIRD: And further be it resolved and ordered, that the County Auditor,
J,S.McLean, be and he is hereby authorized and directed to execute and deliver
Any and all necessary and proper instruments for the full and proper clearence
and discharge for the said 1936 tax levy, both -for the. said W.D.Harrington, Tax
Collector, and his Assistant Tax Collector, D.G.Campbell, and said Maryland
Casualty Company, of Baltimore, Maryland, .surety on said bonds of said Tax
Collector.and Assistant.
FOURTH: And be it further resolved and ordered, that said W.D.Harrington,
Tax Collector for year 1936 tax levy, and said D.G.Campbell, Assistant Tax
Collector for said year 1936 tax levy, and said Maryland Casualty Company of
Baltimore, Maryland, as Surety on bonds of the said Tax Collector and Assistant
tax Collector for year 1936 tax levy, be and they are hereby released and
discharged of and from.collection of taxes for the year 1936 county tax levy.
And it is further ordered that this Resolution be recorded in the records
of the Minutes of Board of County Commissioners of Harnett County.

NORTH CAROLINA:
HARNETT COUNTY: RESOLUTION
On motion duly made and carried, be it resolved, that W.D.Harrington, Tax
Collector for the year 1936 County Tax Levy, be and he is hereby allowed the sum
of $1.20 for each and every land sale made by him for the 1936 taxes, and salary
up to October 1, 1937 and the County Auditor is hereby authorized and directed
to pay said W.D.Harrington said sum so allowed herein for land sales of 1936 and
salary to said October 1, 1937. And further be it resolved that said
W.D.Harrington shall pay out of the compensation herein allowed for said land
sales, all expenses whatsoever connected with said 1936 land sales, including the
account of newspapers for publication of said land sales notices.

the year 1937 tax levy of Harnett County, in the sum of $25,000.00, with Maryland
Casualty Company of Baltimore, Maryland, as surety, be and the sane is hereby
ratified, approved and accepted, and the said bond is hereby ordered to be
recorded in the records of the minutes of the Board of County Commissioners of
Harnett County, and same filed with the Clerk of Superior Court of Harnett County;
And further it is ordered, that the Bond of D.G.Campbell, duly designated
as Assistant Tax Collector for the 1937 tax levy of Harnett County, in the sum
of Five Thousand ($5,000.00) Dollars, with Maryland Casualty `company of Baltimore
Maryland, as surety, be and the same is hereby ratified, approved and accepted,
and the said bond is hereby ordered to be recorded in the records of the Minutes
of the Board of County Commissioners of Harnett County, and same filed with the
Clerk of Superior Court of Harnett County;
And it is further ordered by the Board of County Commissioners of Harnett
County, that the Harnett County Tax Books for the 1937 county tax levy, be and
the same are hereby ordered delivered to W.D.Harrington, Tax Collector, his bond
having been heretofore approved and accepted.

and singular the duties incumbent upen.him by reason of his election as. such
Tax Collector of Harnett County, North Carolina, and shall..faithfully and
diligently attend to the collection of the taxes .shown .on said tax. duplicate
and shall exercise due diligence to effect the collection.. of all. su.ch taxes within
the time prescribed by law,.and.shall within the time and in the.manner prescribed
by law honestly pay over to.the. Treasurer of. Harnett County a1.l..moneys coming
into his hands or collected by him as such Tax Collector, and shall within the
time prescribed by law account and settle with the Treasurer of Harnett County or
