The Board of County Commissioners of Barnett County met
July 5, 1937, at 10 :00 A.M. with Chairman J.B.Ennis, and C
J.S.Barker, Lonnie R.Byrd and Angus A.Cameron present. The
H.C.Strickland, was also present.
' It is ordered that $95.00 be placed in the new budget for County memership fee
to the Institute of Government.

The following resolution was offered by Mr. G.T.Noel and seconded by MrL.R.Byrd:
"RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY:
(1) That for properly maintaining a six monthst school term in District No. 7
Hectors Creek Township, Lafayette School, white race, Harnett County, as required
by Article IX, Section 3, of the Constitution of North Carolina, it is necessary
that certain improvements be made therein Bt:.the following character: Construct
additional class rooms for vocational work, high school library, two additional class
rooms, and two toilets.
(2) That in order to provide said improvements it is necessary that the sum of
Eighteen Thousand One Hundred and Ninety Seven Dollars ($18,197.00) be obtained by
borrowing the same, to be used by the County Board of Education of Barnett County
for said purpose.
(3) That the Board of County Commissioners of Harnett County does hereby
approve of and authorize the application for, and procurment of, a loan for said
purpose from the Special Building Funds of the State of North Carolina, established
and operated under Chapter 147, Public Laws 1921, Chapter 436, Public Laws
Chapter 201, Public Lawa 1925, Chapter 199, Public Laws 1927, and Chapter 115,
Public Laws 1937 and said Board does hereby authorize and direct that all necessary
steps be taken to procure said loan under the terms of said statutes and the rules
and regulations of the State Board of Education governing the making of loans from
said funds, and the Chairman and Clerk to this Board are hereby authorized,
empowered and directed for and on behalf of this Board to join with the County
Board of Education of Barnett County in making the necessary application therefor,
and to take such action under this resolution and under said statutes, rules and
regulations as may be necessary for said purpose. The county accountant is hereby
authorized and directed to make application to The Local Government Commission
for approval of the issuance of such notes.
(4) The Board of Commissioners of Harnett County hereby agrees to levy, at the
appropriate tax levying period in each and every year, upon all taxable property in
said county, ad valorem taxes at a rate sufficient to meet the interest and
principal payments on such part of loan requested herein as may be approved by the
State Board of Education, and thereby provide the funds necessary each and every
year to meet and repay the interest and principal payments due on such approved
loan under the terms of the statute by authority of which the said loan is made,

and in accordance with the rules and regulations of the State Board of Education
governing such loans as found in Book 10, pp 340 and 368, of the minutes of the
said State Board of 4ducation."
The resolution was duly adopted by the following vote;
Those voting in the affirmative were: J.B.Ennis, J.S.Barker, G.T.Noel, Lonnie
R.Byrd, and Angus A.Cameron.
Those voting in the negative were: None.

The following resolution was offered by Mr. G.T.Noel and seconded by
Mr. L.R.Byrd:
" RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY:
(1) That for properly maintaining a six months' school term in District No. 7
Buckhorn Township, Buckhorn School, white race Harnett County, as required by
Article IX, Section 3, of the Constitution of North Carolina, it is necessary that
certain improvements be made therein of the following character: Construct
auditorium. This is greatly needed by both school and community.
(2) That in order to provide said improvements it is necessary that the sum
of Six Thousand Eight Hundred Three Dollars ($6,803.00) be obtained by borrowing
the same, to be used by the County Board of Education of Harnett County for said
purpose.
(3) That the Board of Countj' Commissioners of Harnett County does hereby
approvevof and authorize the application for, a procurement 9f, a loan for said
purpose from the Special Building Funds of the state of North Carolina, established
and operated under Chapter 147, Public Laws 1921, Chapter 136, Public Laws 1923,
Chapter 201, Public LIMB 1925, Chapter 199, Public Laws 1927, and Chapter 115,
Eublio Laws 1937, and said Board does hereby authorize and direct that sill
necessary steps be taken to procure said loan under the terms of said statutes and
the rules and regulations of the State Board of Education governing the making of
loans from said funds, and the Chairman and Clerk to this Board are hereby
authorized, empowered and directed for and on behalf of this Board to join with
the County Board of Education of Harnett County in Sling the necessary application
therefor, and to take such action under this resolution and under said statutes,
rules and regulations as may be necessary for said purpose. The county accountant

The minutes of the meeting of the Board on Saturday, June 26th. 1937, were
read and upon motion of Commissioner A.A.Cameron, seconded by Commissioner Barker,
the minutes were corrected to show that Commissioners Cameron and Barker did not
vote to declare the office of County Agent vacant, or not to retain J.O.Anthony,
but upon a majority vote of the Board to appoint a new County Agent these two
Commissioners voted for the appointment of C.R.Ammons as County Agent for the
year 1937 - 1938. The minutes were so corrected.
A resolution was presented by David H.Senter of Chalybeate Springs memorializing
the Board of Commissioner to hear a delegation of farmers with respect to re-
electing J.O.Anthony as County Agent. Whereupon, the Board gave the delegation
a hearing.
RESOLUTION:
WHEREAS, at a call meeting of the Board. of County Commissioners of Harnett
County held on Saturday, June 26, 1937, the said Board of Commissioners declared
the office of County Agent for Harnett Count vacant; and,
WHEREAS, said action on the part of the Commissioners was taken without any
notice to-the farmers of Harnett County who are most interested in the farm program
of this county, and was further taken without any notice to the Farm Agent, and
without the filing of any charges against the said Agent; and,
WHEREAS, the services of J.O.Anthony, Farm Agent of Harnett County, has been
most satisfactory and gratifying, and have been performed without fear or
favoritism, and the farmers of Harnett County have greatly improved themselves and
their farms by his co- operation and advice; and,
WHEREAS, the farmers of Harnett County desire that his services as County Farm
Agent be continued:
NOW, THEREFORE, be it resolved:
1. That the Board of County Commissioners of Harnett County do give this
meeting' of representative farmers of Harnett County an immediate hearing upon the
proposition to the end that the general sentiment of the farmers of the county may
be placed before the Board, and to that end that the Board do adjourn immediately
to the court room in the Courthouse to hear the wishes of the people respecting
their action.
2. That a copy of this Resolution be immediately sent to the Board of
Commissioner and an, immediate answer thereto requested.
Petitions signed by a number of farmers_ to re -elect J.O.Anthony as County
Farm Agent were received and filed.
The following road petitions signed by the required number of citizens
relating to roads in Barnett County were recieved and placed on file:
(1) In Stewarts Creek Township through the Thompson farm a distance of about
1* miles that >will serve seven families by school bus and mail route.
(2) In Hectors Creek Township from Kipling to G.B.Johnscn residence on the
Ei.way from C2aybeate Springs to Baptist Grove Church said road to run by
J.L.Smithts resident.
(3) In Averasboro Township, beginning at the gin of Claude H.Pope and runs in
a south - westerly direction along the lands of Claude H.Pope, John Henry Tart,
Lewis Tart, John Tart and John Wade about z mile in length.
(4) In Averasboro Township, the extension of a neighborhood road by the lands
of Zack Lee, Noess Tripp and others, 1 mile in length (presented by C.L.Guy).
